Orientation for Capacity Development Managers

NEO PLUS Program DILG MC 2025-016
Executive Briefing is a platform for discussion and
knowledge sharing that helps decision and policy
makers to identify sound solutions to issues at hand.
For the NEO PLUS Program, it is conducted for the
Newly-Elected Officials (NEOs) who will be assuming
office under a new mandate following a local
election. The activity is done to provide NEOs with
the current state of local governance in their LGU.
What is an
Executive It must be completed coinciding the formal turnover
of administration, and either before (as a separate
Briefing? activity) the Refresher Course/ Basic Orientation for
NEOs.
By the end of the Executive Briefing activity,
newly-elected officials must have:
● Gained an appreciation of the various issues
and challenges related to their local
governments’ state of local governance and
development;

Agree to a date and venue of the activity.
Preparation of the State of Local Governance
Summary.
FO sits down with local functionaries who develop
the summary of the State of Local Governance by
analyzing the available data.
Coaching. FO assists and coaches presenter/s of the State of
Local Governance from the LGU. FO may provide tips on pitching
and on presentation to ensure sessions are within allotted time
and objectives are met.
What happens at the Briefing Activity?
It takes only a few hours to tell the LGU story.

● The local functionaries may not be limited to the

State of Local ● The State of Local Governance Summary shall
Governance highlight the accomplishments of the LGU in the

performance issues/ gaps which the LGU may
have.
● Considering the issues/ gaps that have been identified
based on various performance audit results and reports,
this briefing shall also provide recommendations as to
3 how these concerns shall be addressed best.
Recommendations ● The Newly Elected Officials may take the
recommendations in part or in its entirety. Moreover, with
the new thrust of the new administration, the NEOs,
particularly the LCE may identify priority issue/s that he
or she will primarily address in his/her term of office.
● From the briefing activity, the NEOs agree on the priority
issues/ gaps that they will address within the term.

● The NEOs will bring these priority issues/ gaps to the
Ways Forward Refresher Course/ Orientation. During this
course/orientation, the NEOs will be assisted to come up
with a more focused plan of actions that will target to
address the identified issues.

Course/ Orientation.

Continuous assistance. Guide and assist the NEOs to ensure
their attendance and participation to the orientation or refresher
