1. Introduction
1.1 Purpose
The purpose of this Construction Management Plan (Plan) is to describe how the Project Management team shall
implement and conduct its allocated site management responsibilities during the Construction phase of the Existing
Fish Market Pontoon Relocation and Wharves work to ensure all construction is properly facilitated, integrated and
coordinated so as to deliver certainty to the objectives of the Project. The methodology and scope of works has
been developed in consultation with Fontalis.
This plan forms part of Multiplex Internal Control Framework and Management System which is accredited to:-
» AS/NZS ISO 9001:2008 – Quality Management System,
» AS/NZS ISO 14001:2004 – Environmental Management System, and
» AS/NZS 4801:2001 – Occupational Health and Safety Management System.
» Federal Safety Commission Accreditation Scheme
Copies of these certifications can be found on the Multiplex Operating System ‘Document and Forms Library’

1.2 Scope of this Plan


This Plan provides a holistic approach that:
» Defines the project objectives and targets of particular relevance to the construction phase
» Describes constraints specific to the construction phase of the Sydney Fish Market Wharf and Pontoon
relocation works.
» Describes the process for the identification and control of risks specific to the construction phase
» Details the proposed strategy for the construction phase, with particular regard to establishment resourcing, site
organisation and construction controls.

1.3 Abbreviations
The abbreviations used in this Plan are outlined in the table below.

1.4 Precedence
Where ambiguity is detected between the procedures and requirements in this plan and the MSOPs located on
Multiplex Operating System, then the procedures nominated in this Plan will take precedence.

1.5 Interface with other Project Plans and Procedures
This Plan should be read in conjunction with the MSOP and Management Plans detailed in Section 2.2 of this Plan.
The MSOP referenced in this Plan are confidential documents, and as such, will not be issued outside of Multiplex.
However, they will be made available, for the purpose of surveillance and audit.

1.6 Document Control


This Plan will be monitored and necessary changes will be identified in the table over the page and communicated
to all relevant personnel. Amendments and updates to this Management Plan will be made if the strategies and
actions described in the plan no longer meet desired outcomes, or if improvements to existing measures can be
made.
Electronic distribution of this Plan will be made to those detailed on the distribution listing on Aconex.

2. Construction Management Approach and Framework
2.1 Approach to Construction Management
Multiplex works with its clients to integrate quality controls and strategies at the earliest opportunity.

2.2 Management System Framework


Multiplex has a management framework which is applied throughout the business and on all projects it undertakes.
The construction management documentation forms part of this System Framework and maintained in electronic
format on the Multiplex Operating System.
The structure of the overall Management System is explained below.

3. Responsibility and Accountability
The management structure and associated roles and responsibilities for Project are outlined in the Project
Management Plan.
Similarly, specific roles and responsibilities pertaining to other management disciplines, such as health and safety
and the like, are contained in the respective Management Plans.

4. Pre-Construction Planning
4.1 Site Working Hours
Based on the new Sydney Fish Market development consent, hours of construction, including the delivery of
materials to and from the site, will be carried out between the following:
» Between 7:00am and 5:30pm Monday to Friday
» Between 7:30am and 3:30pm Saturday
» No working Sundays or public holidays
Activities such as rock breaking, rock hammering, sheeting piling, pile driving and of the like will only be carried out
during the following hours:
» 9:00am and 12:00pm Monday to Friday
» 1:00pm and 5:00pm Monday to Friday
» 9:00am to 1:00pm Saturday
Furthermore, consideration of noisy works on surrounding sensitive receivers in particular Sydney Secondary
College during HSC exam periods will be reasonably mitigated.

4.2 Out of Hours Procedures


‘Out of hours’ access is provided for activities that involve the police or a public authority to deliver vehicles, plant or
materials, in the case of an emergency to avoid the loss of life, damage to property or to prevent environmental
harm. Additionally, due to the nature of the works associated with Bridge Road ‘out of hours’ works will be required
to reduce disruption to the public and will be dictated by the Authorities.

For planned ‘out of hours’ work, the Principal and affected stakeholders will be consulted in advance.

4.3 Dilapidation Survey


Prior to works commencing, Multiplex will arrange for the preparation of a Pre-Construction Dilapidation Report
detailing the current structural condition of all retained, existing and adjoining building, infrastructure and roads with
the zone of influence. The report will also include photographic recording of the public domain frontages including
and not limited to: foreshore, footpath, nature strip, kerb and gutter, driveway crossings and laybacks, kerb ramps,
road carriageway, street trees and plantings, parking restriction and traffic signs.

4.4 Surveys
A qualified survey team will be engaged throughout the project to ensure works are completed to within building
tolerance. Following completion, all components of the structure will then have ‘as-built’ surveys carried out and
kept as a record for the Project Management Team.

4.5 Heritage Requirement


Multiplex will implement an unexpected finds protocol for cultural heritage artefacts that are discovered on site. If
during the course of construction any previously unidentified heritage or Aboriginal object(s) are encountered,
works that affect the object(s) will cease immediately.
 For unidentified heritage object(s), the Heritage Division will be notified and consulted immediately with
regard to the recommencement of works.

 For Aboriginal object(s) the Environment, Energy and Science Group of the Department of Planning,
Industry and Environment will be informed in accordance with section 89A of the National Parks and
Wildlife Act 1974. Works will recommence once written authorisation from the Heritage Division is received.
All works will be in line with the Comber Maritime Heritage Impact Statement – July 2021.

4.6 Geotechnical
The proposed site works will be assessed by a reputable Marine Consultant to design the required pile embedment
and sizes. Assessment will be made based on 29245SRPT – JK Geotechnics produced report dated 13/07/2017.

4.7 Services Identification, Connections and Diversions


For pile installation, dial before you dig plans will be assessed prior to installing piles to ensure no clashes with in-
ground services.
The Pedestrian pathway requires minor in-ground saw cutting, excavation and coring through existing on-ground
slabs in order to install handrails and other pathway elements. Prior to commencing these works, slabs are to be
scanned to ensure there are no services and a DBYD to be completed prior to commencing the works.

4.7.1 - Power
Additional lighting is to be installed as part of the new pedestrian walkway. These works will involve solar powered
lights which will not require connection to the Sydney Fish Market power infrastructure. A consultative process with
the Fish Market will take place prior to these works occur to limit disruption to the operations of the Sydney Fish
Market.

4.8 Traffic and Pedestrian Management


All marine based works will be subject to the MPX Vessel Construction Management Plan, with the objective of
vessel management to limit disruption to the existing fish Market. All Land based works will be planned to minimise
any pedestrian or vehicular impact with any disruptions to stakeholders to be coordinated and consulted prior to
works.
4.8.1 Pedestrian
The works are not anticipated to disrupt pedestrian access as the works do not take place over any pedestrian
access paths. In the event that pedestrian access is disrupted, traffic controllers will be available to guide and direct
pedestrians safety as required under a traffic control plan.
4.8.2 Vehicular
Vehicle movements into the existing fish market is expected to be disrupted as a part of these works. The extent of
disruption for these works will be during the installation of the raised ramp over a current used path (refer
construction methodology), in preparation of these works MPX will coordinate the works with the Sydney Fish
Market to ensure minimal impact to operations. For all construction traffic entering the Sydney Fish Market site, a
traffic control plan will be put in place in consultation with the Sydney Fish Market in order to manage construction
traffic flow.

4.8.3 Emergency Access

The emergency evacuation plan is shown above, in the event of any emergency all workers are to assemble at the
assembly point in front of Vic’s Meats. This is to be coordinate by the Chief and Area Wardens. All Vessels are to
berth to the existing timber wharf and use ladders to assemble at the muster point.

4.9 Public and Property Protection

4.9.1 Footpaths, Adjoining Infrastructure and Buildings


Works will be undertaken with maintaining public safety as being paramount. All site boundary lines will be secured
with ATF fencing to the land based portion of the site and localised silt curtains to be put in place around all marine
works in order to protect and segregate marine traffic.
4.9.2 Temporary Works
Any associated authority approval required by Multiplex for temporary works will be procured from the relevant
authority prior to proceeding with works.

4.10 Protection of New Work


Multiplex requires its subcontractors to take responsibility for the protection of completed works to minimise
damage by other trades.
Materials are also protected during delivery and storage to prevent damage due to mishandling or exposure to the
weather (e.g. timber elements).

New works completed along public interfaces will be protected by restricting public access to finished areas via
appropriate barricades.

4.11 Authority/ External Conditions and Approvals

4.11.1 Council Permits


There are no known council permits required as part of these works, however the local council is the City of Sydney
Council for any relevant approvals.
4.11.2 Services Authorities
There are no known services authorities approvals required as part of these works, however if required Ausgrid and
Jemena are the respective authorities for Power and Gas.

4.11.3 Road and Transport Authorities


The Port Authority of NSW is the relevant authority required for the approval of any seabed disturbance works. This
will be required in the form of a Harbour Master Approval.
4.11.4 Environmental
There are no known Environmental conditions or approvals as part of these works, however the relevant authority
for any environmental requirements are the EPA.

4.11.5 Other Authority and External Approvals


The works are subject to a BCA/DDA compliance statement of which a Certifier will fulfil.

4.12 Adjoining Owners / Stakeholders

4.12.1 Adjoining Owners Approval


All works are completed with the Sydney Fish Market Site, any requirements with adjoining owners approvals will
be subject to the requirements of the Sydney Fish Market to its Adjoining Owners/ Stakeholders.
4.12.2 Services Interruptions and Impairment
Works which will occur out of hours or which may interfere or adversely affect business continuity of the existing
Fish Market, or other key stakeholders will be workshopped and approved via Multiplex’s Disruption Notice (DN)
procedure, subject to agreement with INSW.
The Disruption Notice (DN) process is Multiplex’s means of carrying out due diligence, communication and
planning works with consideration for minimising disruptions to stakeholders as much as practically possible. This
involves the following:
» DN Forecasting Workshops to proactively identify upcoming DN’s and ensure that key stakeholders are
aware of disruptions of high impact
» Live DN status register including a forecast tab for future disruptive works and weekly review with the
Principal for consultation and advice
Multiplex will notify the Principal prior to conducting any works on site that are not covered by an approved DN.

5. Site Layout and Logistics
5.1 Site Location

The works are to take place within the Sydney Fish Market which is located at the head of Blackwattle Bay south
east of Anzac Bridge at the intersection of Pyrmont Road and the Western Distributer. Area of works are nominally
around the Sydney Fish Market carpark as well as in the water adjacent the concrete and timber wharves.

5.2 Site Hoardings and Boundaries

The boundaries of the site will be the ATF fencing for all land based works indicated in the extent of the pink and for
all marine based activities, localised silt curtains around each marine activity. To the south west of the work area,
the New Sydney Fish Market Silt curtain is present.

5.3 Site Access and Egress


In partnering with contractor SMC Marine, Multiplex has secured additional neighbouring real estate in White Bay
for material storage and barging. Vessel access to and from materials storage areas in White Bay and Glebe Island
will be via Johnstons Bay and Blackwattle Bay beneath the Glebe Island Bridge and Anzac Bridge, this has been
approved under a separate approval process.
For all land based works, the path of travel to the site will be through the main Car Park Entry of the Sydney Fish
Market Carpark, with gates to access into the work zones. Vehicle movements and delivery of material in and out of
site will be coordinated with the Sydney Fish Market.

5.4 Site Security

5.4.1 Site Security Resources


During all working hours there will be at a minimum a MPX Supervisor, Trade Supervisor, a First Aider readily
available on site. All workers will be signed in at the Multiplex New Sydney Fish Market site onto the SMARTEK
system, tracking personnel on site as well as relevant company, ID, induction, insurances and industry white card

details. Upon the end of every work shift, the site compound will be locked using a padlock system and all marine
vessels are required to return to the New Sydney Fish Market Multiplex Site or off-site.

5.4.2 After Hours Security


For after-hours security there is existing CCTV cameras at the Sydney Fish Market Site, which will be utilised to
record after-hours site activities and conditions.

5.5 Emergency and Site Communications


Emergency point call systems, PA/Evacuation Systems and site communication devices will be installed throughout
the site in accordance to SafeWork NSW requirements. An integrated Emergency Management Plan will be
developed addressing site emergency access, egress and location of emergency equipment prior to
commencement of work. An emergency management team will be formed and meet at regular intervals to discuss
logistics responses and amend as required.
Supervisors of works are to have radio communication with the New Sydney Fish Market Site to report any
emergencies back to the wider team.

5.6 Construction Zones, Material Lay Down and Storage Areas

5.6.1 Construction Zones


There will be four main construction zones as part of these works, these include the:

 Concrete Wharf Pile Install– A marine based workzone, which will be delineated with a localised silt
curtain to install two Steel Piles. A dumb barge will be used to supplement the crane barge SMC 2 in order
to install these piles. A consultation process will be had with the Sydney Fish Market to enable clear access
to the northern part of this wharf in order to limit disruption to current operations of the trawlers.

 Pontoon Relocation Works – A marine based workzone, which will be delineated with a localised silt
curtain to conduct approximately 350m3 of sediment profiling, installation of 2 piles to allow for the existing
public pontoon to be relocated to the existing timber wharf and relocation of the wharf including dismantle
of wharf at current location, and re-instate at new location at the existing timber wharf. A consultation
process will be had with the Sydney Fish Market in order to have the northern side of the timber wharf to be
clear to allow these works to take place.

 Pedestrian Pathway for Relocated Public Pontoon - As part of the above works, a new pedestrian pathway
will be required to connect the relocated pontoon to the Sydney Fish Market, this will provide pedestrian
access similar to what is currently there at the existing Public Pontoon. The materials handling will be
through the Fish Market carpark with coordination of vehicle deliveries to be communicated to the Fish
Markets.

 Timber Wharf Upgrade Works – Due to the relocation of the Fishing Fleet to the Timber Wharf and as a
result of a Structural Assessment of the timber wharf, 8 additional steel piles are required to be installed to
allow for the vessels to be able to moor to the piles. The work zone, similar to the concrete wharf works will
be delineated with a localised silt curtain to install the Steel Piles. A dumb barge will be used to supplement
the crane barge SMC 2 in order to install these piles. A consultation process will be had with the Sydney
Fish Market to enable clear access to this wharf and limit disruption to the Sydney Fish Markets.

5.6.2 Material Lay Down and Storage Areas

All material for the pedestrian pathway works will be stored in the land based area within the ATF fenced zone
shown in green (for machinery, asphalt and tools). All marine based works will be stored using a support dumb
barge (piles, HDPE sleeves and mooring bollards to be used).

5.7 Site Accommodation and Amenities


All land based workers will utilise the New Sydney Fish Market site accommodation. All marine based workers will
have site accommodation on board the crane barges.

5.8 Truck Wash Facilities


Upon entering and leaving the site compound trucks will be inspected and hosed down (if required) to ensure no
material is tracked out of the construction site.

5.9 Exclusion Zones


Whilst piling and sediment profiling works are taking place, Marine based exclusion zones will be enforced to
ensure that there is adequate space around plant in order to allow for safe installation of piles, barge movement
and sediment profiling works.

5.10 Rubbish Removal


General rubbish bins/skips will be provided onsite and all subcontractors will be required to provide bins on the
floors and surrounding areas to remove their rubbish as it accumulates.
The key principles for waste management on this project are as below:

» Reduce: use reusable or recycled products where practicable. All subcontractors are responsible for
minimising packaging, pre-cutting material to length and removing their own packaging and reusable items from
site such as pallets
» Reuse: reuse construction, demolition or green waste materials on site where practicable
» Recycle: provide waste to construction material recovery facilities where possible. A system to record
recycling statistics will be implemented to demonstrate compliance with targets set out as per the Ecologically
Sustainable Development Report, prepared by Wood and Grieve, dated 26 September 2019.
» Dispose appropriately: materials that cannot be recycled should be classified and disposed of at a local
licensed facility in accordance with the EPA’s Waste Classification Guidelines Part 1: Classifying Waste 2009. The
selected waste contractor will provide a list of nominated locations for disposal as well as certificates to certify
delivery of waste each month

5.11 Temporary Hydraulics


Any temporary water for any use on site will be through existing water points – usage to be agreed with the Sydney
Fish Market. It is anticipated that there will be minimal use of water for the duration of the works, however if
required permission and best provision will be coordinated with the Sydney Fish Markets.

5.12 Temporary Electrical


All trades will be utilising generators for any temporary electrical works. At no point will existing power be used to
power tools or equipment required by Multiplex or its subcontractors.

5.13 Fire Control Measures


An Emergency Management Plan will has been developed that and will be continually updated during the works to
reflect the changing nature of the site. This plan will includes the emergency response procedures in the event of a
fire on site including the protocols to notify the site’s Chief Fire Warden, who then decides if it is necessary to
evacuate the site and contact the Fire Department.
Fire control measures for the works will consist of the use of fire extinguishers throughout the site. These will be
positioned with the Nurse Call systems and be available in case of any emergencies. In the event of emergency,
the emergency evacuation plan will be followed and workers are to assemble at the muster point as directed by the
Chief Fire Warden.

6. Construction Methodology
6.1 Staging
The staging of the project will be separated into the land based works consisting of the pedestrian walkway and the
marine based works consisting of the concrete wharf works, pontoon relocation and timber wharf works.
The Land Based portion of works will be staged working from North to South, starting at the end closer to the
timber wharf to set and start the level of the walkway, then continue to the south, eventually joining in with the
existing pathway within the carpark. There will a manned access gate into the work zone to allow plant and
materials to be moved in and out of the work zone. Refer Below for indicative staging of works.

The Marine Based portion of works will be staged working starting firstly with piling works being completed at the
concrete wharf, then for the pontoon relocation and finally the timber wharf structural upgrade piles. The staging of
marine works is largely dictated by plant movement and minimising disruption to the Sydney Fish Market. The
majority of works will be completed by the SMC 2, a piling barge for all the pile installation with an Excavator Barge
to conduct the sediment re-profiling.
The staging for the works is as follows:
1. Install Concrete Wharf Piles and HDPE Sleeves, Excavator Barge will complete sediment redistribution
activity while SMC 2 is driving piles for the concrete wharf.
2. Install Pontoon Relocation Piles and HDPE Sleeves
3. Relocate Pontoon
4. Install Timber Wharf Additional Piles and HDPE Sleeves

6.2 Concrete Wharf Pile Install Methodology
The Concrete Wharf Pile Install Methodology will be as follows:
1. Consultation with Sydney Fish Market for Clear Area noted to enable works to be completed and agree
date of works.
2. Mobilise SMC2 (Piling Crane Barge) and Dumb Barge (Materials Handling Barge) to the workzone.
3. Set-up Localised Silt Curtain and a turbidity monitor around pile install area and investigate seabed to
ensure area is clear for pile installation.
4. Install Southern Steel Pile (508 dia.) by using vibratory hammer to vibrate to refusal then use a hammer to
drive pile to required embedment.
5. SMC2 installs HDPE sleeves to Steel Pile
6. Repeat steps 3 – 5 for the Northern Pile.
7. Install mooring cleats to piles using a third barge and workboat.

6.3 Public Pontoon Relocation Methodology
The Public Pontoon Relocation Methodology will be as follows:
1. Consultation with Sydney Fish Market for Clear area noted to enable works to be completed and agree on
date of works.
2. Mobilise Excavator Barge with Hopper to site on day of agreed works, silt curtain to be maintained around
barge for the duration of the works.
3. Use excavator barge to sediment re-profile up to 350m3 of material from intended new pontoon relocation
to area designated to North Western corner of timber wharf.
4. Note: All works will be completed under the assumption that soils are Potential Acid Sulphate Soils and
require management in accordance with the procedures in the JBS&G Acid Sulphate Management Plan,
the controls that will be put in place are a single localised silt curtain with a turbidity monitor to undertake
continuous water quality monitoring.
5. Complete Bathymetric Survey to confirm levels have been achieved.

6. Mobilise SMC2 (Piling Crane Barge) and Dumb Barge (Materials Handling Barge) to the work zone.
7. Set-up Localised Silt Curtain and a turbidity monitor around pile install area and investigate seabed to
ensure area is clear for pile installation.

8. Install Southern Steel Pile (406 dia.) by using vibratory hammer to vibrate to refusal then use a hammer to
drive pile to required embedment.

9. SMC2 installs HDPE sleeves to Steel Pile


10. Repeat steps 5 – 7 for the Northern Pile
11. Extract piles and remove existing pontoon and piles from current location.
12. Install required timber support for the new pontoon.
13. Relocate pontoon and attach to new location.

6.4 Pedestrian Walkway Install Methodology


The Pedestrian Walkway Install Methodology will be as follows:
1. Consultation with Sydney Fish Market to relocate containers and clear area as noted to enable works to be
completed and agree on date of works.
2. Mobilise Plant and ATF fencing for site establishment
3. Commence asphalting works with plant, with staging to be indicated as per below staging, commencing at
stage 1 and completing works at stage 3. Typical works will involve a bogey coming to site to deliver
asphalt which will then be spread with the excavator and hand tools. Traffic Control (if required) and vehicle
management will be completed in consultation with the Sydney Fish Market.
4. For Stage 1 – time for works to the front of the timber wharf to be coordinated with the Sydney Fish Market,
pathway to timber wharf to be reduced during these works.
5. For Stage 2 – works will be done within fenced off ATF area.
6. For Stage 3 – works will be coordinated with the Sydney Fish Market to be done at a time to limit impact to
the Sydney Fish Market operations during these works.

6.5 Timber Wharf Additional Piles Methodology


The Timber Wharf Additional Pile Install Methodology will be as follows:
1. Consultation with Sydney Fish Market for Clear Area noted to enable works to be completed and agree
date of works.
