WHEN WE AND OUR COLLEAGUES began this project, we


assumed that questions of governance would be critical in
shaping the ability of colleges and universities to adapt to a
new world. We feel this even more strongly today. From the
outset we were struck by three facts. The first is that recent
scholarship on American higher education pays scant atten-
tion to the role of faculty in governance; second, many intelli-
gent people in the academy know very little about governance;
and third, governance must always be understood in the con-
text of the times as institutions confront different challenges
and opportunities. In short, “governance” (by which we mean
simply the location and exercise of authority) is far from a
static concept.
We made early decisions to focus on the evolution of fac-
ulty roles in decision-making over a long period of time and
to take advantage of a small number of case studies that track
changes in specific settings. Others will have to judge whether
these were good decisions, but we believe this approach has
been valuable in enriching our perspectives. Walter Reuther,
legendary head of the United Automobile Workers, once
described the contracts he negotiated as “living documents”

because their language had to be constantly re-interpreted and
re-imagined as circumstances changed. We have the same view
of faculty roles in governance. They continue to be shaped, as
they should be, by the needs of the society that higher educa-
tion exists to serve, as well as by new opportunities to improve
teaching and research. This is not to say that there are not
some “immutable” principles—with the lasting value of a care-
fully defined sense of academic freedom first among them—
but they are relatively few. In many other areas, modifications,
small and large, are, in our view, required.
It is also true, as one faculty reader pointed out, that an
understanding of faculty roles in governance requires an
appreciation of the roles of other principal actors, including
especially presidents, provosts, and deans, as well as trustees/
regents. One faculty reader suggested that this study is really
about leadership, and how it is both constrained and exercised
in the modern college or university. We agree. Faculty are not
generally in a position, nor are they responsible, for providing
institution-wide leadership on their own. That is what pres-
idents and their key colleagues, in consultation with the fac-
ulty and trustees, are expected to provide. But one of the main
themes of this study is that faculty can either encourage (and
facilitate) the wise exercise of leadership by others or, con-
versely, throw limitless amounts of sand in the wheels. This
simple proposition is why, in the concluding chapter, we argue
for re-thinking the concept of “shared governance” and putting
more emphasis on genuine collaboration.

This book is a member of a rapidly growing family of ITHAKA


projects and publications having to do with ways that advances
in information technologies might assist institutions of higher
education in contributing to the solution of vexing national
problems. We should explain that ITHAKA is an independent

not-for-profit organization founded by the Hewlett, Mellon,
and Niarchos Foundations to help the academic community
use digital technologies to preserve the scholarly record and
to advance research and teaching in sustainable ways. Led by
its president, Kevin M. Guthrie, ITHAKA is the parent orga-
nization of JSTOR, the globally recognized searchable data-
base of scholarly literature that recently enrolled its 9,000th
institutional subscriber—a museum in Japan. The astonishing
success of JSTOR is an example of what technology can make
possible when embedded in a clear understanding of the needs
of faculty, students, and institutions. In addition to continu-
ing to develop the capacities of JSTOR and its partner oper-
ating entity Portico (which preserves born-electronic content),
ITHAKA’s activities include the work of an expanding unit
devoted to research and strategic advising called Ithaka S+R,
led by Deanna Marcum.
Ithaka S+R’s research is motivated by three propositions:
first, that this country’s system of higher education faces
daunting challenges to improve educational outcomes and
address “equity” concerns without commensurate increases
in cost (see the introduction for an elaboration of this point);
second, that advances in technology offer opportunities to
address some of these issues; and third, that progress in this
area depends on a mix of strategies that have to include some
significant modifications in the way colleges and universities
operate, including the nature of the roles played by faculty
and university leaders.
The best short description of the research agenda of Ithaka
S+R is to be found in the foreword, by Kevin Guthrie, of the
recently released paperback edition of Higher Education in
the Digital Age, a book providing an updated version of the
Tanner lectures given by one of us (Bowen) at Stanford in the
fall of 2012. Recent companion projects, most of them on­­
going, include:

• A study at the University System of Maryland of efforts to
employ online technologies (including massive online open
courses, or MOOCs) to address the needs of large public
systems of higher education.
• An attempt to identify, for consideration by various types
of institutions, new protocols for “ownership,” “licensing,”
and “sustainability” of platforms and course content in a
digital age; this is truly uncharted territory.
• A study of the evolution of staffing patterns, including ques-
tions concerning the treatment of the growing numbers of
non-tenure-track faculty.
• An attempt to estimate, using simulation strategies, potential
cost savings that could be realized in various insti­tutional
settings if it were possible to relax constraints on not only
deployment of “hybrid” teaching methods (which utilize a
blend of face-to-face and online approaches), but also new
modes of scheduling.
• An assessment of the initial effects of significant modifica-
tions in state support of public universities in Virginia—with
a focus on what happens to the enrollment and persistence
of students above the Pell-grant cut-off (the “near poor”).
• An interview-based study of public university collabora-
tions in developing and using technology.

All of us involved in this family of ITHAKA-sponsored proj-


ects continue to be delighted (and amazed) by the syn­ ergies
among them, and it is clear to us that the present study of evolv-
ing faculty roles will lead to other research projects. The Spencer
Foundation, led by Michael S. McPherson, is our institutional
partner in these undertakings, and we also continue to ben-
efit from the active involvement of Lawrence S. Bacow, presi-
dent emeritus of Tufts University and leader-in-residence at the
Harvard Kennedy School’s Center for Public Leadership. There
are a great many others who contribute mightily to this set of

ITHAKA projects, and we list immediately below those who
have been especially helpful in our work on this study.

In writing this book we have adopted an informal conversa-


tional mode of presentation. We are well aware of the limita-
tions of our direct experiences, which consisted of serving as
faculty members and administrators at leading selective col-
leges and universities, even as we are grateful for the opportu-
nities we have been given to learn about the circumstances of a
great many other, very different, institutions through our work
in the foundation world, and from conversations with many
participants actively involved in the work of a highly diverse
set of colleges and universities. In any case, we have tried to
encourage readers to add (in their minds at least) their own
vignettes to those we present and to correct our misimpressions
and enlarge on what we think we have learned. We have also
included a large number of footnotes, both to avoid en­­cumber­
ing the text with too much detail and to provide a place for
identifying dissenting views and suggesting other approaches.
In an effort to “put some flesh on the bones,” we have
included at the end of the book four case studies of how fac-
ulty roles in governance have evolved at particular institutions
(the University of California, Princeton University, Macalester
College, and The City University of New York). As we are all
too well aware, there are approximately four thousand non-
profit degree-granting colleges and universities in the United
States, and each zealously embraces a degree of exceptionalism,
especially in its governance processes and experience. We make
no claim that these four case studies capture the individual
campus or system-wide nuances and particularities of such a
heterogeneous, decentralized, and diverse educational enter-
prise. Indeed, our reading of the historical scholarship on higher
education and the more contemporary literature convinces

us that to seek to construct a “representative sample” would
be a fool’s errand. There is no point in pursuing an illusive
“will-o’-the-wisp.”
At the proverbial eleventh hour, two of our ITHAKA col-
leagues, Kevin Guthrie and Christine Mulhern, spent three full
days at Arizona State University, reviewing relevant documents
and interviewing President Michael M. Crow, senior adminis-
trators, deans, and faculty in an effort to understand and assess
the university’s exceptionally determined efforts to redesign
its offerings to increase enrollment, improve completion rates,
and control costs. We considered transforming their extensive
report into a fifth case study, but decidcd that it was wiser to
present the report in its extant form on the ITHAKA website.
We have cited the report a number of places in the book in
order to capture the main features of the Arizona State experi-
ence, which is quite different from the experiences of our four
case-study institutions and, for that matter, from the experi-
ences of most of the rest of higher education. At various other
times in working on this study, we did preliminary work on the
histories of other institutions (including Towson University, the
University of Maryland–College Park, the California State Uni-
versity system, DePaul University, San Diego State University,
and the University of Wisconsin–Madison), but we lacked the
time and capacity to produce full case studies. We have, how-
ever, learned from these efforts as well as from the ITHAKA
study of public university collaborations in developing and
using technology (mentioned earlier).1

A further word on the value of the four case studies is in
order. Anyone who has read, much less tried to write, a stan-
dard college or university history soon realizes the limits of
public sources, including those stored within an institution’s
archives and special collections. Faculty handbooks, minutes
of boards of trustees, faculty task force reports, and even oral
histories have often been sanitized for the protection of both
people and places. This imperfectly understood fact of life
has placed a premium on selecting institutions with un­­usually
strong and credible historical resources and with knowledge-
able participant observers on whom we could rely. From the
beginning of this project we recognized that our personal con-
nections with some of the case-study institutions provided
valuable entrées to sources and eyewitnesses, and we have
taken full advantage of privileged channels of access. At the
same time, we have made every effort to verify our conclusions
and to test our hypotheses against other sources and documen-
tary evidence. And we have not spared our case-study institu-
tions criticism when that seemed warranted.
We should acknowledge that there is repetition (consider-
able in some places) between material presented in the text and
discussions in the four case studies. The reason is that some
readers will, we suspect, be interested in reading one or more
of the case studies as stand-alone contributions. (The CUNY
case study, prepared by Martin A. Kurzweil, is a particularly
valuable account of events in a major public-urban university
system not currently available, to the best of our knowledge, any
other place.) To truncate the case studies by editing out material
presented in the text would be a disservice to these readers. We
rely on the capacity of other readers to skim the case studies or
simply to rely solely on the text if they choose to do so.
As a final alert (really, we confess, an admonition), we want
to encourage readers to resist any temptation they may have
to “skip to the end” and look first at the broad conclusions

we state in Chapters 4 and 5. We would be disappointed if
interest in the proverbial bottom line deprived readers of the
pleasures, as well as the insights, we have gained from track-
ing changes over time, and rooting changes in specific histori-
cal events. As the Greek poet Cavafy urged in the poem from
which ITHAKA takes its name, please enjoy the journey, trying
always to learn from “harbors entered for the first time.”
