1. GENERAL
1.1. LOW VISIBILITY PROCEDURES (LVP)
1.1.1. GENERAL
LVP shall be applied when any of the following conditions are met:
- RVR or Visibility is 800m or below; or
- Ceiling is 300'/90m or below.
Pilots will be informed about the application of LVP by radiotelephony.
RVR values will be supplied directly by ATC services.
RVR TDZ corresponds to the touchdown zone.
RVR MID corresponds to the RWY midpoint.
RVR END corresponds to the RWY end.
LVP will be cancelled when the following conditions are reported:
- RVR values greater than 1000m reported by all transmissometers or the same
value of visibility if these are out of service;
- When the ceiling is higher than 500'/150m.
1.1.2. GROUND MOVEMENT
While LVPs are active, only taxiing of one single mobile unit (ACFT or ACFT-vehi-
cle group) is permitted in the maneuvering area, and only one ACFT on the apron
is permitted. While the LVP are active, TWY C shall be closed.
Pilots shall proceed to verify the situation of their ACFT at all times, especially
at intersections, ensuring that their taxiing takes place under conditions of com-
plete operational safety. If a pilot issues a specific request to ATC, guidance can
be given with a Follow-me car on arrival to the corresponding gate on the apron.
Obligatory guidance from apron access gate to parking stand.
If a pilot issues a specific request to ATC, guidance can be given with a Follow-
me car to a departing ACFT from the parking stand to the requested maneuvering
area point.
In the event that an exiting ACFT has to return to the apron, the pilot shall
inform ATC and await new taxiing instructions.

On vacating RWY 29, pilots shall notify:
- ILS sensitive area free; and
- TWY used.
The ILS sensitive area becomes vacant when the centerline lights of the TWY used
change from green and yellow to all green.
On the apron, pilots shall notify:
- Stand assigned to the ACFT; and
- Frequency out.
Any ACFT that overshoots TWY D in landing on RWY 29 shall continue taxiing to
the RWY end to vacate it via TWY T.

Pilots shall notify the start of taxiing towards TWY A or B (as indicated by ATC).
1.1.3. COMMUNICATIONS FAILURE
In case of communications failure, the ACFT shall proceed as follows:

If the ACFT just landed, it shall hold on vacating the sensitive area and await the
arrival of a Follow-me car.
If the ACFT already has ATC taxiing clearance, it shall continue by the assigned
route to the ATC clearance limit, taking extreme caution, and wait for the arrival
of a Follow-me car.

1. GENERAL

The ACFT shall continue by the assigned route to the ATC clearance limit, taking
extreme caution, and wait for the arrival of a Follow-me car.
1.1.4. ANOMALOUS SITUATION IN THE MANEUVERING AREA
[Link]. UNCERTAINTY ABOUT POSITION IN THE MANEUVERING AREA
If a pilot is in doubt about the position of the ACFT in relation to the maneuver-
ing area, he must immediately stop the ACFT and report this to ATC (including
last known position).
If a pilot is in doubt about the position of the ACFT in relation to the maneuver-
ing area, but recognizes that the ACFT is on RWY, he shall immediately report
this to ATC (including last known position) and vacate the RWY as soon as possi-
ble if they find an appropriate TWY nearby, unless ATC indicate otherwise, and
then, stop the ACFT.
When ATC realizes that an ACFT has lost its position or is not sure of its posi-
tion, the appropriate measures shall be taken immediately to safeguard the
operations and help the ACFT to determine its position.
[Link]. LOSS OF VISUAL CONTACT BETWEEN MOBILE ELEMENTS
When an ACFT loses visual contact with another, or with a vehicle with which it
is maintaining its own separation, ATC shall be informed immediately, and the
ACFT stopped. ATC shall take the measures that shall deem fit.
[Link]. BREAKDOWN OF ACFT
A pilot shall report this to ATC and await the arrival of assistance. When ACFT
finds itself on a RWY, if possible and unless ATC indicate otherwise, this shall be
vacated.

1.2. SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM


1.2.1. OPERATION OF MODE S TRANSPONDER WHEN THE ACFT IS ON THE
GROUND
ACFT operators shall ensure that the Mode S transponders are able to operate
when the ACFT is on the ground.
From the request for towed push-back or taxi, whichever is earlier and after
landing continuously until ACFT is fully parked on stand, pilots shall select AUTO
mode or the equivalent according to specific installation, XPDR or ON if AUTO is
not available, and the assigned Mode A code.
Select STBY when ACFT is fully parked.
Whenever ACFT is capable of reporting ACFT ident (i. e. call sign used in flight),
ACFT ident should also be entered from the moment of request for towed push-
back or taxi, whichever is earlier (through the FMS or the transponder control
panel). Flight crew must use the specific format defined by ICAO to enter the
ACFT ident (e. g. BAW123, AFR6380, etc.).
To ensure that the performance of systems based on SSR frequencies (including
airborne TCAS units and SSR radars) is not compromised, TCAS should not be
selected before receiving the clearance to line up, and should be deselected after
vacating the RWY.
ACFT taxiing without a flight plan, Mode A code 1000 should be selected.

1. GENERAL
1.3. TAXI PROCEDURES
1.3.1. GENERAL
Regarding allocation of taxiing routes and entrance/exit gate to apron, according
to RWY in use and except for operational reasons to the contrary, where ATC may
coordinate the use of the opposite entrance/exit gate, ACFT assigned
stands1thru 3 shall enter and exit the apron by TWY A, and ACFT assigned
stands 4 thru 9 and AG shall enter and exit the apron by TWY B.
Collision avoidance with other ACFT or obstacles is a responsibility of:
- Pilots taxiing in the apron and in the areas not visible from Tower;
- Handling agents during exit maneuvering from the stand.
1.3.2. OPERATION PROCEDURES FOR CODE D AND E ACFT
The risk analyses undertaken have accredited that the APT offers sufficient guar-
antees of the level of operational safety required for the operation on the apron
of all ACFT of code letter D and those ACFT of code letter E, whose size and char-
acteristics in terms of physical infrastructu re required for their maneuvers and
operations do not exceed those of the model A330-300.
The operation of ACFT of higher code letter is permitted during the application of
the LVP and the directives described under the local procedure must also be
observed.
In the case of ACFT of code letter E simultaneous operation on the RWY/TWY is
limited to one ACFT at a time.
It is necessary for ACFT of code letter D or E to employ oversteering to enter or
exit the apron via access gate B.
The power permitted on the apron is limited, with idling being established for
taxiing on the apron.

1.4. PARKING INFORMATION


1.4.1. GENERAL
Entry and exit maneuvers to/from stands shall be carried out close to idling
power. If a significant power increase is required, pilots shall contact ATC and
the maneuver will be carried out under the supervision of a signalman.
1.4.2. OPERATION PROCEDURES FOR CODE D AND E ACFT
Stand 8A has been defined for ACFT of code letter D and E and its use is incom-
patible with that of the stands 7 and 8.
During the maneuvers of parking and exit, use of the common Equipment Staging
Area (ESA) for stands 6 and 7 shall be prohibited.

2. ARRIVAL
2.1. CONTINUOUS DESCENT OPERATIONS
Depending on traffic situation, and if no need for interrupting the descent is fore-
seen, ACFT will be cleared to proceed to a STAR, or by means of a "direct to"
clearance to an Intermediate Fix (IF) of the STAR, to the Initial Approach Fix
(IAF), to an Intermediate Approach Fix or to the IF, to the adequate altitude of
the IAF or the IF of the instrument approach procedure, in order to allow a contin-
uous descent operation.

2.2. CAT II/III OPERATIONS


RWY 29 approved for CAT II/III operations, special aircrew and ACFT certifica-
tion required.

2.3. TAXI PROCEDURES


All ACFT, which overshoot the exit TWYs C and D in landing, shall taxi to the
RWY end to vacate it via TWY T.

3.1. TAXI PROCEDURES
Pilots-in-command shall carry out their previous checks and be ready to line up
and begin the take-off run immediately after receiving the appropriate clearance,
before they reach the RWY holding position of the RWY-in-use.
ACFT which cannot comply with this requirement, shall inform ATC before they
reach the holding position.

3.2. VISUAL DEPARTURE PROCEDURES FOR IFR FLIGHTS


Under certain circumstances that prevent the use of the published SIDs, IFR
flights may request a visual departure from ATC under the following conditions:
- Between the start of morning civil twilight and the end of evening civil
twilight;
- Weather in the take-off direction and subsequent initial climb permitting vis-
ual flight up to the MSA, which will be provided by ATC;
- Once aligned, the pilot is to propose a heading to ATC that ensures safe
departure;
- The pilot is responsible for maintaining the minimum obstacle clearance up to
the MSA provided by ATC.

Unless otherwise indicated by ATC, HEL must complete
the final APCH on the RWY.
In the cases indicated below, HEL may complete the final
APCH on the parallel TWY T, on section between the
RWY holding position T-1 and TWY B for APCHs by RWY
29, and on section of TWY T between TWYs A and B for
APCHs by RWY 11/HEL may TKOF from the segment of
TWY T between RWY holding position T-1 and TWY B, or
from segment between TWY A and B:
- traffic with operational letter of exemption,
- EMERG OPS,
- with exceptional ATC clearance, due to weather
