Session 1: Overview of Expanded Career Progression Policy and the Assessors Program
 The expanded career progression system for public school teachers is established to
promote professional development and career advancement among public school
teachers, and define the career lines of teachers within the public school system,
specifically in the elementary and secondary levels, including the Senior High School.
The System shall complement other career pathways for professional teachers outside
the public basic education school system, as may be
defined by the Professional Regulation Commission (PRC), and provide for equivalence

in duties, recognition, and compensation for teachers choosing a career line.

Session 2a: Procedures and Requirements for Reclassification

The Department shall use DepEd Order 20 s. 2024 in the recruitment , selection, and
appointment to higher teaching positions. This order provides for a systematic and
competency-based process of recruitment, selection and appointment that is anchored on
the standards for teacher quality as defined in the Philippine Professional Standards for
Teachers and is consistent with principle of merits , fitness, competence , equal
opportunity, transparency, and accountability.

Day 2: January 28, 2025


Session 2b: Qualification Standards and Performance Requirements

Specifically, HRMO will assess whether the applicants meet the minimum qualifications in
terms of Education, Training, Eligibility, and Competency requirements.

Session 3: Education, Training, Experience, Performance


Education unit and, or degree that exceed the minimum qualification requirements as defined by
CSC -approved QS which shall be relevant to the position to be filled shall be given
corresponding points.

Training hour that exceeds the minimum qualification acquired after last promotion but should
be within 5 years.

Experience in teaching that exceed the minimum number of months shall be given
corresponding points

Performance in the latest rating period covering one-year complete performance cycle in the
current position with at least VS rating

Session 4: Overview of the PPST and its Indicators (OI and NCOI)

The teachers’ demonstration of COI shall be assessed through the conduct of Classroom
Observation through classroom observation tool.

Day 3: January 29, 2025


Session 5: Assessing the Demonstration of Classroom Observable Indicators
During the observation there shall be 2 to three observers who will conduct classroom
observation. Classroom observation shall be done in actual classroom setting with learners. In
the event that when an in person conduct of the classroom observation is not feasible, the
conduct of online observation maybe allowed. The applicants shall be observed for the entire
class period in reference to the submitted lesson plan. Only the observation note form shall be
brought and accomplished by the observers during the actual observation.

Session 6: Assessing the Demonstration of Non-Classroom Observable Indicators

Non – Classroom Observable Indicators shall be assessed through applicant’s annotation on how
the submitted means of verification from their RPMS portfolio and their responses to the
interview validating the actual achievement of the identified NCOI’s

Session 7: Behavioral Classroom Interview

The interviewers shall use the STAR Approach to validate whether the key behaviors that
are linked to the required competencies have been exhibited by the applicant. The Star
approach draws focus on the actual situation in which the applicants acted . The task that
the applicants faced ; the action that the applicants took and the results of those actions
