II. Rationale:
The delivery of quality basic education is affected by many factors. Teachers
together with the school administrators encounter numerous problems in classrooms and in
school. If these gaps will not be properly addressed, the teaching and learning process will
surely be impeded. In response to this, the Department of Education promotes the crafting
of action research and studies to come up with an evidence-based decision making in
resolving the existing problems in education. Moreover, our department aims to continually
strengthen the culture of research through the implementation of the D.O. No. 16, s. 2017,
the Research Management Guidelines in order to establish a quality management
procedure in crafting, implementing, monitoring and evaluating action research.
RA 1233 provides that the Department of Education is mandated to undertake
national educational research and studies which can become part of the basis for
necessary reforms and policy inputs to improve the delivery of quality basic education. In
support to this DepEd has issued Department order no. 28 s. 2023 which established a

systematic policy development process in the department. The said order explicitly
promotes evidence-based
policy formulation that can be supported by research which can be initiated internally or by
qualified external research institutions. The intent of the said policy can be best achieved
when supported by a clear mechanism in conducting educational research. In the desire to
support DepEd mandates and to provide assistance to prospective researchers this school
will conduct a One- Day Seminar or Workshop on Action Research on November 10, 2023.
III. Objectives:
This seminar or workshop aims to
A. develop the participants’ competency on conducting action research,
B. identify learner - teacher problems and propose for possible solutions,
C. ensure that all participants are familiar with the provisions of DepEd order No. 43 s.
2015 and DepEd Order No.4 s. 2016,
D. capacitate the participants on research ethics and the use of research findings in policy
formulation,
E. design a mentoring and monitoring system in the planning and implementation of action
research.
IV. Methodology:
To attain the above-mentioned objectives, the following methods are to be
employed:
Plan of activities and resources to be utilized during the event
Prepare the venue and materials to be used
Conduct the activity on the specified date
Monitoring and Evaluation
Discussions by Resource Speakers
Focused Group Discussion
V. Budgetary Summary Requirements:
The budgetary requirement is intended for snacks of the participants for the conduct
of the said seminar.

VI. Expected Output
The participants are expected to:
a. understand the basics of action research so that they can come up better decisions
regarding the existing problems,
b. identify ways on how to recognize problems in their classrooms and in school,
c. outline the research problem or question, objectives, methodology, and expected
outcomes,
d. create a detailed research design, including the research approach, data collection
methods, and data analysis techniques,
e. outline a plan for collecting data, including the selection of participants or subjects, data
sources, and data collection tools,
f. outline how they will implement the research in a real-world setting, including any
interventions or actions they plan to take,
g. create timeline or schedule for the research project, indicating milestones and
deadlines,
The specific details and format of these outputs may vary depending on the
workshop's objectives and requirements. They are also expected to craft action research
titles and action research questions. They are expected to craft research methodologies
and learn different ways in presenting the research’s results and findings. Most
importantly, they are expected to present their outputs and state their reflection from the
LAC session. Ultimately, the expected output should demonstrate the participants' ability
to design, conduct, and apply action research in a meaningful way.
