Fundamental Operation thru Reinforcement Mechanism
Context and Rationale:
This school year 2022-2023, is a proactive year for every learners
and teachers to cope up the lesson that have been slowed down since the
occurrence of pandemic. As the school year started, the school conducted
the pre-test on numeracy from Grades 2 to 6. The test items where
compost of the four fundamental operations such as addition, subtraction,
multiplication, and division. The test result had shown that there are lots
of learners are belong to non-numerate. The result is alarming and needs
a thorough attention for Mathematics is essential for it plays a vital role in
the daily living, thus, it is a skill that must be develop at the young age of
the learners.
The Department of Education, Region VIII, developed an initiative,
the RM NO. 827, s. 2022, Enhanced – Regional Unified Numeracy Test (E-
RUNT) to determine the mastery of the learners on the four fundamental
operations. It classifies learners into three level, Highly Numerates (HN),
Moderately Numerates (MN), and Non-numerates (NN) which, HN are
learners who got a perfect score, MN learners who got 1 or more mistakes
in the four sub-test. They need enrichment, and lastly NN, those learners
who got zero (0) in any four sub-tests. They need the remediation.
The results of the Regional Unified Numeracy Test (RUNT) shall be
the bases of the school initiated intervention and it shall focus on those
learners who fall in moderately numerates and non-numerates in Sta. Cruz
Elementary School.
The school, conducted the RUNT last October 27, 2022 to all Grade
2 to 6 learners. Out of 192 learners who were tested, only 9 learners were
classified as HN or about 4.59%, 108 learners were MN or 56.25%, and 79
learners were NN or about 41.15%. Thus, the school come up with a
School Initiated Intervention that will focus these non-numerates and
moderately numerates learners.

Statement of the Problem
This study tried to determine the factors that affect high rate of non-
numerates among the students of Sta. Cruz Elementary School and how
will the REAFFORM project augment this result.
Specifically, this study aimed to answer the following questions:
1. What is the demographic profile of the students- respondents in terms
of
a. age?
b. sex?
c. daily allowance?
2. What is the impact of non-numerates students to their studies?
3. Is there a significant effect thus the REAFFORM project to enhance
the skills of the non-numerates?
4. Is there a significant effect of game-based instruction towards non-
numerates students?
5. Is there a significant relationship between students’ skills and
achievements to their daily allowance?

H1 – There is a connection between students’ performance towards
their demographic profile.
H2 – There is a significant effect of the REAFFORM project to
enhance the non-numerates students.
PROJECT DESCRIPTION/ BACKGROUND:
The school aims for every learner’s development. Since non-
numerates are classified as those who get zero in any of the four
fundamental operations and moderately numerates are those who get or
more mistakes in any of the four fundamental operations, the school
formulated an intervention which is “Remedial and Enhancement
Activities in Four Fundamental Operation thru Reinforcement Mechanism
(REAFFORM) to zero out the non-numerates of Sta. Cruz Elementary
School.
Project REAFFORM is simply taken from the word reform which is to
amend or improve by change of form. The school will reform conventional
way of teaching math through engaging and enjoying games that help
learners to feel at ease and not being pressured.
The school carefully plan for this project, identify its goals, its
recipients, its methods and strategies and the desired outcomes. Through
numeracy action cell, the objectives of this project is being discussed and
brainstorming of methods and strategies is collected and come up to a
solution of giving a remedial and enhancement activities in four
fundamental operations through modified games as the reinforcement
mechanism in the teaching process. The instructions will circulate and
focus on the instructional games to give learners the chance to enjoy
while learning, because the school believes that learning while enjoying is
a way of giving learners a meaningful learning.
OBJECTIVES:
The general objectives of this project are ensuring those non-
numerates learners become numerates by learning the four fundamentals
operation, second, learners will develop intrinsic motivation in learning
numbers.
This objectives divided into specific goals. First, it will aims to give
more attention to those slow learners, second, it aims to encourage

aims to lesser the pressure of dealing numbers through modified games
instructions, fourth it aims to produce quality remediation materials to
provide varied activities, fifth, aims to capacitate teachers to adapt new
strategies and techniques and lastly to promote holistic learning
development with collaboration of the learners, teachers, teachers,
parents, and other stakeholders.
PROCESS IMPLEMENTATION
To attain the objectives, the school will conduct of Regional Unified
numeracy test (Pre-test) and submit to the School Head for data
interpretation. Then, a parent –teacher conference will be done to for an
information drive with regards to the intervention. Next, a remedial for
those identified non-numerates learners to be facilitated by the
teachers/implementer with the use of game based instructional materials
that help minimize the pressure in teaching-learning mathematics. While
for those moderately numerate, a trained highly numerate learners will
serve as a learning partners but also used instructional games. This
remedial and enhancement activity will introduce different kinds of game
based instruction, it depends on the learners capacity and learning style
that best suite them. At the same time while learning, it will gives learners
to enjoy and learn new games and skills. For the whole duration of this
project, teachers will conduct with monthly assessment that is parallel to
the item they answered during pre-test to measure the learners’ ability in
solving the four fundamental operations. Teachers who handled
mathematics will monitor the progress of each recipient learners, at the
same time the school head monitor herself in conducting the numeracy
level of assessment as her basis of monitoring the non-numerates
learners. Lastly, a giving of award for those who have mastered the four
fundamental operations.

IMPACT TO LEARNING
The school believe that learning while having fun will leave a
footprints to the lives of the learners. With close follow up and
assessment, learners will able to master the four fundamental operation.
Through the facilitation and assistance from the teachers and parents
respectively, with the intensive reinforcement, the non-numerates
learners in the school will zero out.
MONITORING AND EVALUATION
1. To ensure effectiveness on the implementation of the project there will
be close monitoring as well as providing technical assistance to ascertain
significant learning gains among the identified learners, a weekly and
quarter assessment will perform.
2. Gather feedbacks from the implementers as basis for improvement and
adjustment to meet the ultimate goal of the project.
3. This also seek PTA participations in ways that they will evaluate
learners progress and whatever the results are, they can help
campaigning parents in involvement in teaching the leaners in numeracy.
4. Awarding and giving of recognition to learners who are promoted to
each level.
