COMMITTEE ON BARANGAY AFFAIRS AND COMMUITY RELATIONS

The Liga ng Mga Barangay is the Center of Barangay Affairs and Community Relations manage
by the competent and engaged personnel and officials committed towards empowering Santiagueño
people and in realizing development objectives of the City of Santiago and in evaluating the different
implementation of plan, programs, projects and activities of the City Government to the barangay
levels.

Barangay Ordinance/Resolution:

- All referred barangay Ordinance and Resolution are viewed and recommended
for appropriate legislative action. These items include all matters relating to
the affairs of the local government units known as barangays and to the
objective to bringing the government closer to the people.

Barangay Administration and Governance Training and Capability- Building Services:

1. Mainstream Barangay Development Plan


- Review and prepare barangay development plan
- Conduct IEC/training and workshops
- Resolutions urging all Barangays to Mainstream Barangay Development Plan,
Observing the planning and Budget Calendar
- Regular monitoring and evaluation of Barangay Development Plan.

2. Support and strengthen Barangay Peace and Order Committee (BPOC)

- Prepare Barangay Public Safety plans.

- Conduct/participate in IEC/training workshops

- Initiate, coordinate and monitor the implementation of peace and order


programs and projects at the barangay level.

- Formulate plans and recommend measures which will improve or enhance a


peace and public safety.

- Conduct functionality audit yearly.

Strengthen Campaigns against Violence against Women and Children (VAWC)

- Conduct and support Capacity development training and seminars for VAW
victims.
- Conduct and support awareness program and livelihood projects and program
for VAWC victims.
- Capability building of Barangay VAWC Officers
- Capacitate advocacies on the prevention of VAWC in the 37 Barangays.

Support and empower Barangay Council for the Protection of Children (BCPC)

- Conduct capability building projects to increase knowledge and skills in


handling children.
- Advocate in the establishment and maintenance of play grounds, day care
centers and other facilities for the children and youth development
- Conduct IEC/trainings and worksho

Support and strengthen Barangay Anti-Drug Abuse Council (BADAC)

- Strategize implement and evaluate programs and projects on drug abuse


prevention in the barangay
- Equip barangay Tanods and BADAC auxiliary Team on their roles and functions
in the campaign street-level illegal drug trade through seminars and trainings.

COMMITTEE ON GOOD GIVERNANCE, ETHICS AND PUBLIC ACCOUNTABILITY

 Child Protection Policy within Local Government of Santiago City.

 Adoption of Safe Space Act (Bawal Bastos Act)

 Initiate and support policies on precluding the psychological abuse, humiliation and
public ridicule among women and their children in line with the protection of the law,
which inherently includes freedom from all types of violence.

 Support the Moral Recovery Program of the City Government through the
implementation of Ordinance No. 8thCC-046, “Institutionalizing the Moral Recover
Program in the City Government of Santiago by Creating the Values formation
Council and observance of the Executive Order No. 319.

 Initiate and support measures that augment allowances and other benefits to various
national government agencies within the City:
 Promote and commend entitles/individuals who support the advancement of
campaigns against any forms of abuse and the upholding of human dignity and the
rule of the law:

 Initiate and support local and national programs such as drug testing for purposes of
transparency in the service and in the observance of the provisions of Republic
Act9165 of the Comprehensive Dangerous Drugs Act of 2002;

 Effectively implement what is called social contract. Hence, it demands a highly


competent, well informed administration. It envisages the government institutions to
become innovative, participatory and have a good deal of sound policy, formulation,
open-mindedness, and distinct citizen orientation;

 Protect the interest of Santiagueños for the peace of mind of their community, by
isolating them from the effects of societal ills that destroy their lives and their future,
and to control and prevent any form of abuse and violence in their respective
community.

 Ensure the impartial and judicious disposition of any and all such administrative
complaints files before the Sangguniang Panglungsod.

 Resolution strengthening support for mental program within the City of Santiago.

 Resolution on the creation of TWG for the formulation of Employees Handbook .
