E-AUCTION NOTICE
FOR THE DISPOSAL OF UNSERVICEABLE/ OBSOLETE ARTICLES LYING
UNDER FCI, DIVISIONAL OFFICE KOZHIKODE
Bids are invited online through GeM Portal for the auction of Unserviceable/ Obsolete
articles lying at FCI, Divisional Office Kozhikode, Food Storage Depot (FSD), West Hill,
Thikkodi, Kuttipuram, Meenangadi on “AS IS WHERE IS BASIS”. The bids will be
received online through GeM (Forward Auction) (https://forwardauction.gem.gov.in/eprocure/
home) only and shall be opened as per SOP of GeM.
THE BIDS ARE INVITED LOT WISE. THE ITEMS SHALL BE SOLD TO THE BIDDER WHO
WILL QUOTE THE CONSOLIDATED HIGHEST RATES FOR THE RESPECTIVE LOTS AS PER
THE LIST OF OBSOLETE/ UNSERVICEABLE ITEMS AS DETAILED AT ANNEXURE-I. NO
BID WOULD BE ACCEPTED FOR ANY PART OF THE LOTS.
Desirous companies/bidders may download the tender document from
https://fci.gov.in/headquarter/ and GeM portal.
Important dates of tender related activities are as under:
Scope of Work:
Disposal of unserviceable & obsolete items such as Gunnies (SBT & HDPE), Office
Furnitures - wooden/steel, Aluminum /metal articles etc. These items have been discarded and
are no longer usable by this office.

2. Bidders must upload the copy of address proof (Voter ID Card/ Aadhar Card/
Driving License/Passport), PAN Card and GST No. along with bid in the GeM
Portal. Bidder shall have a Registered office in Kerala. In case the uploaded
documents are not readable, the bid cannot be examined, and the bid can be rejected,
thereby rejecting the bid of that firm.
Terms and conditions:
1. The Unserviceable Material/items will be available on Auction "As is where is basis”.
The unserviceable/obsolete articles can be inspected by the interested parties on any
working days between 11.00 Hrs to 16.00 hrs by contacting the respective Offices
under FCI, DO Kozhikode from where the delivery of the same will be made. No
request for inspection after submission of the bid will be accepted.
2. The applicable GST is 18 %, 12% & 5% for disposal of Lots respectively..
3. Food Corporation of India does not guarantee to make any definite quantity and/or any
particular quality of articles available to the buyer.
4. Food Corporation of India reserves the right to accept or reject the highest or any other
bid without assigning any reason or without any legal obligation thereof. The bid shall
remain valid for 45 days after the date of bid opening. If any bidder withdraws his /
her bid before the said period, this office shall without prejudice to any other right or
remedy, be at liberty to forfeit the Bid Security absolutely.
5. Conditional bid shall not be entertained.
6. Evaluation criteria: The successful bidder will be the one who offer the highest total
rate for the unserviceable/obsolete articles as detailed in Annexure I, no part lifting of
the items shall be allowed.
7. All the bidders shall fill the details of EMD column on GeM Portal if the option is
available before submission of bids.
8. The bid without EMD (in original) will be liable for rejection.
9. The undersigned will not entertain any claim for damage done by the way of theft, fire
or any other unforeseen calamity after realizing full payment against the
Unserviceable material/items.
10. The successful bidder after acceptance of his bids will be required to deposit cost

against the Food Corporation of India, for compensation. The buyer will not be
permitted to select any portion out of the unserviceable/dead stock articles sold to him
nor shall pay allowance be made or claim lie against the Food Corporation of India for
compensation on account of any such faults mis-statement or arrears although the
same may be considerable nature. The buyer should satisfy himself thoroughly as to
what is offered for sale before bidding at any auction and shall be deemed (whether or
not such inspection shall have in fact taken place) to have had noticed of all defects
and faults, whether rendering the goods un-merchantable or otherwise and any errors
and mis-statements as aforesaid which he might have discovered no compensation on
account thereof, nor shall any party to the sale be entitle to claim or recover from the
other any compensation by way of damage or otherwise if the goods are not available
by reasons of not being if the specified place and contracts shall stand cancelled.
18. If the stocks sold are not moved within the time specified or delivery is not taken at the
time as per the date given in the release order, Food Corporation of India may release
the stocks at the buyer's risk and cost. The buyer shall also be liable to pay storage
charge at l% of total value of all the Unserviceable/ Obsolete articles quoted by the
successful bidder per week from the date following the last date of the free period or
delivery given in the release order, till the date of lifting (inclusive). Any gain in any
resale as aforesaid shall belong to Food Corporation of India without prejudice to the
right to the other reliefs.
19. The buyer shall not subject, transfer or assign the contract or any part thereof without
the prior consent of Food Corporation of India.
20. The materials being disposed is to be treated in line with applicable rules/
notifications/ guidelines etc. as may be prescribed by the Government. The successful
bidder shall be responsible to ensure this action.
21. At any time FCI Divisional Office Kozhikode may modify the bidding document by
amendment thereto. The amendment will be notified on FCI website/GeM only, which
will be binding on bidders. Bidders should regularly visit the website
https://fci.gov.inand keep themselves updated.
22. Tenders not complying with the above conditions are liable to be rejected.
23. The Divisional Manager, FCI Divisional Office Kozhikode reserves the right to accept
or reject any or all the bids received without assigning any reason thereof.
24. All disputes including court proceeding shall be settled within the Kozhikode
Jurisdiction only.
