0 - INTRODUCTION

This specification sets out the conditions governing the


quality of the materials and the manufacture and acceptance of
pads for insertion between rails and baseplates or between
rails and sleepers.

The pads covered by this specification and for which the


load/deflection curve is to be checked, are normally intended
for use in conjunction with elastic fastenings
exerting a designed and controlled clamping force on the rail
foot.

This specification must be accompanied, in the


request to tender, by the documents necessary for fulfilling the
order and, in particular, those concerning the application
of the clauses of this specification listed below:

1 - CONDITIONS OF MANUFACTURE

Materials

The pads may be:

of natural or synthetic rubber;

- of plastics
materials;

of composite
material.

The tests required and the results to be obtained for


pad materials already widely used, are given in the
appendices.

The final colour stipulated must be applied to the


bulk material.

The request to tender shall stipulate the material


to be used.

1.2 Manufacturing process

No particular method of manufacture shall be laid down.

At each stage of manufacture, the supplier must use


the most up-to-date procedures and apply all the production
controls necessary to ensure that the product complies with
the present specification.

1.3 Samples

The order shall specify the number of samples to be


provided by the supplier to
to the purchasing railway.
Their supply and despatch shall be at the expense of the
supplier.

1.4 Drawings

A copy of the drawings shall be appended by the


purchasing railway to the request to tender.

1.5 Marks

Each pad must bear on one of its surfaces, in indelible


and legible characters:

the mark of the supplier;

the last two figures of the date of the year of manufacture;

at the request of the Railway:

the number of the quarter of the year;

a number identifying each production batch;

a code relating to any particular


characteristic.

Finish

The pads shall be flat, with cleanly cut sides and


smooth surfaces unless specified otherwise in the request to tender.
Pads of plastics material shall be free from moulding defects.

1.7 Tolerances

Except where shown otherwise оп the drawings


the following tolerances shall apply to the pad dimensions:

The drawings shall show the disposition of these
tolerance bands relative to the nominal values.

2 ACCEPTANCE CONDITIONS

2.1 Type and number of tests

According to the material used, the pads shall


be subjected to the tests specified in the appendices, which
are to be carried out in a laboratory chosen by the purchasing
railway, either in its own country or in that of the
manufacturer, as indicated in the request to tender.

A full series of tests shall be carried out on each batch of 10,000


pads or fraction thereof. An additional statistical quality
control check is to be carried out if specified by the request to
tender.

Unless otherwise indicated in the request to tender, the


provision of pads for testing purposes, the preparation of
test pieces and the organisation of the tests shall be
at the expense of the supplier.

2.2
Selection and preparation of test
pieces

The pads shall be grouped by batches manufactured at the


same time. The samples must be selected in such a way that they are
representative of the batches submitted.

The samples shall be marked out, stamped and


identified according to the receiving inspector's instructions.

2.3 Organisation of the tests Results to be obtained

2.3.1
General conditions

The results to be obtained for each test are indicated


in the respective appendix.

In order to be accepted, the pads submitted for


test must satisfy all the required tests.

However, if the request to tender provides for


this, the purchasing railway may carry out additional tests
under its own conditions.

2.3.2 Tests

The tests shall be carried out at a


temperature of 21°C + 3°C in accordance with the national standards of the
testing laboratory selected, provided they do not infringe
the conditions laid down in this specification, unless
stipulated otherwise in the request to tender.

If tests other than those indicated should be required, the


request to tender must state the methods to be used and the results to be
obtained.

3 PACKING

Unless otherwise indicated

on top of one another and bound by two bands placed in
two perpendicular directions.

GROOVED PADS OF NATURAL OR SYNTHETIC RUBBER

ORGANISATION OF THE TESTS

RESULTS TO BE OBTAINED

1 - Hardness

The hardness of three complete pads ready for acceptance


shall be measured, either with a SHORE A durometer or according to ISO
Standard 48.

The hardness shall be measured between the grooves and at


least one centimetre from the sides of the pads in at least five
different places; the pad must be placed flat on another pad
of similar type which is itself resting on
a very
flat table or surface.

The value to be retained is the lowest of those obtained.

No reading must be less than 65° SHORE A or IRH.

If the request to tender so requires the hardness


shall be measured after ageing for 7 days at 40°C. The
change of hardness must not exceed by more than 10° SHORE A the
highest reading obtained from the test on pads ready for acceptance.

Load-deflection curve

The measurement shall be made on two complete pads


ready for acceptance at a temperature of 21°C ± 3°C.

However if the request to tender so stipulates, the test


described below shal 1 be duplicated at a temperature

inserted between the pad to be tested and the plates. The


dimensions of the pad shall be 132 x 200 mm; larger pads shall be cut
down symmetrically to these dimensions.

The measurement of the thickness variation shall be carried out by


means of two transducers accurate to 0.01 mm placed at the centre of the
shorter sides of the pad and that of the loads shall be made to an
accuracy of 3% by means
of
a thermally compensated device.
In order to achieve a suitable contact between the pad and
its two metal supports, "bedding-in" must first take place. This
shall consist in applying two consecutive loadings to 200 kN before
any readings are taken. The transducers shall then be set at zero for
a load of 10 kN; for increasing load the deformations at 50, 100,
150 and 200 kN shall be noted, the compression remaining static for
one minute under each of these loads before being increased to the
next load. The rate of loading shall be 150 kN/min. The deformations
to be used for the purpose of preparing the load-deflection curve
shall be the average of the readings taken from the two
transducers (1).

The load-deflection curves obtained for each pad subjected to


testing must be situated between the two curve limits defined in Fig.
1.1 (2).

If the request to tender so requires the load-deflection


curve shall be recorded graphically and the results to be
obtained specified.

transducers for the same load exceeds 0.3 mm it shall be assumed that the

Tensile strength and elongation properties

Two tensile test-pieces of the type shown in


Fig. 1.2 (1), shall be cut from each of the 5 pads reserved for
testing in such a way that a groove coincides exactly with the centre
line of the test-piece. The centre part between the shoulders must have
a uniform width and thickness along its entire length, and each end of
the length Lo= 50 mm must be marked for the purpose of
noting the elongation (2).
The tensile strength and the elongation at break shall
be measured on one of the two test-pieces taken from the same pad
without ageing. The remaining test-piece shall be subjected to
artificial ageing in an oven with forced ventilation for 4
days at a constant temperature of 100°C 2°C for synthetic
rubber or for 7 days at 70°C + 2°C for natural rubber. The tensile
strength and elongation at break shall be measured after cooling
in a room at ambient temperature for a period of 24 to 48
hours.

These measurements shall be repeated on test-pieces taken


from the other four pads.

The value to be taken into account, both before and


after ageing, shall be the middle one of each series of five
measurements.

In addition, the ratios A, for the tensile strength, and


B, for the elongation at break, shall be calculated as follows
using the values retained:

(1) The purchasing railway may, however, prescribe other shapes of


tensile test-pieces. The values given in Tables 1.1 and 1.2
below must be modified accordingly.

(2) When the tensile test-pieces cannot be cut directly from


the pads (as in the case of pads with chevron grooves), they
shall be taken from pads with longitudinal grooves moulded
at the same time as the pads with chevron grooves during the
manufacture of the latter. The mould must be suitable for this
purpose and the parts ing must be
intended for test-
produced at the time specified by the receiving inspector
and in his presence using a sufficient quantity of moulds to
provide the number of test-pieces laid down.

Modulus at 100% elongation

The modulus at 100% elongation shall be understood as being


the tensile stress, in N per mm2 of initial section, necessary
gradually to increase the original distance of 50 mm between the marks on
the test-piece to 100 mm.

Two tensile test-pieces shall be cut from each of the 3 pads


reserved for testing (see Fig. 1.2).

One of the test-pieces shall be subjected to measurement


without ageing. The other shall be subjected to measurement
after ageing artificially for 4 days in an oven with a
constant temperature of 100°C + 2°C for synthetic rubber or 7
days at 70°C + 2°C for natural rubber and then cooled in a room
at ambient temperature for a period of 24 to 48 hours.

The
two lines marking the original length L
(= 50 mm) are drawn apart until they are 100 mm from each
other at a rate of 450 to 550 mm/min (speed of the moveable
head), and the test piece is than allowed to return to normal
at the same rate. The measurement is made after stretching to

100 mm between the marks has taken place for a second time
under the same conditions as and immediately after the first.

The test must be repeated with test-pieces taken from


the two other pads.

The value to be taken as the modulus, both before


and after ageing, shall be the middle one from each series

A tensile test-piece shall be cut from each of 3


different pads (see Fig. 1.2).

Each of the 3 test-pieces shall be placed in turn in a frame


and stretched by 50% (distance between the marking lines
increased from 50 mm to 75 mm); the frame, together with the
stretched test-piece, shall be placed in an at 100°C + 2°C
for 24 hrs. The equipment is then withdrawn from the oven and
allowed to cool to the ambient temperature, the test-piece being
held stretched long enough (thirty minutes at least) to
enable the whole of it to attain the temperature of the
testing room. The test-piece is then freed and left to settle
in a room with a temperature as constant as possible.
Determination of the set shall take place between 1 and 2 days
after removal of the test-pieces from the oven, when the
distance L in mm between the two lines marking the
original length Lo (= 50 mm) shall be measured.

After their surfaces have been dusted with French

out; the device together with the compressed test-piece is then


placed in an oven at 100°C + 2°C for 24 hrs. The device is then
ambient temperature, the

which has been immersed in water for 48 hours. Before

measuring, all the surfaces of the pads to be tested shall be
rubbed with fine emery cloth, for the purpose of
removing any thin superficial layers of insulating substance
with which they may be covered.

The pad to be tested (see Fig. 1.3) shall be placed


on a metal (iron or brass) electrode the dimensions of which are
not less than those of the pad.

On the upper surface of the latter shall be placed,


in concentric fashion, a metal disc (iron or brass) 62 + 1 mm in
external diameter subjected to a load of 500 N, and a ring
72 mm in internal diameter and 92 mm in external diameter, both
parts having a total height of about 30 mm. The connection of these
electrodes to the measuring circuit shall be made in
accordance with the diagram given in Fig. 1.3.

The measurement shall be carried out at a voltage between


200 and 250 volts after a charge lasting 60 seconds and shall be
repeated after reversing the direction of the current.

The average of these two readings shall be the value


to be taken into account.

For the test after immersion the pad shall remain for
48 hours in a tank of distilled water at ambient temperature. On
removal from the tank, the pad shall be wiped with a dry cloth
or blotting paper in such a way that no trace of water remains
visible, especially at the bottom of the grooves. The pad shall then
be subjected to testing in accordance with the same
conditions as for the pad ready for acceptance.

to a transverse resistivity of 67 Mm or 33.5 Mm for pads of
4.5 mm or 9 mm thickness respectively.

If required by the request to tender the test shall be carried

on a 5 mm wide border. The measurement is to be made at a
voltage of 500 V after conditioning of the pad for 24 hrs at
a temperature of 21°C 3°C and 50% relative humidity.

The electrical resistance measured (in megohms) x the


areaof the silvered contact surface (in cm2), divided
by the pad thickness (in cm) gives the transverse resistivity, which
must be not less than 100 megohm m.

7 - Supplementary
measurements

If the resilience of rebound or any other


supplementary measurements are required the request to
tender must give details of the tests and the values to be obtained.

APPENDIX 2

PADS OF ETHYLENE COPOLYMER

Introduction

The pads shall be either of ethylene vinyl acetate


(EVA) or ethylene ethyl acrylate (EEA) as indicated in the
request to tender.

Carrying out the tests

Hardness
Results to be obtained

The measurement of hardness shall be carried out


according to ISO Standard R 868. The hardness shall lie between 32° and 47°
SHORE D for pads ready for acceptance and between 55° and 77° SHORE D
for pads after 7 days at -40°C.

Melt Flow Index (MFI)

This shall be determined according to ISO Standard R 1133.


The MFI shall lie between 3.4 and 5.2 g/10 min. (MFI
190/2.15).

3 Carbon black content

This shall be determined according to ASTM


Standard D 1603-68 and shall lie between 1.0 and 1.5%.

Density

This shall be determined according to ISO Standard 1183


and shall lie between 930 and 952 kg/m3.

5 Electrical resistance

Unless otherwise indicated in the request to


tender, as in Appendix 1.

The results to be obtained are set out there.

for as well as the tests to be carried out as chosen from those
described below for which the results to be obtained are given in Table 1
and Figures 1 to 6.

The latter relate to 5 mm thick pads.

The request to tender shall give, where applicable,


other figures for pads of different thickness.

Load-deflection curves

2.1
General

The measurements
are to be made at a temperature
of 21°C + 3°C on two of the pads already tested for hardness.
However, if the pads are likely to be exposed to very low
temperatures, the test at ambient temperature is also to be
carried out on the same 2 pads at a temperature of -25°C
3°C, in which case the request to tender shall give the
results to be obtained.

Test pieces with a surface area of 200 cm2 + 2%


shall be cut from the pads. The test machine platens shall be rigid,
of greater size than the test-pieces, and have smooth, parallel
faces.

The test-pieces and the platens shall be degreased


and have nothing interposed between them.

The deflections shall be measured to the nearest 0.01 mm at 2


opposite positions on the test-piece. The average of the two
values measured is to be adopted. The applied loads are to be
measured with an accuracy of 3% by means of a thermally
compensated device.

The load-deflection curve is to be recorded graphically.

2.2
Static test

The test-pieces shall firstly be subjected to 6


conditioning load cycles between 15 kN and 250 kN at
a frequency of 6 cycles/min., after which the load-
deflection curve is immediately to be recorded graphically
between 0.5 kN and 250 KN, at a loading rate of 1200 kN/min.
Values of static tangent stiffness are to be derived for loads
of 90 and 200 kN. The curve must be situated between the two curve limits
defined in Figures 1 to 3.

2.3 Dynamic test

The same 2 test-pieces shall then be subjected to at least


1500 sinusoidal cycles between loads of 15 kN and 90 kN at a
frequency of 300 cycles/min.

The hysteresis loop for load-deflection shall be


recorded graphically (see Figs. 4 to 6) and the deflection
between loads of 15 kN and 90 kN obtained, as well as the
maximum tangent modulus of stiffness for the curve of increasing
load.

Tensile strength and elongation properties

The test shall be conducted according to ISO Standard R 37.

4 test-pieces (of type 1, ISO R 37) shall be cut from each


of 5 pads ready for acceptance, 2 longitudinal and 2
transverse.

The values of tensile strength and elongation at break


shall be measured on 5 pairs (longitudinal and
transverse) without ageing and on 5 pairs after ageing at 70°C
for 7 days. The minimum value is to be adopted.

On the 10 non-aged test-pieces the value of the modulus at


100% elongation shall also be obtained.

Electrical resistance

Unless indicated otherwise in the request to tender the


procedure shall be as described in Appendix 1. Values to be
obtained are shown in Table 1 of this appendix.

5 - Density

This is to be determined according to ISO Standard 2781 on


2 pads ready for acceptance.

6- Abrasion resistance

This shall be determined by means of a Teledyne Taber


machine (Model 503) under the following conditions: cycles, 1 kg
weights, H 22 abrasive wheels, 70% vacuum.

The H 22 wheel must be resurfaced and the pad
samples degreased prior to testing. The loss of weight of
the samples to the nearest mg and the change of thickness to the nearest
0.01 mm shall be determined by measurements taken at 4 separate
places on a circle of 76 mm diameter.
