Zones – Permission Accorded – Orders – Issued.

Read the following:-
1. Proposal received from the Director of Town & Country Planning,
Mangalagiri through e-Office file MAU03-17/53/2024-PLG-DOTCP (e-

O R D E R:-
In the reference 1st and 3rd read above, the Director of Town and Country
Planning (DTCP) has informed that, hostels and dormitories are often not allowed
in areas marked for industrial use. The Hostels and dormitories are allowed in
residential and commercial zone and in-case of Industrial zone, Residential
buildings for staff, Watch and Ward staff quarters are allowed incidental to main
use in some areas and there are no common regulations.
2. Therefore, the DT&CP., Mangalagiri, has requested the Government to issue
common orders, permitting the Hostels and Dormitories in the industrial zone for
the Master Plans approved till date and also to be approved Master Plans for all
Urban Local Bodies and Development Authorities in the state incidental to main
use.
3. Government after examining the proposal of the DTCP, AP, have observed
that, allowing both in situ and private development of hostels and dormitories in
industrial areas can reduce the distance between work and home, address safety
concerns (particularly for women) and help workers to increase their productivity.
4. Therefore and after careful examination of the matter and in order to
encourage Industrial Development and to accommodate the industrial staff
housing, have decided to allow construction of Hostels and Dormitories in
Industrial use Zones for the Master Plans approved till date and also to be
approved Master Plans for all Urban Local Bodies and Development Authorities in
the state (except in capital city area) incidental to main use.
5. Accordingly, the following notification will be published in Extraordinary
issue of the Andhra Pradesh Gazette, dt:19.12.2024.

6. A copy of this order is available on the internet and can be accessed at the

7. These orders will come into force with immediate effect.

NOTIFICATION
In exercise of the powers conferred by the Section 14 (3) of Andhra Pradesh
Town Planning Act, 1920, Section 16 of A.P. Capital Region Development Authority
Act, 2014 and Section 118 read with Section 11(2)(x) & Section 11(5) of Andhra
Pradesh Metropolitan Region and Urban Development Authorities Act, 2016, the

Government hereby accord permission allowing construction of the Hostels and
Dormitories in the industrial use zone for the Master Plans approved till date and
also to be approved Master Plans for all Urban Local Bodies and Development
Authorities in the state (except in capital city area) incidental to main use, as
stated in the table below.

RED Residential use is prohibited.
ORANGE Incidental to main use, staff quarters, hostels, and
dormitories are allowed subject to the condition of
maintaining green buffer as mentioned by the
Pollution Control Board.
GREEN Incidental to main use, staff quarters, hostels, and
WHITE dormitories are allowed.
