Dear Sir:
This refers to your application for an Environmental Compliance Certificate (ECC) for the
proposed Sta. Catalina Small Water Impounding Project to be located in Sta. Catalina Quirino,
Isabela.
After satisfying the requirements of Presidential Decree No. 1586 and its Implementing
Rules and Regulation, this Bureau has decided to grant an ECC for the above-mentioned project.
In this regard, the proponent is expected to fully implement the measures presented in the
Initial Environmental Examination Checklist (IEEC), intended to protect and mitigate the project's
predicted adverse impacts on community health, welfare, and the environment. Environmental
considerations shall be incorporated in all phases and aspects of the project.
This certificate does not create any right nor can it be used as an authorization to implement
or commence with the operation of the project. This Office shall be monitoring the project
periodically to ensure strict compliance with the stipulations cited in the attached ECC.

THIS IS TO CERTIFY THAT THE PROPONENT, Baro Nga Namnama Small Water
Irrigation System Association, Inc., as represented by its Mayor, Hon. Edward D. Juan, is
granted this Environmental Compliance Certificate (ECC), for its Sta. Catalina Small Water
Impounding Project located in Sta. Catalina Quirino, Isabela, by the Department of Environment
and Natural Resources (DENR), through the Environmental Management Bureau (EMB).
SUBJECT to the conditions and restrictions set out herein labeled as Annexes A and B:
PROJECT DESCRIPTION
This Certificate shall cover the Construction of Small Water Impounding Project (SWIP) with
an area of 38,486.00 square meters, geographically situated at 17.17123 ºN and 121.6849433 ºE
located in Sta. Catalina, Quirino, Isabela, R02 with the following components/facilities:
Earthfill Dam (8 m height, 273 m length, 5 m width and 107.00 crest elevation) with an
area of 3,331 sq.m;
Impounding area (34,200 sq.m.) with a capacity of 70,809 cu.m;
Concrete Lined Canal;
- Width (0.70 m),
- Length (1,330 m)
-HDPE length (120 m);
Service Area (90.5 hectares);
Box Culvert Road Crossing.
This Certificate is issued in compliance with the requirements of Presidential Decree No. 1586,
and its Implementing Rules and Regulations. Non-compliance with any of the provisions of this
Certificate including the mitigating measures cited herein shall be a sufficient cause for its
cancellation and/or imposition of a fine in an amount not to exceed Fifty Thousand Pesos
(P50,000.00) for every violation thereof without prejudice to the imposition of fines and penalties
under other environmental laws. The EMB, however, is not precluded from reevaluating and
correcting any deficiencies or errors that may be found after issuance hereof.

ANNEX A
I. ENVIRONMENTAL MANAGEMENT
All commitments, mitigating measures and monitoring requirements, especially those contained in the
Initial Environmental Examination Checklist (IEEC) Report, particularly in the Environmental
Management and Monitoring Plan (EMMoP), shall be instituted to minimize any adverse impact to the
environment throughout the project implementation including among others the following, to wit:

I. GENERAL CONDITIONS
1. The proponent shall comply with all the provisions of RA 9275, the Philippine Clean Water Act
of 2004 and its Implementing Rules and Regulations, RA 8749, the Clean Air Act of 2000 and its
Implementing Rules and Regulations, RA 6969, the Toxic Substances and Hazardous and Nuclear
Wastes Control Act of 1990 and its Implementing Rules and Regulations, and RA 9003, the
Ecological Solid Waste Management Act of 2000 and its Implementing Rules and Regulations;
2. Planting of appropriate tree species shall be undertaken in coordination with DENR CENRO in
support of the National Greening Program of the DENR;
3. The proponent shall conduct an effective Information, Education and Communication (IEC)
Program to inform and educate all stakeholders, especially its contractors, workers, and local
residents about the mitigating measures embodied in its IEEC, the conditions stipulated in this
Certificate and the environmental and human safety features of the project for greater awareness,
understanding and sustained acceptance of the project;
4. Ensure that an effective drainage shall be provided to avoid flooding within the project area and
its immediate environment;
5. Secure a Water Permit from the National Water Resources Board (NWRB) prior to project
development and operation of the project;
6. Provide warning devices/signs, and the construction site shall be illuminated during nighttime to
avoid accidents;
7. Ensure not to damage private or public structures/utilities (i.e., electric posts, water supply pipes,
etc.). In the event that such an accident occurs, proper and immediate restoration and/or
compensation should be undertaken;
8. Designate a Pollution Control Officer (PCO) within sixty (60) days from issuance of this
Certificate in pursuant with DAO No. 02, series of 2014 (Revised Guidelines for Pollution Control
Officer Accreditation). The PCO shall have the following responsibilities:
a. Monitor actual project impact vis-a-vis predicted impacts and management measures in
the EPRMP;
b. Recommend revisions to the EMP/EMoP, whenever necessary subject to the approval of
EMB RO;
c. Ensure that data gathered during monitoring activities are properly documented, assessed,
evaluated and reported to EMB in accordance with the standard formats; and
d. Ensure that monitoring and submissions of reports (e.g. Self-Monitoring Report (SMR)
on a quarterly basis and Compliance Monitoring Report (CMR) on a semi-annual basis)
to EMB are carried out as required.
9. Install billboards with a dimension of two (2) feet by four (4) feet at the entry point and exit point
of the project. The billboards shall contain the following message:

10. The proponent shall ensure not to damage private or public structure/utilities (i.e. electric post,
water supply pipes, etc.). In the event that such accident occurs, proper and immediate restoration
and/or compensation should be undertaken;
11. The proponent shall ensure that its contractors and sub-contractors strictly comply with the
relevant conditions of the Certificate;
12. The proponent shall submit the design of weir with maximum and minimum volume of discharge
during dry and wet season within thirty (30) days prior to project implementation;
13. The proponent/developer shall construct structures by following the provisions of the National
Building code and the Structural code of the Philippines. Likewise, the proponent shall comply
with all the recommendations based on the hazard assessment report from [Link];
14. The proponent shall submit an Abandonment Plan to the EMB at least six (6) months prior to
project abandonment. The plan shall include rehabilitation measures/clean-up, remediation of
areas affected by the project and proposed alternative projects in the area;
II. RESTRICTIONS
1. The proponent shall implement only after securing all the necessary and relevant permits from
other pertinent Government Agencies;
2. No other activities shall be undertaken other than what was stipulated in the IEEC document.
Any expansion or modification of the Project beyond the project description or any change in the
activity or transfer of location, or realignment, shall be subject to a new EIA study;
3. In case of verified environmental complaint(s), the proponent shall voluntarily cease its project
construction and/or operations. The EMB Regional Office shall temporarily suspend this
Certificate until acceptable by all concerned parties. Provided that the ECC is suspended, the
proponent shall continue to implement the approved EMP/EMMoP including submission of
reports to EMB;
4. In case there is an adverse impact caused by the project, all activities causing the same shall be
immediately stopped and remedial measures shall be affected and this office shall be informed
within twenty-four (24) hours;
5. In case of transfer of ownership of this Project, these same conditions and restrictions for which
written notification must be made by herein grantee to EMB within fifteen (15) working days
from such transfer; and,
6. Pursuant to DAO 2018-18, only authorized DENR Regional Office, PENRO, CENRO and EMB
Region 02 personnel shall be allowed to conduct site inspection anytime without prior notice to
monitor compliance to ECC conditions and implementation of EMMoP.

PROJECT ASSESSMENT PLANNING TOOL

For the assistance and guidance of the Proponent and Government agencies concerned in the management
of the Project and for better coordination in mitigation of the impacts of the Project on its surrounding
areas and the environment, the following recommendations are forwarded to the parties and authorities
concerned for appropriate action.
Environmental Planning Recommendations and Regulatory Requirements for the Proponent
Department of Labor and Employment (DOLE)
1. The proponent shall comply with the Labor Code of the Philippines; and
2. Provide PPEs for the workers, as applicable
Local Government Unit (LGU)
3. The proponent shall give priority employment to qualified local residents. Adequate public
information for jobs available to local residents in the affected areas shall be provided;
4. The proponent shall consider the use of alternate routes avoiding roads with nearby houses;
5. The proponent shall coordinate with the concerned LGU for the implementation of Solid
Waste Management Plan;
6. The proponent shall comply with the Building Code and Sanitation Code of the Philippines;
National Water Resource Board (NWRB)
7. The proponent shall secure permit to NWRB prior to project implementation;

9. The proponent shall coordinate with the said agency for the establishment of protective buffers
and use of appropriate species/vegetation to minimize/prevent the impact on loss of
biodiversity.
