SPECIAL CONDITION OF THE CONTRACT
1. Specifications for the items of CPWD DSR , IRUSSOR -2021 shall be
followed.
l 2. In case any Conflict between item description/specification and its special
conditions than the item description/ -specification will prevail.
3. In case any conflict between GCC and special conditions than special
conditions will prevail. •
4. Work can be executed at other !<:>cations as per railways requirement for
which no extra paym~nt shall ·be made.
5. The Contractor shall not start any work without the presence of railway
supervisor.
6. The contractor shall keep a first aid box at each site· of work.
7. The rates quote by contractor shall be inclusive of all taxes / GST, ~oyality,
octroi etc.
a.· In case· of any dispute about quality of work or any other ·matter decision of
railway engineer at site shall be final & binding on the contractor.
9. Adequate to.ols and plants shall be arranged by contractor at site of work.
No delay in works will be accepted on this account.
10.The contractor shall ensure that all labour wo~king on track are withdrawn
•from the track ·when the trafn is app·r·oaching for which he -w!II post a look
out man who will whistle & caution the ·1~bour about approaching_ train &
take further necessary a~tion as required a~ site. •
11.The contractor will be completely responsibfe for safety of labour working.at
site he/she will also be responsi,ble •'for safety of railway track and train
· traffic, any loss of railway property shall be recovered as per extant rules.

12.For NS of M 30 Precast cc·specifications of CPWD DSR. will be followed.
13.!\II Testing and its cost shall be borne by Contractor.
14.Necessary test certificate for. steel shall be obtained and submitted to the
Railway Engineer-lncharge. Steel without the· test certificate from
Government approved laboratory/ Engg .. College shall not be used in the
work. The ~teel allowed in this work shall be of i.e. SAIL/ TATA/ VIZAG/
JINDAL.
fS.Work will' be executed as per the drawings/ Design approved by
Railways. Additional Drawing and Design if any required during
execution of work shall be ~rrange by the contractor for which
notin9 extra shall be paid.
16.Bidder should visit the work site. Bidder should do proper
assessment of . site condition and items of Tender, Special
Conditions before bidding.

I. MATERIAL AND SPECIFICATION·
1. All steel members shall be as per specification of approved drawing. _
Railing posts and W-beam shall be made of steel of the section, weight and
length as per specification of IS code n:ientioned ·in the drawing.
2. All complete steel rail elements, terminal sections, posts, bolts, nuts, hardware,
"W' beam section and other steel fittings shall be hot dip galvanized as per
specified in drawing.
All elements of the railing shall be free from abrasions, rough or sharp edges
and shall not be kinked, twisted or bent.
Damaged galvanized surfaces, edges of holes and ends of steel sections cut
after galvanizing shall be cleaned and re-galvanized as per instruction of site in
charge. .
The "W" beam, the posts, spacers and fasteners for steel barriers shall be
galvanized by hot dip process _(zinc coated, 0.55 kg per square meter; minimum
single spot) unless otherwise specified ..The galvaniz_ing on all other steel parts
shall conform to the relevant IS Spe_cifications. All fittings (bolts, nuts, washers)
shall conform to the IS:1367 and 15:1364.

II. CONSTRUCTION OPERATION
1. The line and grade of railing shall be true
to that shown on the drawing. The
railing shall be carefully adjusted prior to
fixing in place, to ensure proper
matching at abutting joints ·and correct align
ment and camber throughout their
length. Holes and cuts should not be done
at site which may damage the
galvanizing. .
2. Splices and en~ connections shall be of the
ty_pe and designs specified as shown
on the drawing and shall be of such strength
as to develop full design strength
of the rail elements.
'. III. INSTALLAT ION OF POSTS

Note:
(a) The rates for the insertion of posts by the above mentioned three
processes are Inclusive in item rates, no any extra payment will

relevant items as per instruction of engineer in-charge.
2. Holes shall be drilled to th~ depth indicated on the plans.

. Posts to be driven by approved methods, equipment and machinery and
are to b_e erected in proper position and should be free from distortion and
burring orany other damage.
The diameter of Hand Auger used shall be 0.30 M, after placing of the
post in position the hole shall be filled by the M 20 (1: 1.5:3 Mix) CC and
payment for the same will be made in the relevant item.

Wherever it is not possible ·to drive the post due to. soil condition the
same should be erected after making CC fqundation M 20(1:1.5:3 Mix) CC
or as advised by site .engineer for stabil1ty 'of the foundation. rhe payment
for the M 20(1:1.5:3 Mix) CC and the shuttering used shall be paid in the
relevant item.

3. ERECTION: .•
All column rail anchors· shall be set ari9 attachments made and placed as
indicated on the plans or as directed by the Engineer.
All bolts or clips use~ for fastening the column rail or fittings to the
posts shall be drawn up tightly as per dra.wing.
Each bolt shall have sufficient length and at least 10 mm beyond the full
nut, except where such • extensions might interfere with or endanger
movement nearby in which case the bolts shall be cut off flush with the nut.
. All railings shall be erected, drawn . and adjusted so that the
longitudinal tension will· be uniform throughout the e~tire length of the rail.
During erection and fixing of column post, if it is required to increase the
column height more than 2. 70 M to negotiate the natural gradient, the
additional ·1ength will be paid under relevant NS item. In any circumstances it
is required to reduce. the overall column height less than 2. 70 M the same
will be recovered as per rate of Relevant NS item.
The anti-theft arrangem·ent on fittings and fastenings should be
provided as· perthe direction of Engineer in - charge.
4. TOLERANCE:
The railing barrier shall be erected true to line and grade as per specification
of approved drawing.

V SPECIAL CONDITION FOR WORKS ASSOCIATE WITH S&T

strictly ensure timely delivery ~f materials.
VII Detailed action plan to be submitted by the tenderer along with
their offer to complete the work within DOC period.
VIII The Entire w~rk covered under the scope of this tender shall be carried
out in accordance to latest guidelines on procedure for ensuring safety
at work site. At no tost the safe _movement of trains shall be
compromised to du.ring the execution of the work and contractor shall
be solely held responsible for any accidents arising out of
noncompliance of safety instructions and shall be liable to pay fo·r the
damage to railway as~ets and other charges_ as applicable.
IX TENDER SCHEDULE ITEMS CLARIFICATION:

1. If not possible to drive/auger the channel post due to soil
condition or topography issue, the channel post should be
fixed by open foundation as per· instruction of Engineer in-
charge.
2. This is not a regular item can be used as per ·specific
requirement. as per instruction of Engineer in-charge.
(ii) Activities ·involved in item No.·: NS/ 2
1. Will _be paid in .all auger drilled bore under item No. NS of W
Beam of schedule-B.
2. If not possible to drive the channel post due to ~oil condition
or topography issue,· the channel post should be fixed by

5. GENERAL (a) The ·tenderer is advised to inspect the site/sites of work including
location of work availability of materials and acquaint hi~self with the site of
work availabllity of labour, camping facilities and all other factors which will have
bearing on the works before quoting the rates and the tendered rates should
in~lude all such charges_ incidental to the wor;~. No extra charges w~hat so ever
will be payable. (b) Before renewal of rails and sleepers of any P. Way materials
Joint Inventory should· be prep~red along with Engineer In-charge of the site of
particular strip where work will be taken in hand within a short period showing
details of existing track and nature of replacement of exact_ quantity of
requirement of new rails of replacement and released material. Four copies of
inventory. should be prepared with Signature of site in-charge and
contractor/authorized representa~ive well in advance before starting the work.
Two copies will be sent to AEN office and DRM office for record and one copy will
remain with site in-charge and one copy will be handed over to the contractor.
This will facilitate the site in- charge to taken the· releas·e material and fitting in
tally book. ( c) The contractor ~ill keep a site order book at the site with all pages
duly top initialed by AEN/DEN in-chargeof the work.
6. Concerned site in-charge should submit the daily progress report after
commencement of work to concerned AEN/DEN ·showing kilometer and
quantum of materials (issued and released) with signature of contractor for.
measurement. The procedure is very essenti~I in view of finalizing the final
bill and maintenance of record.
7. Safety of all the men and equipment's of the contractors shall be his own
responsibility and for this purpose he will keep close watch on all
movements/operations/running of trains etc. In case of any lose/damage
occurring of the contractor or his men/machinery the Rlys. shall not be
responsible and all claims placed on this account will be on the contractor's
risk and cost. •
8. If road vehicles are necessary to be used in railway land, near to the railway
line. The Rly. engineer in-charge of the site of his authorized represe~tative
will personally counsel, examine the type and number of individual vehicle
name and license particular of the drivers, location, duration and timings for
movement of the road vehicle & will give written permission giving narnes of
road vehicle, driver and contractor's flagman and supervisor to be deployed
on the work with the timings of work, location & period. (a) The vehicles
shall ply 6m dear track for any movement /work and for less than 6m and
up to minimum 3.Sm clear from track center shall be done only in presence
of railway employee authoriz.ed by the engineer in-charge, no road vehicle
will be allowed at less than 3.6m from track. (b) Nominated vehicle and
drivers will be utilized for ·work in presence of at least one flagman and
supervisor certified. ( c) The road vehicle will play only between sunrise to
sunset. ( d) No work on track shall be started by the contractor unless a PWI
of the Rlys or person authorized by Rlys. is present at the site of work an_d he
has allowed the contractor· to· start the work after taking proper precautions
at site. The signalman, if required ·shall be provided by the Rlys. Free of cost.
In case the contractor starts the work without the presence of an
authorization from a Rly ."s PWI, it shall be treated a s tampering with track
•and he shall be liablefor criminal prosecuti_on for endangering public safety.
9. The contractor will keep his authorized representative at the site of work to
supervise the work of his labour and cp-ordinate with Rtys representative.

10. The work will be u·nder taken only between,_sunrises· to sun set under normal
conditions unless specially ·permitted by ·Railways.
11. The contractor shall arrange for ·cutting rails i!nd making holes in them. All
cutting equipment's- and trained staff to_ do his work satisfactorily & same

will have to be arranged by the contractor at _his own cost. _
12. The contractor shall be responsible for all· precautions/measures to ensure
safe storage tools/machinery working maintenance etc. of gases and sh~II
abide by the rules/laws of the Central/State/Pvt./Local bodies etc. in force. In
case of any failure on t.his account the entire responsibility _rest on the
contractor. The contractor shall be responsible to ensure safe .working of site
and incase of loss/damage to life of property of the Rlys. or any one takes
place on account of contracto,rs working, the entire responsibility will rest on
contractor who will have to bear all such losses/damages/compensations etc.

13. A~I equipment /machinery trained gases, staff and labour for- gas cutting of
rail and making holes, provision of fish plates, clamps /other equipment's etc
in~luding transport to site of work arid back will have to be done by the
contractor at his ·own cost. Nothing extra· shall be paid on any account. Fish
plates, clamps and fish bolts should however be •issued by Rly. free of cost to
t~e contractor at the PWI"s stores who will return on completion of work.
