“AN ORDINANCE REQUIRING MEMBERS OF EACH HOUSEHOLD IN BARANGAY MALINAO,
MUNICIPALITY OF NARRA PALAWAN TO COMPLY WITH THE RULE “TAPAT KO LINIS KO” AND IMPOSING
FINES TO VIOLATORS THEREOF IT’S IMPLEMENTING RULES AND REGULATIONS FOR THE BARANGAY
MALINAO NARRA PALAWAN”

BE IT ORDAINED, by the Sangguniang Barangay of Malinao, Narra Palawan in its regular Session
Assembled, that:
SECTION 1- TITLE – This Ordinance shall be known as “TAPAT KO LINIS KO”.
SECTION 2 – DECLARATION OF POLICY
The National Government requires all government organizations, people’s organizations offices, non-
government organizations, people’s organizations and other private sector organizations to participate
and be actively involved in its CLEAN AND GREEN PROGRAM in view of the constitutional mandate and
maintaining a healthful ecology in accord with the rhythm and harmony of nature. Also it is the policy of
the Municipal Government of Narra to effectively implement the CLEAN AND GREEN PROGRAM.
SECTION 3 – SCOPE OF APPLICABILITY – This ORDINANCE shall cover all Purok of Barangay Malinao in
the Municipality of Narra and shall apply to all residents.
SECTION 4 – PROCEDURE
a.) Members of each household in all Purok of Barangay Malinao in the Municipality of Narra
Palawan are required to keep premises of their household clean at all times and the rules
“TAPAT KO LINIS KO” shall be imposed at all times. Owners of vacant lot are not exempted;
they are required to comply with this ORDINANCE in connection with their vacant lots as if
they are actually residing therein.
b.) Purok Officer shall monitor the strict compliance of all in connection with this ORDINANCE
“TAPAT KO LINIS KO”.
c.) The Purok Officials shall fine violators in their respective purok on the spot issuing those
corresponding receipts thereof.
SECTION 5 – INCOME DERIVED FROM FINES:
1) Fines collected by the BARANGAY Purok Official shall go to their respective Barangays for
their CLEAN, GREEN & BEAUTIFY PROGRAM FUND.
SECTION 6 – PENALTY – violators shall be fined as follows:
1st Offense – WARNING
2nd Offense – 500
3rd Offense – 1,000 (this shall also apply to all subsequent violators)
SECTION 7 – REPEALING CLAUSE – Any Ordinance inconsistent here with is hereby repealed or modified
accordingly.
SECTION 8 – EFFECTIVITY – This Ordinance shall take effectively upon purok hearing and 15 days posting.

Be it ordained by the Sangguniang Barangay of Malinao, Narra Palawan on its regular session assembled
that:
SECTION I. TITLE – The title of this ordinance shall be known as “An ordinance Imposing all Household to
have a Backyard Garden in their respective residence.
SECTION II. PURPOSE: Definition of Backyard Gardening:
a.) Atleast 3 kinds of vegetables
b.) Planted in recyclables materials or any available garden or can
SECTION III. SCOPE AND COVERAGE: This ordinance shall be enforcing in the territorial jurisdiction of
Barangay Malinao, shall be monitored by Barangay Health Worker.
SECTION IV. PENALTY CLAUSE: Any person/persons violating this ordinance shall purnished by the
following:
1. First Offense: Warning through demand letter
2. Second Offense: Fine a Three Hundred Pesos (300) and go to the Barangay.
3. Third Offense: Fine of Five hundred pesos (500) with community service in Hapag Garden
SECTION V. EFFECTIVITY – This ordinance shall take effect upon its approval.

ORDINANCE NO.
“AN ORDINANCE ADOPTING THE BARANGAY ORDINANCE NO.___, IMPOSING ALL BARANGAY
CONTITUENTS OF BARANGAY MALINAO TO CONTRUCT TOILET FENCED AND HAVE PROPER GARBAGE
DISPOSAL IN THEIR RESPECTIVE RESIDENCE WITHIN THE BARANGAY”.
Be it ordained by the Sangguniang Barangay of Malinao during its Regular Session Assemled that:
SECTION I. – That construction of toilet in their respective residence is hereby required among barangay
constituents.
SECTION II.- That there shall be proper fencing in all residential lot within the barangay.
SECTION III. That there shall be proper disposal of garbage in the barangay, residence, sari-sari stores
and talipapa vendors as defined;
a.) Sari-sari Stores shall provide their own trash cans placed in front of the area to avoid
costumers litterings and maintain the cleanliness of the surroundings.
b.) Talipapa vendors shall provide trash cans individually to avoid scattering of Biological and
Non-biological waste.
c.) Barangay constituents shall provide trash cans and proper segregate and disposal of their
garbage.
SECTION IV. – VIOLATION AND PENALTY; Sari-sari stores, Talipapa vendors, and barangay constituents
violating this ordinance shall;
First Offense – sending warning letter and commit compromise and promises.
Second Offense – A penalty of Five Hundred Pesos (500) and warning for closure of both Sari-sari
stores and Talipapa vendors.
Third Offense – A penalty of One Thousand pesos (1,000) and total closure of the establishment
or an imprisonment of not less than Thirty (30) days or both upon the proper discretion of the court.
SECTION V.- This ordinance was imposed to support the clean, green, and beautification program of the
barangay.
SECTION VI. – This ordinance shall take effect upon its approval and after Ten (10) days posting.
ORDINANCE NO.
“AN ORDINANCE IMPLEMENTING THE RA. 9003 KNOWN AS AN ECOLOGICAL SOLID WASTE
MANAGEMENT PROGRAM IN BARANGAY MALINAO, NARRA, PALAWAN”

It is the responsibility of the Sangguniang Barangay of Barangay Malinao to effectively implement of the
Solid Waste Management Program. The practice of waste segregation to facilitate reuse and recycling
waste materials and to avoid the wasteful consumption of:
SECTION I – Title – This ordinance shall be known as the implementing of the Ecological Solid Waste
Management Program in Barangay Malinao.
SECTION II – Purpose – This ordinance shall apply to all residential lots, houses, schools, stores,
churches, carinderia, rice mills and other establishment with the Barangay.
SECTION III – Terms and Definitions:
1. To ensure the cleanliness through orderly waste management.
2. To eradicate unsightly, uncovered and overflowing waste containers, plastics in streets and
public places and open space in Barangay.
3. Burning of solid waste, will no longer be allowed in all places.
4. Rice mills owners are prohibited to dump the rice hulks etc. on street shoulders, and other
public areas.
5. Burning of rice stalks, will no longer be allowed especially in the farm.
SECTION IV – Scope of Implementation
That every household must have a proper backyard waste disposal to protect the health,
safety, peace, and convenience of the general welfare of the inhabitants in the community.
SECTION V – Violation and Penalty:
Any households, or individual person who violates any of the provision of this ordinance
shall be punished by a fine of:
1. First Offense -------- 500.00
2. Second Offense ---- 750.00
3. Third Offense ------ 1,000.00
No issuance of Barangay Clearance and Barangay Certification.
SECTION VI – All collected fines and charges shall constitute as trust fund to be utilized for the operation
expenses of Barangay Solid Waste Management Program (BSWMP).
SECTION VII – Role of Barangays Officials, BVSI, BEANS, ALL BHW, Barangay Tanod, all appointed
Volunteers Workers, Purok Officials is to encouraged the Barangay contituents to have a proper waste
disposal on their houses.
SECTION VIII – Effectively – This ordinance shall take effect upon its approval of the Sangguniang
Barangay.

“AN ORDINANCE CONSOLIDATING ALL EXISTING ORDINANCES RELATING TO THE IMPOSITION OF
CURFEW HOURS UPON MINORS WITHIN BARANGAY MALINAO, MUNICIPALITY OF NARRA, PROVINCE
OF PALAWAN PROVIDING ADMINISTRATIVE FINES AND PENALTIES TO VIOLATORS THEREOF AND FOR
OTHER PURPOSES”

WHEREAS, every Local Government Unit (LGU) shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and
effective governance and those which are essential to the promotion of the general welfare;
WHEREAS, it is conceded that drug abuse and alcoholism resulting to vandalism and other forms of
prohibited acts are growing societal problems nationwide, practiced not only by adults but also by young
people including the school age children. A large percentage of crimes committed daily are done while
under the influence of drugs and liquor or under a compulsion to raise money to satisfy the cravings for
drugs and other related vices;
WHEREAS, it has become imperative that a unified legislative fiat be enacted in the imposition of a night
time curfew upon minors in order to protect their well-being and be a participative and productive
members of society.
BE IT ORDAINED, by the Sangguniang Bayan ng Narra, Palawan in its Regular Session assembled, that:
SECTION I – Minors below eighteen (18) years of age hereby strictly prohibited from staying outside of
their homes, loitering or roaming aimlessly in the Streets, Stores, Bars, Plazas, Basketball Courts,
Recreation Halls, Amusement Centers, Billiard Halls and/or Pool rooms and other public places when
accompanied by an adult from Ten (10) O’clock in the evening up to Five (5) O’clock of the following
morning.
SECTION II – DEFINITION OF TERMS – For the purpose of this ordinance the following shall be adopted
and construed to mean:
a) MINOR (s) - an individual person under eighteen (18) years of age and who shall become of
full age or a young adult from the first day of his 18 th anniversary. A minor has no ful legal
capacity.
b) ROAMING AIMLESSLY – To move around and/or travel without a plan or a purpose at all.
c) CURFEW HOURS – a nightly signal for people or a time in the evening beyond whereby,
youths or group of individuals below eighteen (18) years of age, may not appear on the
streets and other public places.
SECTION III – EXEMPTIONS – The following shall not be affected by the implementation of this
ordinance, to wit:
a) Those minors coming home from their school parties and other related authorized school
activities;
b) Those minors attending church services and other related activities such as Foundation Day
and Barangay or Town Fiesta Celebrations.
c) Those minors responding to emergency errands, and
d) Other exceptional situations deemed under beyond control.
SECTION IV – VIOLATIONS AND PENALTIES
a) First Offense – counselling sessions for an hour or two to be conducted by VAWC Desk
Officer and community service not less than Four (4) hours.
b) Second Offense – a fine of Two Hundred Fifty (250.00) pesos and a Community Service for
Four (4) hours under the supervision of any elected Barangay Officials of this Barangay.
c) Third Offense - a fine of Five Hundred (P500.00) Pesos and a penalty of an eight (8) hours of
Community Service by the minor offender/violator and Two (2) hours of counselling sessions
with parents or person/s having legal custody over the minor, to be conducted by VAWC
Desk Officer.
SECTION V – REPEALING CLAUSE – All ordinances, resolutions, rules and regulations or parts thereof
which are inconsistent with this ordinance are hereby repealed or modified accordingly.
SECTION VI – SEPARABILITY CLAUSE – if any provision(s) of this ordinance is declared unconstitutional,
the same shall not affect the validity and effectivity of the other provisions not affected thereby.
SECTION VII – EFFECTIVITY CLAUSE – This ordinance shall take effect immediately upon its compliance to
the requirements of publication and/or posting the same at public places such as the Municipality Hall,
Barangay Halls as provided for by Law.

BACKYARD OR AT THE FRONTAGE OF THEIR HOUSE OR BUILDING”
Be it enacted bt the Sangguniang Barangay of Malinao in Regular Session assembled that:
SECTION 1. COVERAGE: This ordinance shall be applicable to all home owners and building owners
within the jurisdiction of this Barangay.
SECTION 2. PURPOSE: This ordinance aims to help contribute to efforts to combat global warming.
SECTION 3. ACTS AND PRESCRIBED: All homeowners and building owners situated in this Barangay are
directed to plant fruits/forest trees in their backyard or the frontage of their house or building.
SECTION 4. PENALTY: Any person found violating the provisions of this ordinance shall be punished by a
fine of not less than Php 500 but not more than Php 1,000 at the discretion of the court.
SECTION 5. REPEALING CLAUSE: All ordinances, rules and regulation or parts thereof, whose provisions
are in conflict with, or contrary to, the provisions of this ordinance are hereby repealed, amended, or
modified accordingly.
SECTION 6. EFFECTIVITY: This ordinance shall take effect upon its approval.

THE BARANGAY RABIES PREVENTION AND CONTROL ORDINANCE OF 2025
Be it enacted by the Sangguniang Barangay of ______________ in session essembled:
SECTION I. TITLE
This ordinance shall be known and cited as Barangay Rabies Prevention and Control Ordinance of
2018:
SECTION II. STATEMENT OF POLICY
Whereas, Rabies is a deadly zoonotic disease usually transmitted from dog to humans.
Whereas, there is a noted increase in Dog bite cases in the barangay and resurgence of rabies
cases in different barangays of Palawan.
Whereas, that the Government Offices effort to control the rabies menace will be more effective
if an ordinance to this effect is enacted by the Sangguniang Barangay.
SECTION III. DEFINITION OF TERMS
1. Dogs / Cats- shall referto specific domestic animal belonging to the Canis familiarizes family
both male and female of any age.
2. Rabies -is an acute viral disease of the nervous system of warm blooded animals usually
transmitted through the saliva of an infected animal.
3. Vaccination against rabies is the inoculation to dogs and cats of the government approved
vaccine by the authorized individual.
4. Dog/Cat owner -shall mean any person keeping, harbouring or having custudy or control of a
dog, or any person who permits any dogs to habitually remain in or be lodged or be fed
within his house, yard or permises.
5. Rabies control Officer- is a duly authorized person(s) responsible for the enforcement of this
ordinance.
6. Dog bite -shall refer to the wounding or piercing of any part of the human body by the teeth
of a dog.
7. Enclosed premises – shall mean the owner’s house and fenced yard where other people
have no reason to enter except to conduct business or visit any member of the household.
8. Restrain – is to tether, to leash or cage inside an owner’s premises.
9. Stray Dogs – refer to any dog leaving its owner’s place or premises and no longer under
effective control of the owner. Refer also to unvaccinated or unregistered dog even it is
within the owner’s premise.
10. Public Place – refers to any place open to public like parks, market, streets and the like
SECTION IV. BARANGAY RABIES PREVENTION AND CONTROL COMMITTEE
A Baraangay Rabies Prevention and Control Committee (BRPCC) shall be formed and shall poses
the man authority of implementing the provisions of this ordinance and other rabies control-related
activities as may be provided by rules, regulations and guidelines promulgated by higher authorities or
mandated by national law.
The Barangay Rabies Prevetion and Control Committee shall serve as a policy making body when
it comes to Rabies Prevention and Control.
The Committee shall be composed of but not limited to:
Chairman - Barangay Chairman
Co-Chairman - Barangay Veterinary Aide
Members - Chairman, Committee on Agriculture
Sangguniang Pangbarangay
- Chairman Committee on Health
Sangguniang Pangbarangay
- Representative, Religious Sector
- Principal, Elementary School
- Representative, Indigenous People, IPMR
Any member can nominate as the need arises other any prominent and rabies responsible
citizen of the barangay or Organization to be future members of the Committee and shall be approved by
majority vote of all members present.
SECTION V. RESPONSIBILITIES OF PET OWNERS
a) Have their dog (s) vaccinated against rabies upon reaching the age of three (3) months and
maintain a registration card which shall contain all the vaccinations conducted on their dog (s)
for accurate record purposes.
b) Submit their dog (s) for mandatory registration.
c) Maintain control over their dogs and not allow it to roam the streets or any public places
without a leash.
d) Be responsible owner by providing their dog (s) with adequate food and water, proper
grooming and clean shelter.
SECTION VI – RABIES VACCINATION
a) Pet owner shall be responsible for the vaccination either any private or public schedule by the
Municipal Agriculture Office.
b) All dogs must be vaccinated upon reaching the age of three (3) months and every year
thereafter
c) Actual vaccination shall be done by or under the direct supervision of a licensed veterinarian.
d) All dogs vaccinated shall be issued a vaccination certificate signed by a Barangay Veterinary
Aid.
SECTION VII. DOG REGISTRATION
a) All dogs must be submitted for registration upon reaching the age of three (3) months at the
Barangay where they reside the barangay veterinary aid to conduct registration.
b) All dogs should be registered within five (5) days of transfer to the new Barangay/Municipality.
c) All dogs must be immunized before registration.
d) All registered dog should be issued proper identification.
e) A registration fee of 20.00 per head will be collected for each registered dog 10% of collected
registration fee will be remitted to the Barangay Treasurer. All fees collected regarding this ordinance
shall be solely utilized for the eradication of rabies and promotion of Responsible Pet Ownership.
f) The Barangays shall submit list of registered dogs/cats and owners to the Municipal
Agriculture Office on a Monthly basis and keep a record of all registration made.
SECTION VIII. LIMITATION OF THE NUMBER OF DOG PER HOUSEHOLD
a) Ownership of dogs shall be limited to two (2) heads per household.
b) Should an individual wish to keep more than two (2) heads, he/she shall secure a written
permit from the Office of the Barangay Chairman. He must present evidence that he/she can provide
adequate care for his/her dogs.
c) The Barangay through the Barangay Rabies Prevention and Control Committee shall formulate
guidelines regarding this provision.
SECTION IX. REGULATION OF BREEDING OF DOGS/CATS
a) No dog owner is allowed to breed his/her dog unless a written permit from the Office of the
Barangay Chairman is issued for this purpose.
b) The owner must explain in writing his/her plans for the puppies and show evidence that
he/she can provide adequate care for the additional dogs.
SECTION X. REPORTING OF BITING INCIDENCE
a) The owner of the dog which has bitten any person, himself shall, within 24 hours report the
incident to the Barangay Health Authority. The Health Worker or the police officer receiving such
information shall immediately transmit the said information to the Municipal Agriculture Office for
proper investigation and recording.
SECTION XI. LIABILITIES OF THE OWNER OF THE BITING DOG/ CAT
a) The owner of the dog which has bitten any person shall be responsible for all the cost of
hospitalization and treatment incurred by the victim as well as the examination of the biting dog.
b) If the bite was inflicted by a restrained, vaccinated and/or registered dog and had occurred
within enclosed premises, arrangement shall be made between the owner and the bite victim if the dog
was intimidated or provoked by the victim.
SECTION XII. PENALTIES
a) Pet owners who fail or refuse to have their dog vaccinated against rabies shall be fined:
1st Offense - Php 100.00/ 1day community service
2nd Offense- Php 200.00/ 2days community service
3rd Offense- Php 300.00/ 3days community service
b) Pet owners who fail or refuse to register their dogs.
1st Offense - Php 100.00/ 1day community service
2nd Offense- Php 200.00/ 2days community service
3rd Offense – Php 300.00/ 3days community service
SECTION XIII. SEPARABILITY CLAUSE
If for any reason any provision of this act is declared invalid or unconstitutional, the remaining
provisions are not affected, thereby, shall continue to be in full and effect.
SECTION XIV. EFFECTIVITY CLAUSE
This ordinance shall take effect Fifteen (15) days its posting.
