SCOPE OF APPLICATION
1- Scope of application. Entities covered by the Regulation.
The rules of this Regulation apply to all natural or legal persons, public or
private, entering the airport and/or using the airport facilities and services
provided within the airport or having any type of direct or indirect relation to the activity
airport-related aeronautics or non-aeronautics developed therein, being subject to its
compliance as well as other provisions issued by the Regulatory Body of the System
National Airports Authority (ORSNA), the airport manager or the airport operator within the
framework of their respective competencies.
The scope of application extends to all airports that are part of the National System.
Airports (SNA), within the framework of Executive Power Decrees No. 375/97 and 500/97,
ratified by Decree of Necessity and Urgency No. 842/97, by Decree No. 163/98 and by the Decision
Administrative of the Chief of Cabinet of Ministers No. 60/98 and of the regulations that provide for future
incorporations into that.

CAPITULO 2

DEFINITIONS
2. For the purposes of the application and interpretation of this Regulation, the defined words in
singular and uppercase also include the plural and vice versa, when the context so requires.
Accordingly, the terms indicated below mean:
Air Accident: Any event that occurs during the operation of an aircraft and results in death or
injuries to any person or damage to the aircraft or reasons that may cause them.
Airport Activity: Any activity that takes place at the airport or is found
specifically linked to it.
Aviation Activity: Any activity related to the exploitation and/or use of the infrastructure
airport-related by which an aviation fee is charged as established in the Rate Schedule and
current regulations.
Non-Aeronautical Activity: Any other airport activity related to the operation of services and/or activities.
Commercial, industrial, and related activities that are carried out in accordance with current regulations.
Aircraft: Device or mechanism that can operate in the airspace and is suitable for transporting
people or things.
Aerodrome: Defined area of land or water that includes its buildings, facilities, and equipment
totally or partially intended for the arrival, departure, and surface movement of aircraft, enabled
by the competent Aeronautical Authority.
Airport: They are those public airfields that have all services or with intensity of
air movement that justifies such designation and that are authorized by the competent Authority.
International Airport: These are public airfields or airports intended for operation of
aircraft coming from/to foreign countries where customs services are provided,
migrations, health and others.
Landing Area: Part of the maneuvering area designated for the landing or takeoff of aircraft.
Operational Vehicle Circulation Area: Established surface road in the movement area
intended to be used exclusively by duly authorized vehicles.
Public vehicle circulation area: Areas of the airport where access and circulation are allowed.

Airport Authorities:
Airport Chief: Authority appointed by the Argentine Air Force for the exercise of the
functions that are its responsibility and that in the event of an emergency takes control of all activities
from the airport until it resumes its normal operation.
Airport Administrator: Regardless of any other designation, for the purposes of

AVSEC: Abbreviation used to refer to Civil Aviation Security.
Aircraft Commander: Pilot in command of the aircraft duly qualified to operate it and

Grantor: The authority that grants the operation of the aerodrome or airport.
Dealer: Natural or legal person holding the concession contract for exploitation,
administration, maintenance and operation of the airports that are part of the National System
Airports.
Concession Contract: Instrument that binds the Grantor with the Concessionaire to carry out,
in the areas subject to concession, the exploitation, administration, and operation of airports
members of the National Airports System.
Identification Credential: Document for airport use for people and vehicles granted by the
Competent Aeronautical Authority.
Aviation Security Credential (C.A.S.A): It is the identification document of
all the people who carry out activities at an airport granted by the Aeronautical Authority
competent.
Impersonal Accompanied Credential (CA): Document granted by the Aeronautical Authority
competent to be used in the airport field by any individual who has to
develop any occasional task.
Temporary Impersonal Credential (CP): Identification document of temporary validity issued to
those who are the owners of a HOUSE and, due to an eventuality, do not have it in their possession.
Vehicle Operating Credential (COV): It is the document issued by the aviation authority.

Damage caused by Foreign Object (DOE): Damage caused by a foreign object in the area of
movement that can cause an air incident or accident.
Emergency: Situation that makes necessary the application of exceptional measures to maintain or

Air emergency: An event or fact of which there is certain knowledge or is presumed
that an aircraft or its occupants are in a state of danger.
Airport medical emergency: A situation in which one or more people on board an aircraft or
who are at the airport, show symptoms of contagious or infectious diseases,
collective poisoning due to food, diseases, or serious injuries that occur
suddenly and for those that are not sufficient the airport first aid or medical clinic.
Assigned space: Existing surface within the airport facilities that the Operator of
airport assigns a natural or legal person for the purpose of its use for the development of a
determined activity.
Aircraft operator: A natural or legal person of public or private law, national or foreign,
that legitimately uses an aircraft on its own account, even without profit, in the terms of
Article 65 of the Aeronautical Code (Law No. 17,285).
Airport operator: For the purposes of this Regulation, without prejudice to any other
denomination, it shall be understood that Airport Operator refers to any natural or legal person to whom it is granted
has granted the exploitation, administration, maintenance, and operation of the airport, in the manner
total or partial, to perform said functions on their own or through third parties.
Public Force: For the purposes of this Regulation, it shall be understood as any public body that
legally assigned the employment of police and security forces to enforce the law and/
the current regulations, in those cases where those functions are not fulfilled by the
PAN.
IATA: International Air Transport Association.
Incident: Any event related to the use of an aircraft that is not defined as a
accident that affects or may affect the safety of air operations.
Airport installation: All existing or under-construction movable or immovable property located within the
airport perimeter intended for the use of people and goods, directly or indirectly related to
airport activity.
Airport Operating Manual: Manual prepared by the Airport Operator that
establishes the specific conditions for use and operation of the same, in the areas and services under
your responsibility, coordinating with the Airport Manager, where their intervention is necessary,
subject to the approval of ORSNA.
Airport Operations Manual: Manual prepared by the airport manager that contains the
Plan de Emergencia del aeropuerto, el Plan de Seguridad del aeropuerto y el Plan de Uso y Operaciones
of the Movement Area at each airport member of the SNA.
Dangerous Goods: Any object or substance that when transported by air and is
classified in accordance with the provisions of 'Transport without risk of dangerous goods', Annex 18 of
ICAO Convention and in the 'Technical Instructions for the Safe Transport of Dangerous Goods'
by air"-Doc. 9284-AN/905 of ICAO, may pose a significant health risk,
security and property.

ARO-AIS Office: Flight notification and aeronautical information office.
State Organizations and Dependencies of the airport: The National Aeronautical Police (PAN), the
General Customs Directorate, the Migration Service of the National Directorate of Migration of
Ministry of the Interior, the Directorate of Health of Borders and Transport Terminals of the Ministry of
Health and Social Action of the Nation, the National Service of Food Safety and Quality
(SENASA) and any other entity or body authorized by the National State to exercise its functions
that correspond to them in the airport sector.
ORSNA: Regulatory Agency of the National Airport System created by the Decree of the Power
National Executive No. 375/97. Its missions and functions arise from the same regulations invoked and its

(SNA), whether they are granted or not.
Aeronautical part: Area of an airport or airfield integrated by the movement area, the land
and adjacent buildings or part of them, and whose access is controlled.

free access to non-passenger public. It is the area of land with the airport building complex
consisting of terminals, service and auxiliary buildings, ground access system,
circulations, parking lots, and facilities of services that result in free access to the public

National Aeronautical Police: Militarized security force, belonging to the Air Force.

CHAPTER 3

AIRPORT ACTIVITY
GENERAL RULES
3.1 Prohibition of discrimination.
Admission at the airport must be conducted in strict accordance with the provisions set out in the regulations.

3.4 Public use equipment installed at the airport.
The equipment and furniture for public use installed in the airport cannot be removed or
moved from the place where it is installed or located by any Aircraft Operator,
provider, passenger, user and/or any other natural or legal person, their employees or dependents,
without prior written authorization from the Airport Operator, the Argentine Air Force, from the

3.5 Measures to be adopted by the airport operator.

3.12 Entry of animals. Prohibition. Exceptions.
No person shall enter the airport with animals, except for those to be

disabled, or who belong to the security organization operating within the airport area and

3.13 Prohibition on carrying weapons and explosives.
No person may carry weapons or explosives at the airport except for individuals
expressly authorized.

CHAPTER 4
AIRPORT MANAGER
4.1 Airport Manager. Appointment. Powers.

4.3 Authorizations.

4.6 Onboard books, airworthiness, and registration.

CHAPTER 5

AIRPORT OPERATOR
5.1 Airport Administrator. Appointment.
The airport operators that are part of the National Airport System will designate the

RESTRICTED AREAS AND STERILE ZONES.

CHAPTER 9

AERONAUTICAL SECURITY
COMPETENT AUTHORITIES. SECURITY FUNCTIONS.
9.1 Aeronautical Security Authority.
The National Aeronautical Police is the airport security authority in the airports of

9.5 Airport Operator Security Plan.
It contains the measures, provisions, and procedures aimed at preventing the commission of illicit acts in the
areas of their responsibility, in accordance with current legislation, these criteria, and the Plan
Airport Security.
The airport operator is responsible for the preparation, updating, publication, and execution of
your Security Plan and the Emergency Neutralization and Evacuation Plan of the Airport, which
is a contributor to the airport Security Plan.
9.6 Security Plan for Aircraft Operators.
Aircraft operators will prepare their security plans, establishing systems of
control and monitoring according to their own needs, and following directives and procedures
established in the Airport Security Plan and in the security regulations set by the
Airport Security Authority.
9.7 Security Plans of other Organizations or Providers.
Any other organization or provider that carries out activities at the airport must establish a
control and surveillance system for its activities that contributes to the Security Plan of
Airport.
9.8 Behavior. Collaboration.
The airport operator, its employees, service providers, aircraft operators or their
employees, passengers, users, and the general public of the airport must behave in such a way
to avoid all danger to the safety of individuals, property, airport facilities and
aircraft, collaborating in the prevention and reduction of risks.
9.9 Fire prevention.
To prevent fires, it is necessary to avoid accumulating flammable, explosive, or any other type of material.

CHAPTER 10

SPECIAL OBLIGATIONS
10.1 Fire principle.

emergency response to handle air incidents related to hazardous materials

EMERGENCIES, "NOT" RELATED TO AIRCRAFT.

13.5 Responsibilities of the Airport Operator.

14.6 Vehicle Communications in the Movement Area.

CHAPTER 16

USE of the MOVEMENT AREA


PARKING PLATFORM
16.1 Order and security in the Platform Area.

CAPITULO 18

Commercial and Industrial Activities


NO AERONAUTICS.
18.1 Non-Aeronautical Commercial and Industrial Services and Activities. Payment. Other Obligations.

CHAPTER 19

COMMERCIAL DEVELOPMENT OF THE AIRPORT.


19.1 Commercial development objectives of the airport.
The objective of the airport's commercial development is to maximize results and the
development of the airport, including infrastructure aspects as a commercial enterprise. This includes
all initiatives aimed at increasing air traffic and developing commercial activities,
industrial and related services and/or connected to airport activity, seeking to provide comfort and
satisfaction of the needs of passengers and users of the airport and facilitate their choice and

risks of accidents, incidents or illegal acts to people and property in the assigned space.
19.5.7 Upon ceasing the exploitation of the activity, restore the assigned space in accordance with the
procedures and conditions provided for in the respective Contract.
19.5.8 Display the price of the products and services offered to passengers and the general public, in
at all times in pesos and US dollars accepting the payments made in
either of the two currencies at the current parity.
19.5.9 Make all communications to passengers and the general public in Spanish and

CHAPTER 20

USE OF AIRPORT ZONES.

CHAPTER 21

CHAPTER 22

INSURANCE.

CHAPTER 23

FINAL PROVISIONS
23.1 Prior jurisdiction.
Any controversy that arises among the subjects covered by this Regulation as
consequence of its application, it must be submitted in advance to the jurisdiction of the ORSNA.
23.2 Validity of the Regulation.
The present Regulation will come into effect ten (10) business days after its publication in
the Official Bulletin of the Argentine Republic.
