I. Source and Sub-Source ReporCng and Analysis of the Federal Bureau of
InvesCgaCon (FBI) under the Leadership of FBI Director Kash Patel
A. ExecuCve Summary
1. Less than four (4) months into the tenure of FBI Director Kash Patel, concerning
anecdotal reporDng about the FBI under his leadership was received by a Na1onal
Alliance of Re1red and Ac1ve-Duty FBI Special Agents and Analysts.
2. The informaDon prompted researchers and authors of this Report to take a “pulse
check” of the FBI, to look independently for indicaDons that Director Patel was, in
fact, living up to expectaDons to effecDvely lead and reform the FBI.
4. Reliable, high quality anecdotal reporDng was collected from a total of 24 trusted
Sources and Sub-Sources located throughout various quadrants of the country.
5. Many of the Sources and Sub-Sources were employed by the FBI, and a methodical,
line-by-line analysis of their reports - represenDng a snapshot taken during a
recent 30-day period - revealed a troubling picture of a chronically under-
performing agency debilitated by:
6. Because so much is at stake for the Public’s safety, NaDonal Security, and the future
of the FBI, the Alliance is presenDng all of its source and sub-source reporDng and

of FBI Director Kash Patel: A Pulse Check of the First Six (6) Months (February 21,
2025 through August 21, 2025)”.
7. To be clear, the authors of this Report who operate quietly as members of the
Alliance would like nothing more than for the FBI and anyone who dares to serve as
its Director to succeed without limits and in all phases for the Greater Good and the
NaDon, no maZer the poliDcal party in power.
8. But the authors also know that, as Subject MaZer Experts on all things FBI,
redempDon and resurrecDon of this proud agency will never be achieved UNLESS
THERE IS FULL TRANSPARENCY (that can be both embarrassing and painful) to
expose criDcal cultural and operaDonal deficiencies plaguing today’s FBI.
B. IntroducCon
2. Founded in 1908 “to protect America”,1 the FBI throughout much of the past century
enjoyed the reputaDonal benefits of the (de facto) Dtle of “world’s premier law
enforcement agency” for its perceived level of professionalism and invesDgaDve
accomplishments that kept the country safe.
3. But in recent years, the FBI has been plagued by persistent accusaDons of
poliDcizaDon against ConservaDves, ineffecDve leadership, pervasive mediocrity in
operaDonal performance, and an alarming decline in the standards applied to the
selecDon of individuals hired to become FBI Special Agents.2
4. There were calls to slash, disband and shut down the FBI,3 and among its fiercest
criDcs were supporters loyal to the 45th and 47th President of the United States,
Donald J. Trump, who were bound in solidarity on the asserDon that the FBI “...failed

in its fundamental mission of adherence to the rule of law”4 when it was allegedly
weaponized to undermine the President and his first PresidenDal campaign.
5. CriDcs brutalized the FBI in the press and on social media unDl the trajectory of the
FBI pivoted dramaDcally one year ago this month when on November 5, 2024 then-
former President Trump was elected to serve a second, non-consecuDve term.
6. 25 days later, on November 30, 2024, the President-elect nominated Kash Patel to
become the next Director of the FBI.5 He was touted at the Dme to be “...bar none,
the right man for the job”,6 and Mr. Trump’s supporters celebrated the selecDon of
Mr. Patel as the first step toward redempDon for the FBI’s past abuses and America’s
best hope to resurrect the troubled agency.
7. On February 20, 2025, Mr. Patel’s nominaDon was confirmed by a 51-49 vote in the
U.S. Senate,7 and on the following day, Kash Patel was sworn in to lead the FBI.8

from an exhausDve review and analysis of all anecdotal reporDng provided by
Sources and Sub-Sources who voluntarily shared their opinions on the state
of the FBI under the leadership of FBI Director Kash Patel.

Key Finding #1:
Mul$ple Sources independently report FBI Special Agents “dislike” President Donald J. Trump, with one
Source clarifying the repor$ng by revealing “...he/she has witnessed an increasing number of FBI Special
Agents who dislike...” the President. Repor]ng from this Source indicated “The number of FBI
employees exhibi]ng TDS (Trump Derangement Syndrome)...is much more widespread within the FBI”
[emphasis added]. Their personal views, according to repor$ng received from this Source, are “...a
major detriment to the FBI’s ability to inves$gate complex crimes” because “...many FBI employees have
lost their ability to think cri$cally about an issue and dis$nguish fact from fic$on...”.10
Another Source reported FBI “...employees openly discussing their dislike...” for the President “...and
making off-color comments about his Administra$on.”11
Another “...FBI employee (a Sub-Source) noted that privately, since January 2025, law enforcement and
intelligence partners from partner countries have admiSed fear that the current U.S. President – Donald
J. Trump – and his Administra$on may cause long-term damage to interna$onal coopera$on.”12
The first Source cited in this Sec$on blamed a “...shif in recruitment priori]es...” that “...populated the
FBI, in many cases, with teachers who were more ‘lef’ leaning in their personal views, including the
view that the government could provide solu]ons to many of today’s problems” [emphasis added].

Key Finding #2:
Highligh$ng strong and persistent objec$ons to President Donald J. Trump’s January 20, 2025 Execu$ve
Order “GRANTING PARDONS AND COMMUTATION OF SENTENCES FOR CERTAIN OFFENSES RELATING TO
THE EVENTS AT OR NEAR THE UNITED STATES CAPITOL ON JANUARY 6, 2021”,13 a Sub-Source (who is an
FBI employee) reported he/she is “demoralized” that the President “...pardoned those righlully
convicted for their role in J6” [emphasis added]. According to the repor$ng, “The FBI employee said
he/she did his/her job and performed honorably within all FBI guidelines and the laws of the United
States”, adding “...he/she lives in fear for his/her family because...(he/she) believed those who were
pardoned or who otherwise support insurrec$onist ideology will target him/her and his/her family.”14
Another Source independently reported “...FBI Special Agents are upset about the lists of FBI personnel
who worked on (J6) inves$ga$ons...”, and the Source further reported “...FBI Special Agents on those
lists were just following orders to inves]gate J6 cases” [emphasis added].15
NOTE: The “lists” were reportedly provided by the FBI to the U.S. Department of Jus$ce for review as
ordered and have not, as of the date of this Report, been released to the Public.

Key Finding #3:
On the poli$ciza$on of the FBI, reliable, high quality source repor$ng indicated “...older (FBI)
employees...felt the FBI was becoming too poli]cal...” and that “...it seemed like (FBI) employees had
lost their objec]vity where inves]ga]ons were concerned” [emphasis added],16 while another Source
also reported “...he/she has heard several conversa$ons among people around the office, including
members of...(the Source’s) own squad, that centered on a common theme - how overly poli$cal the FBI
had become, especially during the years when Mr. Comey and Mr. Wray served as FBI Directors.”17
Repor$ng by the Source further revealed “...everyone (at the FBI) is weary from the constant poli$cs...”.
Addi$onally, the first Source cited in this Sec]on reported televisions in the FBI Field Office “...had
MSNBC and CNN on. Fox News...(the Source said) was nowhere to be found” [emphasis added]. This
Source reported “...this was concerning because the younger (FBI) personnel, if they watched the news
at all, received their informa$on from leg-leaning news outlets, which...(the Source) believed were not
always accurate. There was no ‘trust but verify’ going on...”.

Key Finding #4:
Standing out as a uniquely posi]ve report on FBI employee morale, one Source reported “...his/her
personal morale and the morale of those (FBI) employees he/she works with is high” [emphasis
added]. The Source added, “...the CT (Counterterrorism) and Criminal issues worked by the FBI Field
Office’s Joint Task Force are, unlike during the previous Administra$on in the White House, completely
supported by the DOJ (the U.S. Department of Jus$ce) and the FBI Field Office’s respec$ve USAO (U.S.
ASorney’s Office).”18
Another Source independently reported “...the FBI’s opera$onal effec$veness has drama$cally improved
with the current Administra$on’s re-focus on Criminal and CT (Counterterrorism) issues.” The Source
further reported “...there is no more ‘walking on eggshells’ to convince FBI Management, the USAO (U.S.
ASorney’s Office) or the DOJ (the U.S. Department of Jus$ce) what needs to be done.”19
However, repor]ng collected from other Sources indicates FBI employee morale overall is trending
downward, ranging from “fine”20 to “low” to “bad” to “terrible” [emphasis added]:
One Source reported “...overall, (FBI) employee morale under FBI Director Kash Patel and FBI Deputy
Director Dan Bongino is low” and that “...morale (at the FBI) was also low during the tenures of former
FBI Directors James B. Comey and Christopher Wray, as they, according to...(the Source), began to draw
the FBI into the poli$cal arena and engage in several ques$onable ac$ons that contributed to nega$ve
percep$ons of the FBI.”21
Another Source reported “...morale at the FBI is bad, especially among FBI employees with more than
ten (10) years on the job” because “...experienced FBI employees are marginalized and are not being
allowed to provide their input (into FBI opera$ons and the culture of today’s FBI).”22
A third Source “...reported the morale at the FBI is terrible and that (FBI) employees who are eligible to
re$re are re$ring.”23

FBI employees, according to a Source previously cited in this Sec$on, are “...literally coun$ng down the
$me un$l they are eligible to re$re”, with another Source who “...is disheartened by the foundering
morale of most (FBI) employees” repor$ng that “...employee morale con$nues to plummet at the FBI
under current FBI Director Kash Patel.” That Source reportedly has “...a countdown app on his/her
personal mobile phone that counts down the ]me towards eligibility for early re]rement” [emphasis
added].24

Key Finding #5:
One Source reported FBI Director Kash Patel has been characterized as “...very personable and likable”,
but the Source also indicated the Director has nevertheless “...created a culture of mistrust and
uncertainty among the ranks, partly due to some terrible things Director Patel said about the FBI
before he was nominated for the posi]on of FBI Director...(and)...many Bureau employees took that
personally” [emphasis added]. The Source went on to report “...that feeling of uncertainty at the FBI –
that...(the Source) noted did not exist before – is the result of how FBI Director Kash Patel handled the
firings of a significant number of FBIHQ (FBI Headquarters) and FBI Field Office managers.” The Source
“...acknowledged some FBI managers needed to be fired, but some of them, according to...(the Source),
were, in their minds, ‘just following lawful orders.’”25
Repor$ng from another Source revealed “...that since Kash Patel began his role as the FBI’s new Director,
FBI leaders are just keeping their heads down and are afraid to say anything...” or “...do something
wrong...” because “...they do not want to be terminated from employment.”26
A third Source reported “...FBI personnel, predominantly those members of FBI Management, are
afraid of losing their jobs and are making opera]onal decisions based on that fear”,27 while another
Source independently reported “...FBI leadership at all levels is paralyzed, meaning FBI managers are
wai]ng for the FBI Director to tell them specifically what to do”, and “...many FBI employees are not
doing anything because they are wai]ng on direc]ons from the FBI Director” [emphasis added].28
A figh Source reported “...FBI Special Agents trying to do the right thing are seeking an economic off-
ramp, and...(the Source) went on to say he/she has never had a job where he/she dreads going to work
due to the uncertain work environment and liSle-to-no top cover from FBI Leadership.” The Source
added, “Everyone (at the FBI)...is on ‘pins and needles’ about what they are required to do next, who
will get fired, and who will get re-assigned for non-specific reasons” [emphasis added].29

Key Finding #6:
An alarming concern shared widely by mul$ple Sources was what they reported as the FBI Director’s and
the FBI Deputy Director’s collec$ve lack of prior experience in and knowledge of FBI management and
opera$ons.
“In over his head” was how two (2) Sources independently characterized FBI Director Kash Patel, with
one Source repor]ng “...it appears the FBI Director is in over his head and lacks the requisite
knowledge or deep understanding of all the FBI’s unique and complex inves]ga]ve and intelligence
programs” [emphasis added], while another Source reported “...Director Patel has tried to bring his A
game, but his A game, according to...(the Source), is insufficient.” The Source also reported the Director
“...has neither the breadth of experience nor the bearing an FBI Director needs to be successful.”30, 31
A third Source “...strongly believes FBI Director Kash Patel and FBI Deputy Director Dan Bongino’s lack of
FBI experience is hur$ng their ability to lead its people and deal effec$vely with top-$er threats facing
the country.”32
Another Source reported their “...collec$ve lack of FBI experience and arrogance in not seeking helpful
advice from reputable FBI Special Agents have significantly hurt their ability to make needed course
correc$ons in a $mely way.” Repor]ng that the FBI as an organiza]on under the leadership of Director
Kash Patel was described internally as a “rudderless ship”, the Source lamented how “Things change
constantly...and upper leadership at the FBI has no spine to help FBI Director Kash Patel or FBI Deputy
Director Dan Bongino understand the FBI” [emphasis added].33
A fifh Source believed FBI Director Kash Patel is “not very good”, “...may be insecure”, and also
“...lacks the requisite experience...” or the “...measured self-confidence...” to be the Director of the FBI
[emphasis added]. The Source cited the Director’s failure, even as an aSorney, to recognize the
importance of withholding from public disclosure details of the evidence collected following the
assassina$on of Charlie Kirk in Orem, Utah on September 10, 2025 “...to beSer protect and preserve the
integrity of the inves$ga$on.” Also cited by the Source was how “...Director Patel lost his capacity to
remain calm and thoughkul” during a Congressional CommiSee hearing in the U.S. Senate on September

16, 2025. The Source reported “...Director Patel’s composure erodes very quickly when confronted by
cri$cs, and this appeared to...(the Source) to be a reflec$on of Director Patel’s lack of self-confidence.”34
Regarding FBI Deputy Director Dan Bongino, mul]ple sources specifically cited the Deputy Director’s
lack of experience, repor]ng “...it was a mistake not to appoint a career FBI Special Agent to the
posi]on of FBI Deputy Director” and that the “...posi]on needed someone with broad FBI ins]tu]onal
experience” [emphasis added].35
One Source – who reportedly described FBI Deputy Director Dan Bongino as “...something of a clown” –
reported he/she “...cannot believe there were no onboard FBI Special Agents (or Supervisory Special
Agents and above) with a beSer understanding of the workings of the FBI who might have been a beSer
fit for the posi$on of FBI Deputy Director.”36
An eighth Source – more specifically, a Sub-Source – reported that “...while addressing FBI employees
during a visit to an FBI Field Office in the Western United States, FBI Deputy Director Dan Bongino said,
‘The truth is for chumps’” [emphasis added]. The Sub-Source reported being “...shocked, offended, and
appalled that the Deputy Director of the FBI would make such a statement” and confirmed other FBI
employees corroborated the report and “...were also shocked. When asked...(the Sub-Source’s Repor$ng
Person) said he/she did not know the context in which Deputy Director Bongino made that statement.”37

Key Finding #7:
Despite receiving no specific request to provide feedback on the issue, mul$ple Sources volunteered
their comments – assessed as skewing nega$ve – regarding the frequent use of social media by FBI
Director Kash Patel and FBI Deputy Director Dan Bongino, with one Source reported as saying, “enough
is enough.” Both the FBI Director and FBI Deputy Director, the Source reported, need to “stop talking,
stop pos]ng, and just be professional” [emphasis added].38
Another Source reported “...that under FBI Director Kash Patel and FBI Deputy Director Dan Bongino,
(FBI) employees rarely hear directly from them in a transparent manner to explain why certain things are
being changed or why the FBI is taking a different direc$on” and that “...his/her (FBI) co-workers hear
more news about the FBI’s mission and opera$ons from news sources and from tweets posted on social
media by FBI Director Kash Patel and FBI Deputy Director Dan Bongino.”39
A third Source also noted “...FBI employees receive most of their news about the FBI from social media
content posted by FBI Director Kash Patel and FBI Deputy Director Dan Bongino”, adding “...FBI
employees should be receiving messages from FBI Leadership with more clarity on official,
unclassified, and classified systems” [emphasis added].40
Describing leadership at the FBI as “dismal”, another Source independently reported “...leaders of FBI
Field Offices up to the FBI Director are spending too much ]me on social media and public rela]ons”
and “...are too ofen concerned with building (their own) personal resumes” [emphasis added].41

Key Finding #8:
According to mul$ple Sources across the country, members of the FBI’s workforce, including FBI Special
Agents and members of the FBI’s Professional Staff, responded nega$vely-to-very-nega$vely to orders
compelling them to assist U.S. Immigra$on and Customs Enforcement (ICE) with loca$ng and taking into
custody illegal immigrants for deporta$on out of the United States.
NOTE: Their collec]ve response strongly indicated elements of the FBI workforce were resenlul and
unwilling to do more than begrudgingly execute the mission.
Lack of proper guidance and training for FBI Special Agents were cited as significant red flag issues, with
one Source repor$ng “...an FBI Management briefing on assis$ng U.S. Immigra$on and Customs
Enforcement (ICE)...” was “...incomplete and confusing at best, chao$c at worst.” The Source further
reported that “...when it was pointed out to FBI Management that nobody (at the FBI) knew anything
about immigra]on law, rules and regula]ons, FBI Management responded by telling FBI Special
Agents to let ICE take the lead” [emphasis added]. Regarding an FBI policy that, according to repor$ng
by the Source, required Opera$ons Plans wriSen and approved in advance by the chain of command to
conduct arrests, raids or similar tac$cal opera$ons, the Source reported “...FBI Management responded
by saying ‘don’t worry about Ops Plans.’”42
Another Source reported that “...on mul]ple occasions, FBI Special Agents - who have gone on
enforcement opera]ons with ICE (U.S. Immigra]on and Customs Enforcement) and other federal law
enforcement agencies - have been compelled to deviate from FBI policies and have found themselves
in tac]cally unsafe posi]ons” [emphasis added].43
A third Source independently reported FBI Special Agents “...are being pulled off their regular work
du$es to work shigs with ICE (U.S. Immigra$on and Customs Enforcement), with no training or direc$on”
and that “...FBI Special Agents are told to meet up with ICE agents three (3) days a week in parking lots
and drive around looking for illegal aliens.“44
According to repor$ng provided by a Sub-Source, “...some FBI Special Agents, including agents assigned
to an FBI Field Office SWAT (Special Weapons and Tac$cs) Team, who have been compelled to assist with
raids led by U.S. Immigra$on and Customs Enforcement (ICE) are demoralized, angry, and frustrated
because they (the FBI Special Agents) believe people were being detained and arrested without

warrants”, and they “...feel the FBI’s posi$ve reputa$on in the community will suffer because of the FBI’s
complicity in execu$ng mass warrant-less raids.”45

DIVERSION OF FBI RESOURCES AND PERSONNEL AWAY FROM THE FBI’S NATIONAL SECURITY MISSION
In response to orders to assist U.S. Immigra$on and Customs Enforcement (ICE), both Sources and Sub-
Sources expressed grave concern about the poten$al consequences of diver$ng FBI resources and
uniquely qualified FBI personnel away from the FBI’s Na$onal Security mission, including
Counterterrorism (CT) and Counterintelligence (CI) opera$ons, with one Sub-Source asking, “If we’re not
working CT and CI, then who is?!”46
A Source previously cited in this Sec$on reported the “...resource draw...”, if “...lef unaddressed...will
lead to cascading Na]onal Security threats, ul]mately compromising the security of our country”,47
and another Source similarly reported “...diver]ng FBI Special Agents in this way will harm our
Na]onal Security and serve as an addi]onal blow to the FBI” [emphasis added].48
A seventh Source providing comments relevant to this Sec$on agreed “...with the shig towards
combapng violent crime and prosecu$ng/depor$ng dangerous illegal immigrants...” but was reported
as saying the shig need not “...come at the expense of CI (Counterintelligence) and other Na$onal
Security work.” Standing alone as a minority voice on the issue, the Source further reported
“...immigra]on ac]ons have been overwhelmingly successful. Those individuals being swept up in the
raids...(the Source) said, are criminal and dangerous, not ‘otherwise law-abiding grandmas who have
been here (in the country) for 20 years’, as reported by some media outlets” [emphasis added].49

Key Finding #9:
There were strong opinions shared by mul$ple Sources praising the removal of Diversity, Equity and
Inclusion (DEI) ini$a$ves and programs from the FBI, with one Source repor$ng that before FBI Director
Kash Patel began his role as the FBI’s new Director, there was “...an over-emphasis on DEI (Diversity,
Equity and Inclusion) ini]a]ves to the exclusion of doing actual work” [emphasis added], that “...some
FBI personnel felt ‘feelings’ maSered more than case work...”, and “...that certain DEI groups were
‘catered to’ and used their status as special interest groups to shield them from doing work.” The Source
further reported “...some FBI leaders were afraid of holding FBI employees in these special interest
groups accountable when they didn’t do their assigned work because the FBI leaders were afraid of
being labeled as racist or obstruc$ve, which, according to...(the Source), could adversely impact their
prospects for promo$on.” According to repor$ng received from the Source, “...there was a $me when
white males in the office, par$cularly FBI Special Agents, felt marginalized as outsiders, due to the heavy
influx of DEI ini$a$ves”, but since FBI Director Kash Patel assumed the role of the FBI’s new Director,
the Source reported “...there has been less focus on DEI and other special interest groups and
func]ons during work hours at the FBI, and this, according to...(the Source), has made FBI employees
happy” [emphasis added].50
Another Source similarly reported “...the younger (FBI) employees enjoyed programs focused on DEI
because those programs took their $me away from doing actual work” and that “...the more senior (FBI)
employees stayed silent for fear of being labeled a ‘racist’ when it came to commen$ng on the focus
placed on DEI.”51
The same Source reported that because DEI has been removed from the DNA of the FBI’s daily
opera$ons, the administra]ve burden on FBI Special Agents and other FBI personnel “...is less because
they do not have to par]cipate in DEI (Diversity, Equity and Inclusion) and other related training and
mee]ngs” [emphasis added].52
A Source previously cited in this Sec$on similarly reported “...the administra$ve burden (on FBI
personnel) is lessened because they do not have to par$cipate in DEI (Diversity, Equity and Inclusion) and
other related training and mee$ngs, which...(the Source) said many appreciate.”53

A third Source independently reported “...FBI Special Agents and other FBI personnel spend too much
$me on administra$ve work, but...(the Source) did note the administra$ve burden has improved since
the removal of $me required to spend on DEI (Diversity, Equity and Inclusion).”54
Finally, another Source was reported as saying “The mission (at the FBI)...is re-focusing on ‘Do your
f’ing job’ rather than on non-mission essen]al or counter-produc]ve tasks, or sensi]vity training
which...(the Source) said was insul]ng to the majority of (FBI) employees who do not need to be told
how to communicate” [emphasis added].55

Key Finding #10:
Source repor$ng showed opinions were mixed on the progress to reform the FBI, with one Source
repor$ng “...there has not been much progress to reform the FBI”56 and another repor]ng he/she is
“...not happy with the apparent lack of progress in elimina]ng the poli]cized elements of today’s FBI”
[emphasis added]. The second Source, more specifically described “...as being upset with the lack of
ins$tu$onal reform at the FBI”, further reported “...that despite public comments by FBI Director Kash
Patel, there seems to be liSle progress (in reforming the FBI) under his leadership.”57
Another Source believed “...there is good progress at HQ (FBI Headquarters) to reform the FBI, ci]ng
the firing of FBI EADs (Execu]ve Assistant Directors)” and that “...firings like these need to be
implemented at the FBI Field Office level [emphasis added]. They have not gone deep enough,
according to...(the Source), and they should be brought to the mid-management level, ASACs (Assistant
Special Agents-in-Charge), and above.”58
Regarding reform at the opera$onal level, a fourth Source reported “...opera$onal effec$veness (at the
FBI) has improved because prosecutors are being more aggressive to stay in the Administra$on’s favor”
and that “...there is a big push for officer safety and associated training, which...(the Source) said is good
considering the current emphasis on combapng violent crime and the push to get (more) FBI Special
Agents out of the office and onto the streets.”59
A figh Source independently reported “With the new Administra$on in the White House, the ‘vocal
minority’...(the Source) said, is not running things anymore. (The Source) added the FBI Field Office has
re-focused on the mission. It is early, but...(the Source) said it appears ins]tu]onal reform is headed in
the right direc]on” [emphasis added]. The Source further reported “...case work and threats are now
the priority” and that “...even most of those assigned to FBIHQ (FBI Headquarters) who are being kicked
back out to the Field acknowledge the re-priori$za$on is a posi$ve move.”60

ALPHA 16 has served for more than 15 years as an FBI Special Agent (SA)
and FBI Supervisory Special Agent (SSA) in an FBI Field Office located in a
large metropolitan city in the Eastern United States.
ROMEO PAPA 139 has known ALPHA 16 for about a decade and assessed
ALPHA 16 as being a hard worker, knowledgeable, and well-respected by
his/her peers at the FBI. ROMEO PAPA 139 further described ALPHA 16 as
reliable, trustworthy and competent.
ALPHA 16 reported that all FBI employees received an e-mail from FBI
Director Kash Patel a few weeks ago (circa August 2025) regarding e-mail
signature blocks.
ALPHA 16 said FBI Director Kash Patel, in his e-mail to all FBI employees,
ordered the following: e-mail signature blocks are not to have any
pronouns or messages of any kind (e.g., quotes or inspiraDonal
messages). Director Patel, according to ALPHA 16, also ordered the same
font be used and in only one color – black.
However, ALPHA 16 reported that FBI Director Kash Patel’s own e-mail
signature block included “#9”, which FBI personnel interpreted as
signifying Director Patel’s posiDon in history as the FBI’s 9th Director.
ALPHA 16 said FBI personnel in the office laughed at what was perceived
as hypocrisy on the part of FBI Director Kash Patel.61

Kash Patel was upset amer learning about a (group) discussion that took
place at the FBI Academy in QuanDco, Virginia among approximately a
few dozen FBI personnel who, during the discussion, agreed, disagreed,
or were indifferent to a request (reportedly) by Director Patel that he (the
Director) be issued an FBI firearm.
According to ALPHA 95, details of the (group) discussion were leaked, FBI
Director Kash Patel learned about the discussion, and subsequently, FBI
personnel who took part in the discussion were ordered to submit to
polygraph examinaDons to determine their involvement in the discussion
and any acDons they may have taken amer the discussion took place.

According to ROMEO PAPA 127, ALPHA 99 is reliable, trustworthy and
competent, and the informaDon provided by ALPHA 99 was believed to
be credible but has not yet been independently corroborated.
According to ALPHA 99, FBI Director Kash Patel arrived at the Provo Airport in
Provo, Utah on September 11, 2025.
ALPHA 99 said that ager his plane landed, FBI Director Kash Patel would not
disembark from the plane without an FBI raid jacket.
NOTE: Based on ALPHA 99’s repor$ng, FBI Director Kash Patel apparently did
not have his own FBI raid jacket with him and refused to step from the plane
without wearing one.
ALPHA 99 went on to say many FBI Special Agents (and other FBI personnel)
were busy working in the agermath of the assassina$on of Charlie Kirk and that
FBI personnel had to (stop and) ask around to find an FBI raid jacket - a medium-
sized one - that would fit FBI Director Kash Patel.
ALPHA 99 said there were many large and extra-large FBI raid jackets available.
Finally, according to ALPHA 99, FBI personnel searching for a medium-sized FBI
raid jacket (that would fit FBI Director Kash Patel) finally found one. That raid
jacket, ALPHA 99 said, belonged to one of the female FBI Special Agents.
ALPHA 99 said the raid jacket belonging to the female FBI Special Agent was
then delivered to FBI Director Kash Patel on the plane, but as he was inspec$ng
the jacket, Director Patel no$ced two areas on the (upper) sleeves (near the
shoulders) that did not have VELCRO® patches aSached.
ALPHA 99 said FBI Director Kash Patel then reportedly said he would not leave
the aircrag un$l he had two patches to cover those areas.
According to ALPHA 99, members of an FBI SWAT (Special Weapons and Tac$cs)
Team took patches off their uniforms and ran those patches over to FBI Director
Kash Patel at the airport.
The patches were then aSached to the loaner FBI raid jacket, ALPHA 99 said, and
FBI Director Kash Patel disembarked from the plane.63

E. Genesis of the Report: The Source That Started It All
a. On Thursday, June 12, 2025, the independent researchers and authors of this
Report who operate quietly as members of a Na1onal Alliance of Re1red and
Ac1ve-Duty FBI Special Agents and Analysts received informaDon from a reDred
FBI Special Agent regarding notable incidents, cultural trends and personnel
issues observed inside the FBI.
b. The agency trends reported to the Alliance raised concerns among members of
the Alliance and prompted a decision by its leadership to further explore and
independently corroborate those trends by consulDng with trusted sources from
across the country and at different levels inside the FBI, consistent with the
Alliance’s oath, duty and obligaDon to (i) promote transparency on behalf of the
American people and (ii) advocate for real accountability within the FBI.
a. The reDred agent who reported the informaDon to the Alliance has 25 years of
experience conducDng complex, federal criminal invesDgaDons in the Western
United States. More specifically, the reDred agent – who is also an aZorney - has
led invesDgaDons into violent crime maZers, domesDc terrorism, and illicit drug
distribuDon by organized criminal organizaDons.
3. The Source
a. The reDred agent received the informaDon reported to the Alliance directly from
another reDred FBI Special Agent (The Source) who also served as an agent in the
Western United States and who recently reDred in the Spring of 2025.
b. The Source was described by the ReporDng Person as highly reliable, and the
ReporDng Person believed the Source was moDvated to voluntarily provide the
informaDon detailed below by the Source’s concern for the direcDon and future
of the FBI.

ii. The Source went on to say (the new FBI Director Kash) Patel has announced
new prioriDes, but there is no plan or direcDon, according to the Source,
about how to implement them.
iii. FBI Special Agents-in-Charge (or SACs), the Source said, are instrucDng their
agents to keep doing what (they) have been doing unDl they (the SACs) get
some direcDon from (FBI) Headquarters (HQ).
b. Span of Control
i. According to the Source, the realignment of how SACs report to FBI HQ (as
leaders of their respecDve FBI Field Offices) isn’t working very well.
ii. The Source said FBI Field Offices report to one of five (5) SES (Senior
ExecuDve Service) folks who report to FBI Deputy Director Dan Bongino. The
SESers, the Source said, also serve as program managers for naDonwide
programs, such as CT (Counterterrorism), resulDng in a span of control that
the Source described as too broad and unworkable.
iii. The boZom line, according to the Source, is they (the FBI as an organizaDon)
are – in the words of the Source - “a rudderless ship” and all “f’ed up”.
i. According to the Source, there is no money allocated to form new gang and
violent crime task forces.
ii. Many of the legacy task forces went belly up under (former FBI Director
Christopher) Wray, the Source said, and bridges with local (law enforcement)
agencies were burned.
iii. The Source further stated that in addiDon to no money, there is no poliDcal
capital to restore them.
ii. Many (FBI Special) Agents have reDred, according to the Source, and all (FBI
Field) Offices are well below (what was interpreted by the ReporDng Person
as) the TSL (an acronym used to refer to the number of employees alloZed
and/or budgeted for a parDcular division, office or squad, also known as the
FSL).

iii. The Source further stated the 1,500 (FBI Special) Agents being transferred to
the field from FBI HQ has complicated the pre-exisDng shortage of Bureau
cars (i.e. government vehicles) available to FBI personnel.
i. The Source stated that approximately 20% of (FBI Special) Agents in the field,
or in some cases, 20% of an agent’s Dme – depending on how each FBI Field
Office chooses to uDlize its resources, is to be spent working immigraDon
cases.
ii. The (FBI Special) Agents are not iniDaDng or working as (lead) case agents on
immigraDon maZers, the Source said. IniDally, agents, according to the
Source, were directed to do so, but FBI Field Offices pushed back saying
agents don’t have enough training in immigraDon law to run cases (as lead
case agents).
iii. The Source further stated (FBI Special) Agents assigned to immigraDon
enforcement tag along to assist ICE (U.S. ImmigraDon and Customs
Enforcement) with invesDgaDons and arrests.
iv. The Source highlighted the following as a problem: ICE’s very different
standards (compared to the FBI’s) for raid and arrest planning. The Source
characterized ICE’s standards as lax, and the Source said (FBI Special) Agents
assisDng ICE are being told to engage in acDons that violate Bureau (or FBI
AdministraDve) policy for planning, OperaDonal Orders, etc.
v. As a result, the FBI, according to the Source, has assigned FBI Assistant
Special Agents-in-Charge (ASACs) to ICE Command Posts around the naDon to
help deconflict these issues.64

F. Request for InformaCon (RFI)
1. To validate reporDng provided by the Original Source (as detailed above) and to
further assess the FBI under the leadership of FBI Director Kash Patel, the Alliance
issued a formal Request for InformaDon (RFI) on August 15, 2025 to:
a. IDENTIFY criDcal issues facing today’s FBI under the leadership of the new FBI
Director at the six-month mark (and moving forward, at regular intervals and
beyond); and
b. REPORT notable incidents, cultural trends and personnel issues observed inside
the FBI.65
3. In the spirit of transparency and accountability, ReporDng Persons, Sources and Sub-
Sources from across the country with direct, first-hand access and unrivaled
experience and experDse were called upon to submit reporDng on the state of the
FBI and, more specifically, the daily work and management and leadership style of
the FBI Director so that his performance can be scruDnized and measured against
the highest standards and reported to the American Public and members of
Congress tasked with conducDng oversight of the FBI.
1. In response to the Request for InformaDon (RFI), highly credible reporDng in the
form of typed documentaDon was received beginning on August 26, 2025 from
ReporDng Persons whose Sources and Sub-Sources had, in most instances, direct
access to and first-hand knowledge of the informaDon requested.

2. The final source report was received on September 17, 2025, bringing the total
number of independent source and sub-source reports originaDng from different
quadrants across the country to 24.
3. Every source and sub-source report was verified and reviewed for accuracy with
their respecDve ReporDng Persons before the reports were finalized and accepted
for inclusion into this Report.
H. Shield of Anonymity
2. Code names were used instead – ROMEO PAPA for ReporDng Persons and ALPHA for
Sources (and Sub-Sources) – and each Source was randomly assigned a number for
tracking purposes.
3. To the extent they did not reveal the idenDDes of the ReporDng Persons, Sources and
Sub-Sources, biographical data were also made available and are detailed later in
this Report in SecDon II to provide the reader an opportunity to independently
evaluate each Source and Sub-Source for credibility.67
4. While admiZedly less than ideal for full transparency, the ReporDng Persons, Sources
and Sub-Sources were compelled to operate from behind a Shield of Anonymity for
their own professional survival.
5. Without that Shield - necessary to protect FBI personnel and whistleblowers from
insDtuDonal retribuDon by the FBI - their first-hand, insider observaDons about an
agency facing existenDal challenges would likely never have seen the light of day.

I. RecommendaCons
Based on the Ten (10) Key Findings and source and sub-source reporDng featured in this
Report, the Alliance is issuing two (2) criDcally important recommendaDons and
direcDng them, respecrully, first to FBI Director Kash Patel and his Leadership Team and
secondly to all members of the FBI’s non-supervisory workforce:
b. Every opinion majers. Whether it’s one or one thousand, every opinion from
every member of the FBI’s workforce deserves full consideraDon by FBI
Leadership.68
e. ...the answers are all there – right there in your best people - as a blueprint for
what they need and how you must lead.69
f. To ignore them - to dismiss or minimize what your own people care about and
have to say - is to guarantee mistakes of the past will be repeated unDl what
remains of the presDge of a proud insDtuDon finally collapses under the weight
of chronic failure that will further erode the trust of the American people.

J. Conclusion
1. No other group of reDred and acDve-duty FBI Special Agents and Analysts has done
more in recent years to independently study the issues that plague the FBI.
2. This Report, enDtled “Source Repor1ng and Analysis of the Federal Bureau of
Inves1ga1on under the Leadership of FBI Director Kash Patel”, is now the third such
formal analysis in as many years of anecdotal reporDng on the FBI received by a
Na1onal Alliance of Re1red and Ac1ve-Duty FBI Special Agents and Analysts.
3. And like the Alliance’s two (2) previous Reports - “Report on Alarming Trends in FBI
Special Agent Recruitment and Selec1on” dated October 202373 and “Report on
Local Law Enforcement’s Loss of Trust in the FBI and the Cri1cal Impact on Public
Safety and Na1onal Security” dated July 202474 – this Open Source Report was
produced primarily for the benefit of (a) the American Public – who, as taxpayers,
fund the agency – and (b) for members of Congress who are tasked with conducDng
oversight of the FBI.
4. In all, the Alliance has to date presented more than 450 pages of reporDng and
expert analyses derived from 79 independent reports from trusted Sources and
Sub-Sources, all compiled with the same, fundamental objecDves: IDENTIFY and
EXPLORE the most criDcal issues to TRIGGER meaningful correcDve acDon.75
5. Whatever the pracDcal outcome of this third, most recent Report, members of the
Alliance will conDnue to keep a watchful eye on the FBI, moDvated by the Oath they
took decades ago: uphold the U.S. ConsDtuDon and protect and serve the federal
government’s first and only clients, the American people.
6. It is an Oath that never expires, and members of the Alliance are as strongly
commiZed to keeping that solemn promise today as they were the very first day they
swore an allegiance to defend the United States of America as Special Agents and
Analysts of the FBI.

On August 26, 2025 and September 10, 2025, the ReporDng Person (Codename ROMEO PAPA
174), a veteran of the U.S. Armed Forces who served at a number of posts across Europe before
entering on duty with the FBI where he/she served for a quarter of a century as a highly
decorated FBI Special Agent in major FBI Field Offices across the United States in various
supervisory and invesDgaDve roles, including extensive work as an Undercover (UC) agent in
support of complex criminal and NaDonal Security operaDons, voluntarily provided the
following informaDon obtained first-hand from a human source (Codename ALPHA 28):

ALPHA 28 has served with disDncDon as an FBI Special Agent and has earned the respect of
his/her peers and supervisors for his/her success as a dedicated crime fighter in an FBI Field
Office located in the Western United States.
ROMEO PAPA 174 has known ALPHA 28 for ALPHA 28’s enDre professional career in law
enforcement at different levels, including at the federal level; and ROMEO PAPA 174 has verified
first-hand ALPHA 28’s reliability, trustworthiness and competence as a criminal invesDgator who
has developed extensive experience leading federal invesDgaDons of major violent crime.

INCOMPLETE, CONFUSING AND CHAOTIC
ALPHA 28 said he/she and his/her fellow FBI Special Agents received an FBI Management
briefing on assisDng U.S. ImmigraDon and Customs Enforcement (ICE), and ALPHA 28
characterized the briefing as incomplete and confusing at best, chaoDc at worst.
ALPHA 28 reported FBI Assistant Special Agents-in-Charge (ASACs) and other (lower level)
supervisors provided liZle to no guidance about the FBI’s mission to assist ICE, saying only that
FBI Special Agents were to “assist” ICE with its roundups of illegals.
According to ALPHA 28, when it was pointed out to FBI Management that nobody (at the FBI)
knew anything about immigraDon law, rules and regulaDons, FBI Management responded by
telling FBI Special Agents to let ICE take the lead. The ICE agents, according to ALPHA 28, were
going to lead and direct operaDons, they were told, and FBI Special Agents were to assist as
needed.
ALPHA 28 further stated that when FBI Special Agents asked FBI Management about the FBI’s
policy that required an approved “Ops Plan” (i.e., an OperaDons Plan wriZen and approved in
advance by the chain of command) to conduct arrests, raids or similar (tacDcal) operaDons, FBI
Management responded by saying “don’t worry about Ops Plans.”
ALPHA 28 reported that when FBI Special Agents asked about deadly force situaDons and
whether the U.S. Department of JusDce (DOJ) or the FBI would support FBI Special Agents who
got involved in any deadly force incidents (while assisDng ICE), the guidance provided was
vague, adding that he/she and other FBI Special Agents were told by FBI Management that they
(the FBI Special Agents assisDng ICE) should try not to get involved in any deadly force issues or
shooDng.
ALPHA 28 said that when FBI Special Agents expressed their concerns about the sketchy facts
and mission guidance, FBI Management responded by asking the agents whether they were
refusing to conduct the mission. ALPHA 28 interpreted FBI Management’s response, which was
delivered in the form of a quesDon, as a clear indicaDon that FBI Special Agents would get in
trouble if they refused to assist ICE.
NOTE: Based on his/her decades of combined experience in the U.S. Armed Forces and the FBI,
ROMEO PAPA 174 believed that based on ALPHA 28’s reporDng, the FBI appeared willing to
ignore or suspend FBI rules and regulaDons and throw FBI Special Agents to the wolves with
liZle to no guidance.

FUEL FOR THE MEDIA
ALPHA 28 also reported that more recently (someDme during the month of July 2025) there was
a noDce delivered to the squads in ALPHA 28’s FBI Field Office (located in the Western United
States) from someone, believed to be a member of FBI Management, who was “encouraging”
FBI Special Agents with important and large cases to “hurry up” and conduct arrests because
the arrest staDsDcs were down.
ALPHA 28’s reporDng about the noDce was interpreted by ROMEO PAPA 174 as originaDng from
the FBI, U.S. Department of JusDce (DOJ), or even as high as the White House with the goal of
presenDng major case arrests to the media.
ALPHA 28 said FBI Management leading his/her FBI Field Office is inDmidated, scared and
skiush regarding any direcDves coming down from FBI Headquarters, adding that local FBI
Managers would never quesDon the direcDves because they are afraid of losing their jobs based
on past dismissals of other FBI Managers across the country.
ROMEO PAPA 174 interpreted this reporDng as meaning local FBI Managers were more
concerned about their own careers than they were about the well-being and morale of FBI
Special Agents in the Field.

ALPHA 52 served for more than 20 years in the FBI as an FBI Special Agent (SA), FBI Supervisory
Special Agent (SSA), and staff instructor at the FBI Academy in QuanDco, Virginia.
ROMEO PAPA 115 assessed ALPHA 52 as competent, reliable and trustworthy, with direct access
to the informaDon detailed below. According to ROMEO PAPA 115, the informaDon provided by
ALPHA 52 was based on comments ALPHA 52 made within the previous month (circa August
2025) and were, according to ROMEO PAPA 115, derived from a series of weekly contacts ALPHA
52 had with his/her (ALPHA 52’s) former co-workers at the FBI.
ALPHA 52 said the concerns of onboard FBI employees have died down somewhat regarding
newly confirmed FBI Director Kash Patel and newly appointed FBI Deputy Director Dan Bongino.
Things, according to ALPHA 52, seem to have returned somewhat to normal.

However, in evaluaDng FBI Director Kash Patel’s performance as the new Director, ALPHA 52
advised Director Patel seems to be in over his head and struggling. ALPHA 52 added that no
clear direcDon for the FBI has been forthcoming from the Director.
In Director Patel’s defense, ALPHA 52 noted there are so many problems in the FBI and so many
people that it would be difficult for anybody to know whom to trust to make changes at the FBI.
In evaluaDng FBI Deputy Director Dan Bongino, ALPHA 52 believes the Deputy Director is
something of a clown.
ALPHA 52 also said he/she (ALPHA 52) cannot believe there were no onboard FBI Special Agents
(or Supervisory Special Agents and above) with a beZer understanding of the workings of the
FBI who might have been a beZer fit for the posiDon of FBI Deputy Director.
NO SYSTEMIC CHANGES
ALPHA 52 stated FBI Director Kash Patel and FBI Deputy Director Dan Bongino have not made
any significant systemic changes that would address the concerns of many Americans who
believe the FBI has become poliDcized.
This lack of systemic change, according to ALPHA 52, and implementaDon of safeguards to
prevent the poliDcizaDon of the FBI - such as when Kevin Clinesmith, acDng as an FBI aZorney,
tampered with evidence - is very concerning.
ALPHA 52 said public statements FBI Director Kash Patel made prior to his nominaDon and
confirmaDon as FBI Director are in direct conflict with his current public statements. ALPHA 52
added that this conflict between what Director Patel said before and amer he took the top spot
at the FBI harms what liZle confidence the Public has in the FBI.
Regarding the release of the Epstein files (i.e., files associated with Jeffrey Epstein, the convicted
sex offender who died in a New York prison cell on August 10, 2019), ALPHA 52 said the release
was badly handled by the U.S. AZorney General (Pamela Bondi) and the FBI.
ALPHA 52 believed that as a direct result of how it was handled, the reputaDonal damage to
both the AZorney General and the FBI Director as individuals, as well as to the DOJ and the FBI
as organizaDons, was significant.

NO CONFIDENCE IN NEW FBI SPECIAL AGENTS
ALPHA 52 said he/she would not be comfortable working street-level invesDgaDons, including
parDcipaDng in potenDal arrest scenarios, with the current generaDon of FBI Special Agents.
ALPHA 52 further stated that while he/she (ALPHA 52) enjoyed training and interacDng with
New Agent Trainees at the FBI Academy in QuanDco, Virginia, ALPHA 52 said he/she has no
confidence in the current crop of FBI Special Agents because they have an enDtlement mentality
and want everything handed to them. They lack the ability, according to ALPHA 52, to operate
independently.
ALPHA 52 reported a marked shim from ALPHA 52’s (older) generaDon of FBI Special Agents to
the FBI Special Agents who are on the job today. ALPHA 52’s (older) generaDon were mission-
driven and found ways to solve problems, ALPHA 52 said, while current FBI Special Agents seem
much less moDvated to complete invesDgaDons.
ALPHA 52 further noted he/she believes there were conscious decisions made by the FBI to hire
educators to fill FBI Special Agent posiDons rather than police officers, military veterans,
aZorneys, and accountants.
This shim in recruitment prioriDes, according to ALPHA 52, populated the FBI, in many cases,
with teachers who were more “lem” leaning in their personal views, including the view that the
government could provide soluDons to many of today’s problems.
ALPHA 52 said he/she has witnessed an increasing number of FBI Special Agents who dislike
President Donald J. Trump and who exhibit signs of what is commonly referred to as “Trump
Derangement Syndrome” (or “TDS”, for short). The number of FBI employees exhibiDng TDS,
according to ALPHA 52, is much more widespread within the FBI.
ALPHA 52 further stated many FBI employees have lost their ability to think criDcally about an
issue and disDnguish fact from ficDon, a major detriment to the FBI’s ability to invesDgate
complex crimes.
ALPHA 52 said he/she believes the public percepDon of and trust in the DOJ and FBI cannot be
“fixed”.
ALPHA 52 went on to say he/she has liZle trust in the FBI as an organizaDon to do the “right”
thing, and ALPHA 52 believes none of the individuals within the U.S. Intelligence Community

believed to be responsible for illegally spying on then-candidate and later President Donald J.
Trump will ever face any real accountability or prison Dme.
ALPHA 52 stated that if he/she were ever contacted today by acDve-duty FBI Special Agents
(who were acDng in their official capacity), ALPHA 52 would refuse to speak with them.

subject maZer associated with the informaDon provided below was determined to be direct.
Regarding the current state of the FBI, ALPHA 84 said he/she is not happy with the apparent
lack of progress in eliminaDng the poliDcized elements of today’s FBI.
ALPHA 84 further stated that despite public comments by FBI Director Kash Patel, there seems
to be liZle progress (in reforming the FBI) under his leadership.

ALPHA 84 said he/she does not believe any FBI personnel or other actors within the U.S.
Intelligence Community who were involved in the illegal spying on then-candidate and now
President Donald J. Trump will ever be brought to jusDce or serve prison Dme.
ALPHA 84 was described by ROMEO PAPA 115 as being upset with the lack of insDtuDonal
reform at the FBI.

corporate security professional who serves in a posiDon of leadership at a private sector
operaDon that is the largest of its kind in the Western United States and who previously served
for more than two decades as an FBI Special Agent (SA) and FBI Supervisory Special Agent (SSA),
voluntarily provided the following informaDon obtained first-hand from a human source
(Codename ALPHA 33):

ALPHA 33 is a combat veteran of the U.S. Armed Forces who has served for more than 15 years
in the FBI, including most recently as an FBI Supervisory Special Agent (SSA).
ALPHA 33 contacted ROMEO PAPA 148 in the context of a social seung and wanted to discuss
his/her (ALPHA 33’s) experiences in today’s FBI.
ROMEO PAPA 148 described ALPHA 33 as a person of high competence, integrity, and dedicaDon
to the FBI’s mission to protect American ciDzens and uphold the U.S. ConsDtuDon. ROMEO
PAPA 148 further described ALPHA 33 as credible, consistent with someone who had worked as
an FBI Special Agent for several years.
ALPHA 33 said that even though he/she has his/her own individual beliefs and values, ALPHA 33
does not let them cloud his/her judgement when performing his/her duDes at work.

ALPHA 33 further stated he/she never brings up poliDcal statements or even cares about the
poliDcal leanings of his/her co-workers at the FBI.
The only things ALPHA 33 cares about, according to ALPHA 33, are whether ALPHA 33’s
colleagues at the FBI are competent, trustworthy, and do their best.
According to ALPHA 33, employee morale at the FBI progressively plummeted under former FBI
Directors Robert S. Mueller III, James B. Comey, and Christopher Wray; and employee morale
conDnues to plummet at the FBI under current FBI Director Kash Patel.
ALPHA 33 said he/she has heard several conversaDons among people around the office,
including members of ALPHA 33’s own squad, that centered on a common theme - how overly
poliDcal the FBI had become, especially during the years when Mr. Comey and Mr. Wray served
as FBI Directors.
ALPHA 33 further stated there was an emoDonal discussion about today’s FBI under the
leadership of current FBI Director Kash Patel, a discussion during which the FBI as an
organizaDon was described as a “rudderless ship”.
Things change constantly, according to ALPHA 33, and upper leadership at the FBI has no spine
to help FBI Director Kash Patel or FBI Deputy Director Dan Bongino understand the FBI.
ALPHA 33 said FBI Special Agents trying to do the right thing are seeking an economic off-ramp,
and ALPHA 33 went on to say he/she has never had a job where he/she dreads going to work
due to the uncertain work environment and liZle-to-no top cover from FBI Leadership.
According to ALPHA 33, FBI Director Kash Patel sent out an all-employee e-mail revising the FBI’s
(organizaDonal) strategy, but there was liZle-to-no follow-up from FBI Leadership on what the
revisions actually meant to the people doing the work.
ALPHA 33 stated that FBI employees receive most of their news about the FBI from social media
content posted by FBI Director Kash Patel and FBI Deputy Director Dan Bongino. ALPHA 33 said
FBI employees should be receiving messages from FBI Leadership with more clarity on official,
unclassified, and classified systems.

FATIGUE AND ANXIETY AT THE FBI
ALPHA 33 said that everyone (at the FBI) is weary from the constant poliDcs, aZacks on the FBI,
and the lack of transparency by past and current FBI Leadership.
Everyone (at the FBI), according to ALPHA 33, is on “pins and needles” about what they are
required to do next, who will get fired, and who will get re-assigned for non-specific reasons.
ALPHA 33 further stated he/she has a countdown app on his/her personal mobile phone that
counts down the Dme towards eligibility for early reDrement.
Although ALPHA 33 is happy to see some FBI ExecuDves who abused their posiDons finally get
fired, it took too long, ALPHA 33 believed, and nothing was clearly communicated to FBI
employees.
ALPHA 33 said most of his/her colleagues are scared to do anything that will get them fired,
sancDoned, or transferred.
ALPHA 33 believed the FBI’s Counterintelligence (CI) mission is a noble one and vital, parDcularly
when the FBI is expected to cover it, but ALPHA 33 said that like most invesDgaDve programs,
FBI Special Agents in those programs are being tasked instead to work immigraDon and violent
crime maZers.
ALPHA 33 said diverDng FBI Special Agents in this way will harm our NaDonal Security and serve
as an addiDonal blow to the FBI.
ALPHA 33 said he/she and his/her close friends (at the FBI) are mad at past and present FBI
Leadership because they are destroying the FBI’s credibility and competence.
ALPHA 33 further stated he/she has worked hard to make a difference in every posiDon he/she
has held and is disheartened by the foundering morale of most (FBI) employees.
ALPHA 33 said he/she has invested too many years in government service to quit in today’s
tough job market, adding that he/she is aware of several FBI Special Agents having difficulty
finding meaningful and economically viable post-Bureau careers because of the Bureau’s

tarnished reputaDon. ALPHA 33 said the reputaDon was tarnished primarily by a few FBI
Leaders at the top of the organizaDon.
ALPHA 33 strongly believes FBI Director Kash Patel’s and FBI Deputy Director Dan Bongino’s
collecDve lack of FBI experience and arrogance in not seeking helpful advice from reputable FBI
Special Agents have significantly hurt their ability to make needed course correcDons in a Dmely
way.

ALPHA 47 said an FBI employee with more than a quarter of a century of experience and a
reputa9on for exercising discre9on in his/her role suppor9ng FBI undercover opera9ons
reported the following:
The FBI employee said that while addressing FBI employees during a visit to an FBI Field Office
in the Western United States, FBI Deputy Director Dan Bongino said, “The truth is for chumps.”
The FBI employee said he/she was shocked, offended, and appalled that the Deputy Director of
the FBI would make such a statement.
ALPHA 47 said other FBI employees corroborated the FBI employee’s original report and shared
with ALPHA 47 that they were also shocked.
When asked, ALPHA 47 said he/she did not know the context in which Deputy Director Bongino
made that statement.
ALPHA 47 said an FBI employee with more than a decade of experience on reac9ve (criminal)
squads reported the following:
The FBI employee said some FBI Special Agents, including agents assigned to an FBI Field Office
SWAT (Special Weapons and TacDcs) Team, who have been compelled to assist with raids led by

because they (the FBI Special Agents) believe people were being detained and arrested without
warrants.

According to the FBI employee, the FBI Special Agents feel the FBI’s posiDve reputaDon in the
community will suffer because of the FBI’s complicity in execuDng mass warrant-less raids. The
FBI employee wondered whether the Public would be able to trust the FBI and cooperate when
asked because of the FBI’s parDcipaDon in ICE raids.
WAITING IT OUT
The FBI employee said FBI Special Agents are proud of the careers they’ve had thus far, adding
that they joined the mission to uphold the U.S. ConsDtuDon and protect the American people.
Many FBI Special Agents are staying (i.e., not resigning or reDring), according to the FBI
employee, not because they approve of the new direcDon the FBI is taking under the leadership
of FBI Director Kash Patel, but because they hope there will soon be a course correcDon and a
return to feeling proud once again to serve as Special Agents of the FBI.
ALPHA 47 said an FBI employee with more than a decade of experience working in the FBI’s
Criminal Division reported the following:
The FBI employee said FBI Director Kash Patel and FBI Deputy Director Dan Bongino asked to
wear FBI badges and be issued handguns. The FBI employee said the badges and handguns
were issued.
The FBI employee further stated he/she did not know if Director Patel or Deputy Director
Bongino were properly trained in firearms.

The FBI employee also asked why civilian poliDcal appointees could wear the same law
enforcement badges and carry weapons without having undergone the same training received
by sworn Special Agents of the FBI.
ALPHA 47 said an FBI employee with more than two decades of experience working
Counterintelligence (CI) and Domes9c Terrorism (DT) maEers as both an FBI Special Agent (SA)
and an FBI Supervisory Special Agent (SSA) reported the following:
The FBI employee said his/her name was included on the list of FBI personnel who worked on
invesDgaDons associated with the events in and around the U.S. Capitol in Washington, D.C. on
January 6, 2021 (commonly referred to as “J6”). The list, according to the FBI employee, was
provided to FBI Director Kash Patel.
The FBI employee said he/she feared for his/her safety and the safety of his/her child.
The FBI employee further stated he/she installed addiDonal security measures at his/her home,
fearing that if the list were made public, he/she would be targeted, including by many of the
convicted who live in the same area covered by his/her FBI Field Office.
The FBI employee also said he/she fears disclosure of his/her parDcipaDon in the J6
invesDgaDon and a potenDally elevated risk to the safety of his/her child could provide an
avenue for his/her ex-spouse to sue for sole custody of his/her child.
The FBI employee said he/she did his/her job and performed honorably within all FBI guidelines
and the laws of the United States.
The FBI employee further stated he/she is demoralized that President Donald J. Trump
pardoned those righrully convicted for their role in J6.
The FBI employee went on to say he/she lives in fear for his/her family because the FBI
employee believed those who were pardoned or who otherwise support insurrecDonist
ideology will target him/her and his/her family.

Security maEers, including for a 9me as a supervisor at FBI Headquarters (FBIHQ), reported the
following:
The FBI employee said FBI Deputy Director Dan Bongino demanded to have locker space
alongside members of the (FBI’s elite) Hostage Rescue Team (HRT) at QuanDco, Virginia.
According to the FBI employee, FBI Deputy Director Dan Bongino now keeps his personally
owned weapons there.
ALPHA 47 said an FBI employee with more than a quarter of a century of experience working
Counterterrorism (CT) maEers reported the following:
The FBI employee said resources devoted to Counterterrorism (CT) invesDgaDons, including
many FBI personnel working on years-long complex invesDgaDons involving classified
techniques and sources, were diverted to work immigraDon raids led by U.S. ImmigraDon and
Customs Enforcement (ICE).
The FBI employee further stated he/she felt ICE and U.S. Customs and Border ProtecDon (CBP)
are capable of working their own violaDons and that the FBI – with its unique experDse in
Counterterrorism (CT) and Counterintelligence (CI) – must be allowed to conDnue (working)
these criDcal (CT and CI) missions.
The FBI employee asked, “If we’re not working CT and CI, then who is?!”
ALPHA 47 said an FBI employee with more than two decades of experience, including serving
overseas on behalf of the FBI, reported the following:
The FBI employee said internaDonal law enforcement partners sDll valued their relaDonships
with FBI personnel staDoned overseas, due solely to the historic trust between agencies.

ALPHA 16 said that before FBI Director Kash Patel began his role as the FBI’s new Director,
morale (at the FBI) was split, with some having the percepDon that there was a reducDon in the
caliber of applicants and an over-emphasis on DEI (Diversity, Equity and Inclusion) iniDaDves to
the exclusion of doing actual work.

According to ALPHA 16, some FBI personnel felt “feelings” maZered more than case work, and
ALPHA 16 added that certain DEI groups were “catered to” and used their status as special
interest groups to shield them from doing work.
ALPHA 16 further stated some FBI leaders were afraid of holding FBI employees in these special
interest groups accountable when they didn’t do their assigned work because the FBI leaders
were afraid of being labeled as racist or obstrucDve, which, according to ALPHA 16, could
adversely impact their prospects for promoDon.
FBI MORALE HAS BEEN LOW SINCE FBI DIRECTOR KASH PATEL TOOK OVER
ALPHA 16 reported that since Kash Patel assumed the role of the FBI’s new Director, morale (at
the FBI) has been low due in part to what ALPHA 16 believed were, effecDvely, the terminaDons
from FBI employment of well-known and respected FBI leaders James E. Dennehy (who served
as the Assistant Director-in-Charge of the FBI’s New York Field Office) and Brian Driscoll (who
served as the commander of the FBI’s elite Hostage Rescue Team (HRT) and later as the AcDng
Director of the FBI amer former FBI Director Christopher Wray stepped down).
ALPHA 16 said Mr. Driscoll was reportedly not eligible for reDrement (and as a result, did not
immediately qualify for a full pension).
ALPHA 16 said FBI Special Agents are afraid, adding that if they do something wrong, they may
be terminated.
FBI employees, according to ALPHA 16, are keeping their heads down.
ALPHA 16 said e-mails sent early on by DOGE to FBI employees were not well-received and
essenDally said, “take this money and quit already.”

ALPHA 16 said the e-mails were unclear in their messaging, did not idenDfy to whom they
applied, and felt like a “slap in the face” to FBI employees.

paraphrasing here - “we support you (sic) leaving your unproducDve job to get a producDve job”
and “you can stay home and watch Nerlix.”

CRIMINAL INVESTIGATORS TRANSFERRING TO THE FBI
ALPHA 16 said he/she heard current Series 1811 Criminal InvesDgators employed by other
federal agencies may be able to just move over to the FBI as 1811s (i.e., FBI Special Agents)
without having to go through a full FBI Academy.
ALPHA 16 said that before Kash Patel began his role as the FBI’s new Director, there was a heavy
emphasis on DEI (Diversity, Equity and Inclusion) and other special interest funcDons, especially
during work hours, to include meeDngs, training, and speakers.
ALPHA 16 further stated there was a Dme when white males in the office, parDcularly FBI
Special Agents, felt marginalized as outsiders, due to the heavy influx of DEI iniDaDves.
ALPHA 16 said that since Kash Patel assumed the role of the FBI’s new Director, there has been
less focus on DEI and other special interest groups and funcDons during work hours at the FBI,
and this, according to ALPHA 16, has made FBI employees happy.
ALPHA 16 reported that all FBI employees received an e-mail from FBI Director Kash Patel a few
weeks ago (circa August 2025) regarding e-mail signature blocks.
ALPHA 16 said FBI Director Kash Patel, in his e-mail to all FBI employees, ordered the following:
e-mail signature blocks are not to have any pronouns or messages of any kind (e.g., quotes or
inspiraDonal messages). Director Patel, according to ALPHA 16, also ordered the same font be
used and in only one color – black.
Failure to follow these orders, ALPHA 16 said, will result in disciplinary guidance.
However, ALPHA 16 reported that FBI Director Kash Patel’s own e-mail signature block included
“#9”, which FBI personnel interpreted as signifying Director Patel’s posiDon in history as the FBI’s
9th Director.
ALPHA 16 said FBI personnel in the office laughed at what was perceived as hypocrisy on the
part of FBI Director Kash Patel.
ALPHA 16 said that before Kash Patel began his role as the FBI’s new Director, leadership at the
FBI included some good, competent, and qualified people, both in the Field and at FBI

Headquarters (FBIHQ), even though FBIHQ, according to ALPHA 16, was over-saturated with
employees and could be thinned-out.
AddiDonally, ALPHA 16 stated many felt that if you are willing to move around the country and
leave your family behind, you can advance in the FBI, even if you were not qualified for the
posiDon.
ALPHA 16 said there were some at FBIHQ who took care of their “friends in the field” when it
came Dme for promoDons. ALPHA 16 cited one example of a Special Agent-in-Charge (SAC)
assigned to a large FBI Field Office in the Eastern United States who - despite appearing out of
his/her depth and omen relying on his/her (the SAC’s) subordinates to provide briefings - was
nonetheless selected for a prominent leadership role in the FBI to the exclusion of other
qualified candidates because of the SAC’s good friendship with former FBI Deputy Director Paul
Abbate.
ALPHA 16 reported that since Kash Patel began his role as the FBI’s new Director, FBI leaders are
just keeping their heads down and are afraid to say anything because they do not want to be
terminated from employment.
Those who are close to reDrement, ALPHA 16 said, are hoping for an early buy-out, which is
rumored to be proposed and may include the following terms: FBI Special Agents who are
within five (5) years of reDrement can opt for an early reDrement and receive their current pay
plus 5%, which would equal their pension. ALPHA 16 added that the Thrim Savings Plan (also
known as the TSP, a reDrement savings and investment plan for federal employees) would
remain unchanged upon reDrement.
ALPHA 16 said that before FBI Director Kash Patel began his role as the FBI’s new Director, a
squad in a large FBI Field Office in the Eastern United States handled FCPA cases, but recently,
according to ALPHA 16, FBI Headquarters (FBIHQ) directed the squad to no longer work FCPA
maZers. ALPHA 16 said he/she did not know if an explanaDon was provided for the change, and
ALPHA 16 added the squad is now trying to invesDgate bank fraud cases.

SHIFT TO WORKING VIOLENT CRIME
ALPHA 16 reported the focus in the FBI as an organizaDon has shimed from White Collar Crime
and Counterintelligence (CI) to violent crime, with FBI Director Kash Patel sending an e-mail (to
all FBI employees) to “crush violent crime.”
ALPHA 16 also said FBI Special Agents are supposedly going to receive Tasers to (carry and) use,
in addiDon to their FBI-issued firearm.
Reducing the FBI’s FSL (which, in this FBI Field Office, is the abbreviaDon for “Field Staffing
Level”) has also been discussed, according to ALPHA 16, to shim bodies to work VCMO maZers
(Violent Crimes and Major Offenders).
ALPHA 16 also reported there is a rumor circulaDng that Counterintelligence (CI) will be moved
to other federal agencies, like the Central Intelligence Agency, so more FBI personnel can focus
on combaung violent crime.
ALPHA 16 said FBI Special Agents were pulled off their regular duDes - to the exclusion of their
case work - to work 24/7 for one week redacDng documents related to the Jeffrey Epstein case.
NOTE: Jeffrey Epstein, a convicted sex offender, died in a New York prison cell on August 10,
2019.
Presently, FBI Special Agents, ALPHA 16 said, are being pulled off their regular work duDes to
work shims with ICE (U.S. ImmigraDon and Customs Enforcement), with no training or direcDon.
ALPHA 16 said FBI Special Agents are told to meet up with ICE agents three (3) days a week in
parking lots and drive around looking for illegal aliens.
ALPHA 16 reported that on one occasion, he/she went out with ICE to a residence to look for an
Asian male who has been in the U.S. for close to 30 years. ALPHA 16 said that when they went
to the front door, the Asian male’s daughter answered and idenDfied herself as (being a
member of the) U.S. Armed Forces.
ALPHA 16 said approximately 150 FBI Special Agents in a large FBI Field Office in the Eastern
United States are being taken “off-line” each day from their (FBI) work responsibiliDes to
accompany ICE.

but was called to return to the office because he/she was needed to help with ICE-related

ALPHA 16 said the administraDve burden (on FBI personnel) is lessened because they do not

meeDngs, which ALPHA 16 said many appreciate.

he/she feels some people have a negaDve percepDon of the organizaDon based on (1) news
reports about a former (FBI) senior leader geung arrested (referring to former FBI Special
Agent-in-Charge Charles F. McGonigal who was indicted, arrested and sentenced to 28 months
in prison for receiving $225,000 in cash from an individual with Des to a foreign government
while he, McGonigal, was supervising FBI Counterintelligence invesDgaDons), as well as (2)
issues with (the affidavit supporDng) the FISA (Foreign Intelligence Surveillance Act) authorizing
electronic surveillance conducted in support of the FBI Counterintelligence (CI) invesDgaDon
known as Crossfire Hurricane.
ALPHA 16 said he/she is unsure if the (FBI’s) working relaDonships with law enforcement
partners have been negaDvely impacted.

shimed to working more with the local police department to support an increased focus on

working violent crime and Counterterrorism (CT) maZers.
ROMEO PAPA 150 has known ALPHA 71 for more than a decade, and ROMEO PAPA 150 assessed
ALPHA 71 as reliable and trustworthy. ROMEO PAPA 150 added that ALPHA 71 is very well-
regarded by his/her peers at the FBI, has a strong work ethic, and is passionate about the
violaDons he/she works.
ALPHA 71 said his/her personal morale and the morale of those (FBI) employees he/she works
with is high.
According to ALPHA 71, the CT (Counterterrorism) and Criminal issues worked by the FBI Field
Office’s Joint Task Force are, unlike during the previous AdministraDon in the White House,

completely supported by the DOJ (the U.S. Department of JusDce) and the FBI Field Office’s
respecDve USAO (U.S. AZorney’s Office). ALPHA 71 added that the U.S. AZorney himself/herself
personally visited the FBI Field Office to express support for their mission.
ALPHA 71 said the overall/office-wide morale is largely dependent on (the FBI) employees’
poliDcal leanings. Those who do not support the President’s agenda, according to ALPHA 71,
largely view the AdministraDon’s acDons as too aggressive, mis-guided, or authoritarian.
ALPHA 71 further stated he/she agrees with the shim towards combaung violent crime and
prosecuDng/deporDng dangerous illegal immigrants but does not agree this shim needs to come
at the expense of CI (Counterintelligence) and other NaDonal Security work.
ALPHA 71 said he/she disagrees with a current policy (reportedly, according to ALPHA 71) of
indiscriminately cuung (FBI) employee FSL (Funded Staffing Level) by not backfilling vacancies.
ALPHA 71 said he/she also disagrees with cuung nearly half a billion dollars from the FBI’s
budget.
ALPHA 71 reported the move to streamline FBI ExecuDve Management by employing Regional
Directors is good. ALPHA 71 said there were too many pre-exisDng levels of FBI ExecuDve
Management.
According to ALPHA 71, operaDonal effecDveness for issues he/she works is very good with the
new support of DOJ (the U.S. Department of JusDce) and the FBI Field Office’s respecDve USAO
(U.S. AZorney’s Office). ALPHA 71 said they (FBI Special Agents and other FBI personnel) can act
more aggressively and effecDvely, and he/she said the new move towards prosecuDng minors
for certain egregious crimes is a good one.
ALPHA 71 reported that invesDgaDve accomplishment has been “normalizing” to what they
used to be, meaning the iniDal surge to work immigraDon maZers has now somewhat stabilized,
and the focus of their work, according to ALPHA 71, is mostly returning to violent crime and
terrorism maZers.
AddiDonally, ALPHA 71 said the administraDve burden (on FBI Special Agents and other FBI
personnel) is sDll there, unchanged from the previous AdministraDon in the White House. Most

(FBI) employees, according to ALPHA 71, are not happy with the administraDve workload but
have grown to accept it because they have never known anything different.
ALPHA 71 said the Public’s trust of the FBI is “50/50”, meaning trust, according to ALPHA 71, is
largely informed by one’s poliDcal leanings, which makes it difficult for the Public, as a whole, to
regain trust in the FBI.
ALPHA 71 further stated those who have a good understanding of the FBI and the bureaucracy,
in general, understand biased (FBI) senior management is the problem, not the majority of (FBI)
employees showing up every day to do their work.
According to ALPHA 71, his/her working relaDonships with LE (Law Enforcement) partners “have
never been beZer”. ALPHA 71 said he/she did not have many collaboraDon problems (with
his/her law enforcement partners) during the previous AdministraDon in the White House, but
ALPHA 71 opined this was largely due to personal relaDonships developed based on mutual
respect, despite the percepDon the FBI “had shot itself in the foot” many Dmes.
ALPHA 71 said the FBI’s impact on Public Safety and NaDonal Security is posiDve, largely due to
the increased cooperaDon from DOJ (the U.S. Department of JusDce) and the U.S. AZorney’s
Office.
ALPHA 71 further stated that in addiDon to the Criminal and CT (Counterterrorism) maZers
ALPHA 71 works, immigraDon acDons have been overwhelmingly successful. Those individuals

afraid to express his/her opinions no maZer the poliDcal party.
ALPHA 82 further stated events surrounding the “Kash-Bongino circus” at FBIHQ (FBI
Headquarters) do not generally affect the day-to-day morale of FBI Special Agents, and ALPHA
82 said the FBI is headed in the right direcDon now.

THE ONE BIG BEAUTIFUL BILL
ALPHA 82 said (the earlier version of) the bill that impacted government (and reDrement)
benefits – the one that passed the U.S. House of RepresentaDves earlier in 2025 and was
headed to the U.S. Senate - was “a slap in the face” and a morale-buster for FBI Special Agents
who, according to ALPHA 82, could have potenDally lost benefits amer having entered on duty
years earlier with the promise of earning a fixed set of career and reDrement benefits.
NOTE: The One Big BeauDful Bill Act, H.R. 1, included provisions that – as passed by the U.S.
House in earlier versions of the legislaDon - would have reduced reDrement benefits for Federal
Law Enforcement Officers. Most of those cuts were removed before the bill was passed by the
U.S. Senate via the budget reconciliaDon process. The bill became law (Public Law 119-21) on
July 4, 2025 when it was signed by President Donald J. Trump.
The mission (at the FBI), according to ALPHA 82, is re-focusing on “Do your f’ing job” rather than
on non-mission essenDal or counter-producDve tasks, or sensiDvity training which ALPHA 82
said was insulDng to the majority of (FBI) employees who do not need to be told how to
communicate.
ALPHA 82 said the style of current (FBI) leadership (at the FBI Field Office level) is aggressive,
which is likely aZributable to their need to make a strong statement that they, as leaders, are
effecDng change.
ALPHA 82 further stated (FBI) leadership exists now as it did during the prior AdministraDon in
the White House, i.e. senior FBI leaders do not push back because they are concerned about
their job security.
ALPHA 82 said the current percepDon (at the FBI) is that senior (FBI) leaders who publicly
oppose the current AdministraDon in the White House could be promoted into execuDve, “at-
will” posiDons where they could then be fired.
About middle management (at the FBI), ALPHA 82 said it is as it has always been, i.e. some
middle managers (at the FBI) are very good but many managers are not leaders and are simply
there for a beZer paycheck.
ALPHA 82 said the smartest agents in the FBI are sDll the senior GS-13 FBI Special Agents.

are the most senior, highest paid non-supervisory agents in the FBI.
ALPHA 82 added that it was a mistake not to appoint a career FBI Special Agent to the posiDon
of FBI Deputy Director. ALPHA 82 said that posiDon needed someone with broad FBI
insDtuDonal experience.
ALPHA 82 said operaDonal effecDveness (at the FBI) has improved because prosecutors are
being more aggressive to stay in the AdministraDon’s favor.
ALPHA 82 further stated there is a big push for officer safety and associated training, which
ALPHA 82 said is good considering the current emphasis on combaung violent crime and the
push to get (more) FBI Special Agents out of the office and onto the streets.
ALPHA 82 said the administraDve burden on FBI Special Agents and other FBI employees has not
changed. Everything one does needs to be documented, according to ALPHA 82, and nobody
else will be doing it for them.
ALPHA 82 said he/she believes the Public’s trust of the FBI will return as the FBI conDnues to
prosecute crime and take bad people off the streets.
ALPHA 82 frequently works with other federal, state and local law enforcement partners, and
ALPHA 82 said the working relaDonships are strong and unchanged from the previous
AdministraDon in the White House. Adding to that observaDon, ALPHA 82 said poliDcally
moDvated decisions at higher levels (by FBI ExecuDve Management) rarely affected his/her
working relaDonships at the LEO (law enforcement officer) level.

ROMEO PAPA 150 has known ALPHA 93 for approximately a decade and has assessed ALPHA 93
as reliable, trustworthy, and competent. ALPHA 93, according to ROMEO PAPA 150, was known
as a dedicated FBI Special Agent who expected excellence from FBI Professional Staff and
believed in returning the FBI to its core mission as an independent and apoliDcal organizaDon.
ALPHA 93 said the morale of FBI personnel in the FBI Field Office is largely dependent on whom
they voted for in the (2024 PresidenDal) elecDon.
With the new AdministraDon in the White House, the “vocal minority”, ALPHA 93 said, is not
running things anymore. ALPHA 93 added the FBI Field Office has re-focused on the mission.

GOOD NEWS FOR INSTITUTIONAL REFORM
It is early, but ALPHA 93 said it appears insDtuDonal reform is headed in the right direcDon.
ALPHA 93 reported that case work and threats are now the priority. ALPHA 93 said even most
of those assigned to FBIHQ (FBI Headquarters) who are being kicked back out to the Field
acknowledge the re-prioriDzaDon is a posiDve move.
ALPHA 93 said that when implemenDng change, it is important to “use a scalpel instead of a
sledgehammer”. Following policy can be onerous someDmes, ALPHA 93 said, but the process
usually exists for a reason.
As an example, ALPHA 93 said one of the highest ranking FBI ExecuDves in the FBI was
promoted even amer wholeheartedly embracing DEI (Diversity, Equity and Inclusion) policies as
a Special Agent-in-Charge of an FBI Field Office in the Mid-West. Embracing DEI, ALPHA 93 said,
did not appear to have hurt this FBI ExecuDve’s career.
ALPHA 93 said the FBI’s operaDonal effecDveness has dramaDcally improved with the current
AdministraDon’s re-focus on Criminal and CT (Counterterrorism) issues.
ALPHA 93 further stated there is no more “walking on eggshells” to convince FBI Management,
the USAO (U.S. AZorney’s Office) or the DOJ (the U.S. Department of JusDce) what needs to be
done.
ALPHA 93 said the FBI is becoming more of an agent-run agency versus the previous “Intel-
driven Ops” focus.
According to ALPHA 93, Staff OperaDons Specialists (SOS’s) are being surged to squads instead
of (predominantly) relying (as was previously the case) on Intelligence Analyst (IA) white papers
or other products that provided no tacDcal help. ALPHA 93 said the work accomplished by
operaDonal squads was, as a result, becoming more impacrul.
ALPHA 93 said Violent Crimes Against Children (VCAC) is the most understaffed and
underfunded, and ALPHA 93 said that also needs to be built up.

THE ADMINISTRATIVE BURDEN IS UNCHANGED
ALPHA 93 said the administraDve burden (on FBI Special Agents and other FBI personnel) has
remained the same.
As an example, ALPHA 93 said (FBI-sancDoned) drug buys (to collect evidence during the course
of an invesDgaDon) sDll require, according to ALPHA 93, the compleDon of a huge administraDve
process, with numerous approvals, authorizaDons, and documentaDon.
ALPHA 93 recommended conDnuing the replacement of Intelligence Analysts (IAs) with Staff
OperaDons Specialists (SOS’s) to ease the paperwork.
The amount of mandatory (FBI) Virtual Academy training (for FBI Special Agents and other FBI
personnel) has not decreased, according to ALPHA 93.
Regarding FBI Director Kash Patel and FBI Deputy Director Dan Bongino, ALPHA 93 said “enough
is enough”. ALPHA 93 said both the FBI Director and FBI Deputy Director need to “stop talking,
stop posDng, and just be professional.”
ALPHA 93 said he/she believes the Public needs transparency on the issues (the President)
campaigned on.
ALPHA 93 reported that working relaDonships (between the FBI and other agencies) have been
much beZer.
The Task Forces, according to ALPHA 93, are working well together.
ALPHA 93 said ImmigraDon and ERO (Enforcement and Removal OperaDons) work have been
appropriately spear-headed by CBP (U.S. Customs and Border ProtecDon), which ALPHA 93 said
is well-trained in this.

personal basis. ROMEO PAPA 148 further stated ALPHA 65 is a team player, as well as a clear
and concise communicator of known facts and observaDons with direct access to the
informaDon provided below.
ALPHA 65 said that overall, (FBI) employee morale under FBI Director Kash Patel and FBI Deputy
Director Dan Bongino is low.

ALPHA 65 noted that he/she had never heard of Kash Patel or Dan Bongino before they led the
FBI (as FBI Director and FBI Deputy Director, respecDvely) because ALPHA 65 does not consider
himself/herself a poliDcal person.
ALPHA 65 further stated morale (at the FBI) was also low during the tenures of former FBI
Directors James B. Comey and Christopher Wray, as they, according to ALPHA 65, began to draw
the FBI into the poliDcal arena and engage in several quesDonable acDons that contributed to
negaDve percepDons of the FBI.
ALPHA 65 said that under FBI Director Kash Patel and FBI Deputy Director Dan Bongino, (FBI)
employees rarely hear directly from them in a transparent manner to explain why certain things
are being changed or why the FBI is taking a different direcDon.
ALPHA 65 further stated he/she and his/her (FBI) co-workers hear more news about the FBI’s
mission and operaDons from news sources and from tweets posted on social media by FBI
Director Kash Patel and FBI Deputy Director Dan Bongino.
ALPHA 65 strongly believes FBI Director Kash Patel and FBI Deputy Director Dan Bongino’s lack
of FBI experience is hurDng their ability to lead its people and deal effecDvely with top-Der
threats facing the country.
ALPHA 65 said he/she sees a lack of leadership from FBI Field Office execuDve leadership and
managers at the GS-14 (e.g., FBI Supervisory Special Agent) and GS-15 (e.g., FBI Assistant Special
Agent-in-Charge) levels.
NOTE: GS in this context stands for the General Schedule classificaDon and pay system that
covers the majority of civilian white-collar federal employees.
According to ALPHA 65, no one knows what the long-term strategy is or what will happen to
their jobs and assignments in the short term.
ALPHA 65 said in his/her FBI Field Office, new "immigraDon" squads were created by drawing
FBI Special Agents from other criDcal Counterterrorism (CT), Counterintelligence (CI), and White
Collar Crime (WCC) squads.
This resource draw, according to ALPHA 65, and the Temporary Duty Assignments (TDYs) of
other FBI Special Agents have caused several criDcal invesDgaDons to stop or caused setbacks
towards resoluDon.

ALPHA 65 said that if this resource issue is lem unaddressed, it will lead to cascading NaDonal
Security threats, ulDmately compromising the security of our country.
ALPHA 65 said he/she has served several month-long TDYs (Temporary Duty Assignments) in
support of U.S. ImmigraDon and Customs Enforcement’s (ICE’s) Enforcement and Removal
OperaDons (ERO) and is conDnuing to support ERO when tasked to do so.
ALPHA 65 said he/she has experienced first-hand and is aware of several instances where the
ERO’s (Enforcement and Removal OperaDons’) Requests for InformaDon (RFIs) contained
incorrect Personally IdenDfiable InformaDon (PII), involved individuals who had already been
contacted, or requested informaDon on people who were believed to be undocumented but
later found to be U.S. ciDzens.
ALPHA 65 believes some of the RFIs are illegal requests because they either violate the rights of
U.S. ciDzens or the government lacks the legal authority to obtain the types of informaDon
requested.
ALPHA 65 said he/she knows of several FBI employees who have reDred or quit because "this
wasn't the type of work they signed up for." ALPHA 65 said he/she also knows of so many co-
workers who are literally counDng down the Dme unDl they are eligible to reDre.
ALPHA 65 said he/she was offered an early reDrement package a few months ago (circa Summer
of 2025). ALPHA 65 said he/she did not accept the early reDrement offer because of important
aspects of the package that did not meet his/her financial expectaDons, given the Dme ALPHA
65 had already invested in government service.
AddiDonally, according to ALPHA 65, on mulDple occasions, FBI Special Agents - who have gone
on enforcement operaDons with ICE (U.S. ImmigraDon and Customs Enforcement) and other
federal law enforcement agencies - have been compelled to deviate from FBI policies and have
found themselves in tacDcally unsafe posiDons.
ALPHA 65 said he/she is aware that the DOJ (U.S. Department of JusDce) is pressuring the FBI to
be heavily involved with supporDng ERO (Enforcement and Removal OperaDons).

staffing of its immigraDon Strategic OperaDons Center (SOC) to give the percepDon that the FBI
is puung most of its resources towards this effort.

mission. SDll, ALPHA 65 said he/she feels, as many of his/her co-workers do, that the FBI’s
primary NaDonal Security mission is being sidelined to find individuals who, in ALPHA 65’s
opinion, cannot cause a significant impact on (or pose a significant threat to) NaDonal Security.

having a very strong work ethic. ROMEO PAPA 139 further stated ALPHA 77 is unafraid to stand
up for what he/she believes in and is knowledgeable about the work he/she has done in the
area of Counterintelligence (CI) and Criminal maZers.
ROMEO PAPA 139 said ALPHA 77 is reliable, trustworthy, and competent, and the reporDng
provided by ALPHA 77 was based on first-hand access to the informaDon provided below.
ALPHA 77 said that before FBI Director Kash Patel began his role as the FBI’s new Director, there
seemed to be a divide in the FBI Field Office between newer FBI employees and FBI personnel
who had been around for 10-15 years or longer.

The older employees, ALPHA 77 said, felt the FBI was becoming too poliDcal, with (FBI)
employees openly discussing their dislike for President Donald J. Trump and making off-color
comments about his AdministraDon.
ALPHA 77 further stated it seemed like (FBI) employees had lost their objecDvity where
invesDgaDons were concerned.
Televisions in the FBI Field Office, ALPHA 77 said, had MSNBC and CNN on. Fox News, ALPHA 77
said, was nowhere to be found.
ALPHA 77 further stated this was concerning because the younger (FBI) personnel, if they
watched the news at all, received their informaDon from lem-leaning news outlets, which ALPHA
77 believed were not always accurate. There was no “trust but verify” going on, ALPHA 77 said.
ALPHA 77 said there had been too much emphasis on DEI-related topics (Diversity, Equity and
Inclusion) and not on invesDgaDons and doing work.
According to ALPHA 77, the younger (FBI) employees enjoyed programs focused on DEI because
those programs took their Dme away from doing actual work.
ALPHA 77 reported the more senior (FBI) employees stayed silent for fear of being labeled a
“racist” when it came to commenDng on the focus placed on DEI.
MIXED MESSAGES AND MORALE STILL NOT GOOD UNDER FBI DIRECTOR KASH PATEL
ALPHA 77 reported that since Kash Patel assumed the role of the FBI’s new Director, morale is
sDll not good.
As a posiDve, ALPHA 77 said DEI (Diversity, Equity and Inclusion) requirements have been
removed from annual PARs (Performance Appraisal Reports that document performance
assessments for FBI employees).
ALPHA 77 said, however, feelings are mixed on how much FBI Director Kash Patel and FBI
Deputy Director Dan Bongino really know about the FBI as an organizaDon and its inner
workings. ALPHA 77 further stated many (FBI personnel) are quesDoning why a more senior FBI
Special Agent has not been asked to help guide them in their decision-making process.
ALPHA 77 reported that since Kash Patel assumed the role of the FBI’s new Director, DEI
(Diversity, Equity and Inclusion) has not been a focus, which many appreciate, ALPHA 77 said, to
include the standardizaDon of e-mail signature blocks (as directed by Director Patel).

ALPHA 77 noted how FBI Director Kash Patel had talked about doing away with the FBI’s
Intelligence Division, only to see people within the Division being promoted. ALPHA 77 said that
(contradicDon in messaging and outcome) was confusing.
ALPHA 77 said that before FBI Director Kash Patel began his role as the FBI’s new Director, the
percepDon of (FBI) leadership was mixed. There were some good leaders, ALPHA 77 said, while
others simply “raised their hands” and were promoted because they were willing to travel and
live throughout the United States.
ALPHA 77 reported that (FBI) leaders who are presently in place are keeping their heads down
because they are afraid of being moved (from their current assignments) or terminated (from
FBI employment).
As an example, ALPHA 77 said an FBI Special Agent-in-Charge (SAC) was moved from a large FBI
Field Office in the Eastern United States to take over an FBI Field Office in the South. The SAC,
according to ALPHA 77, apparently had no warning or noDce and was “volun-told” he/she was
being re-assigned. ALPHA 77 said he/she (ALPHA 77) was unsure if there was a reason for the
reassignment and assessed the SAC as someone who appeared to operate “by the book”.
ALPHA 77 said there was a rumor about an early reDrement offer that may be available to FBI
Special Agents. According to ALPHA 77, the early reDrement offer, if true, would apply to those
within five (5) years of reDrement and include a $50,000 bonus.
ALPHA 77 believed the rumored offer of early reDrement would make room for the
AdministraDon (in the White House) to bring new people into the FBI and mold the agency the
way they want and surround themselves with the kind of people they believe would be a beZer
fit.
ALPHA 77 said that before FBI Director Kash Patel began his role as the FBI’s new Director, FBI
personnel in a large FBI Field Office located in the Eastern United States worked all kinds of
invesDgaDons, with CT (Counterterrorism) maZers as the main focus.
ALPHA 77 reported that since Kash Patel assumed the role of the FBI’s new Director, the FBI is
now focused on combaung violent crime, to the exclusion, it appears, of other case work.
According to ALPHA 77, a long-standing squad in a large FBI Field Office located in the Eastern
United States that had a history of invesDgaDng subjects of (high profile) criminal organizaDons
was recently disbanded. While ALPHA 77 said he/she recognizes the squad had not produced

much recently, e.g. cases and convicDons, members of the squad felt like the rug was pulled out
from under them, leaving this area vulnerable for crime to flourish. ALPHA 77 said FBI Special
Agents on this squad were re-assigned to work VCMO (Violent Crimes and Major Offenders) and
ICE (U.S. ImmigraDon and Customs Enforcement) maZers.
ALPHA 77 said FBI Special Agents are taking Dme away from working their cases to cover
(temporary) assignments to work with ICE (U.S. ImmigraDon and Customs Enforcement) on
arresDng illegal immigrants.
FBI Special Agents, ALPHA 77 said, are sDll fighDng (i.e., arguing) with the local U.S. AZorney’s
Office to charge cases (brought by FBI Special Agents).
ALPHA 77 said that in one AOR (Area of Responsibility) in the Eastern United States, there were
12-15 AUSAs (Assistant United States AZorneys) previously working cases (as federal
prosecutors). Now, according to ALPHA 77, there were only six (6), which ALPHA 77 said has
severely hampered the progress of invesDgaDons. ALPHA 77 said he/she did not know if or
when the AUSAs would be replaced.
ALPHA 77 said VCMO (Violent Crimes and Major Offenders) invesDgaDons are the current focus,
along with assisDng ICE (U.S. ImmigraDon and Customs Enforcement).
ALPHA 77 said the administraDve burden (on FBI Special Agents and other FBI personnel) is less
because they do not have to parDcipate in DEI (Diversity, Equity and Inclusion) and other related
training and meeDngs.
However, ALPHA 77 said being taken off-line to work ICE (U.S. ImmigraDon and Customs
Enforcement) maZers has caused other work to pile up, delaying the compleDon of that work.
ALPHA 77 said he/she has not experienced anything first-hand as an FBI Special Agent that

ALPHA 80 said firings like these need to be implemented at the FBI Field Office level. They have
not gone deep enough, according to ALPHA 80, and they should be brought to the mid-
management level, ASACs (Assistant Special Agents-in-Charge), and above.
ALPHA 80 said FBI personnel, predominantly those members of FBI Management, are afraid of
losing their jobs and are making operaDonal decisions based on that fear.
FBI Management, ALPHA 80 said, is sDcking together (without due consideraDon for what is
best for the FBI’s rank and file) and won’t make improvements, won’t find soluDons that benefit
the workforce, and won’t implement meaningful resoluDons to issues that plague the FBI.
ALPHA 80 said leadership at the FBI is “dismal”, adding that there are too many bad leaders.
ALPHA 80 said he/she believes leaders of FBI Field Offices up to the FBI Director are spending
too much Dme on social media and public relaDons.
(FBI-wide) Climate Surveys, according to ALPHA 80, haven’t been taken since 2017, and ALPHA
80 said he/she believes feedback from the FBI’s rank and file that would have been captured by
these surveys was intenDonally suppressed to minimize comments highly criDcal of FBI
Management.
ALPHA 80 said the FBI Director’s prioriDes are clear but are not being fully implemented in the
Field.
OperaDonal cases, ALPHA 80 said, are being prioriDzed again, but too many posiDons filled by
FBI Supervisory Special Agents (SSAs) and FBI Assistant Special Agents-in-Charge (ASACs) add no
operaDonal value (i.e., do not directly benefit or support FBI operaDons), causing FBI Special
Agents to be overwhelmed and stressed by the case load.

According to ALPHA 80, working relaDonships between the FBI and other agencies have not
been fixed.
There are good people in the FBI, ALPHA 80 said, who maintain good, one-on-one working

FBI personnel are surrounded by many incompetent people in the FBI, including FBI leadership.
ALPHA 80 said FBI Special Agents are working very hard, but they need mentors and beZer

FBI DIRECTOR KASH PATEL IS IN OVER HIS HEAD
According to reporDng received from ALPHA 95, FBI Director Kash Patel has been described as
very personable and likable.
However, ALPHA 95 said FBI Director Kash Patel is in over his head, adding that Director Patel
has tried to bring his A game, but his A game, according to ALPHA 95, is insufficient.
ALPHA 95 further stated FBI Director Kash Patel has neither the breadth of experience nor the
bearing an FBI Director needs to be successful.
ALPHA 95 said FBI Director Kash Patel has created a culture of mistrust and uncertainty among
the ranks, partly due to some terrible things Director Patel said about the FBI before he was
nominated for the posiDon of FBI Director. According to ALPHA 95, many Bureau employees
took that personally.
ALPHA 95 said that feeling of uncertainty at the FBI – that ALPHA 95 noted did not exist before –
is the result of how FBI Director Kash Patel handled the firings of a significant number of FBIHQ
(FBI Headquarters) and FBI Field Office managers.
ALPHA 95 acknowledged some FBI managers needed to be fired, but some of them, according
to ALPHA 95, were, in their minds, “just following lawful orders.”
These firings, ALPHA 95 added, also negaDvely impacted the FBI’s legacy, structural integrity,
and conDnuity.
ALPHA 95 said he/she would be surprised if FBI Director Kash Patel and FBI Deputy Director Dan
Bongino were sDll around (i.e., in their current posiDons at the top of the FBI) in two (2) or three
(3) years.
ALPHA 95 said it was disconcerDng to learn that the FBI core values featured on the walls at the
FBI Academy in QuanDco, Virginia were painted over (circa January 2025, according to media
reports).
ALPHA 95 agreed with removing the word “diversity” and all of the baggage that comes with
that term, but ALPHA 95 said the other values covered up by paint were very good and
admirable.

FBI POLYGRAPHS ORDERED FOR FBI PERSONNEL
ALPHA 95 said there is reporDng within the FBI indicaDng FBI Director Kash Patel was upset amer
learning about a (group) discussion that took place at the FBI Academy in QuanDco, Virginia
among approximately a few dozen FBI personnel who, during the discussion, agreed, disagreed,
or were indifferent to a request (reportedly) by Director Patel that he (the Director) be issued an
FBI firearm.
According to ALPHA 95, details of the (group) discussion were leaked, FBI Director Kash Patel
learned about the discussion, and subsequently, FBI personnel who took part in the discussion
were ordered to submit to polygraph examinaDons to determine their involvement in the
discussion and any acDons they may have taken amer the discussion took place.
ALPHA 95 said it pains him/her to see many of the FBI’s operaDonal and cultural norms being
done away with.
ALPHA 95 further stated he/she is concerned that future AdministraDons (in the White House)
may violently swing things back in the opposiDon direcDon. If that happens every four (4) or
eight (8) years, ALPHA 95 said, the historical stability that existed from previous AdministraDons
to the next may become a relic of the past.

impression on FBI personnel assigned to the FBI’s Salt Lake City Field Office.
ALPHA 99 said that before his arrival in Utah, FBI Director Kash Patel was not happy with how
the FBI invesDgaDon was going and the informaDon he (the FBI Director) was receiving.
ALPHA 99 further stated Director Patel called the SAC (the Special Agent-in-Charge of the FBI
Salt Lake City Field Office, Robert Bohls), yelled at him, and asked the SAC if he (the FBI Director)
needed to come out (to the FBI Salt Lake City Field Office’s Area of Responsibility) to run the
invesDgaDon.
According to ALPHA 99, FBI Director Kash Patel arrived at the Provo Airport in Provo, Utah on
September 11, 2025.
ALPHA 99 said that amer his plane landed, FBI Director Kash Patel would not disembark from the
plane without an FBI raid jacket.
NOTE: Based on ALPHA 99’s reporDng, FBI Director Kash Patel apparently did not have his own
FBI raid jacket with him and refused to step from the plane without wearing one.
ALPHA 99 went on to say many FBI Special Agents (and other FBI personnel) were busy working
in the amermath of the assassinaDon of Charlie Kirk and that FBI personnel had to (stop and) ask
around to find an FBI raid jacket - a medium-sized one - that would fit FBI Director Kash Patel.
ALPHA 99 said there were many large and extra-large FBI raid jackets available.
Finally, according to ALPHA 99, FBI personnel searching for a medium-sized FBI raid jacket (that
would fit FBI Director Kash Patel) finally found one. That raid jacket, ALPHA 99 said, belonged to
one of the female FBI Special Agents.
ALPHA 99 said the raid jacket belonging to the female FBI Special Agent was then delivered to
FBI Director Kash Patel on the plane, but as he was inspecDng the jacket, Director Patel noDced
two areas on the (upper) sleeves (near the shoulders) that did not have VELCRO® patches
aZached.
ALPHA 99 said FBI Director Kash Patel then reportedly said he would not leave the aircram unDl
he had two patches to cover those areas.
According to ALPHA 99, members of an FBI SWAT (Special Weapons and TacDcs) Team took
patches off their uniforms and ran those patches over to FBI Director Kash Patel at the airport.

Kash Patel disembarked from the plane.
ALPHA 99 said FBI Deputy Director Dan Bongino later called SAC Bohls and apologized (for FBI

Over the years, ROMEO PAPA 122 has verified ALPHA 36’s reliability, trustworthiness, and
competence, and the informaDon provided below is a summary of ALPHA 36’s assessment of
FBI Director Kash Patel’s performance in recent weeks (circa September 2025) as the head of
the FBI.

THE FBI DIRECTOR IS NOT VERY GOOD
ALPHA 36 likes FBI Director Kash Patel’s aggressiveness (i.e., how the Director pushes back
against criDcs to move the FBI in a new direcDon), but ALPHA 36 said Director Patel strikes
him/her as “odd”, adding that he/she believes Director Patel’s performance to date in his role as
the leader of the FBI is “concerning”.
As an example, ALPHA 36 said FBI Director Kash Patel should not have revealed to the Public so
many details of the evidence collected following the assassinaDon of Charlie Kirk (in Orem, Utah
on September 10, 2025) to beZer protect and preserve the integrity of the invesDgaDon.
ALPHA 36 has decades of extensive law enforcement experience, and ALPHA 36 said that by
revealing so many details of an on-going invesDgaDon (before the case goes to Court and is
adjudicated), FBI Director Kash Patel strayed from what ALPHA 36 said should be proper
protocol for the Director (in high profile cases like the assassinaDon of Charlie Kirk).
ALPHA 36 said FBI Director Kash Patel, whom ALPHA 36 noted is a lawyer, should know beZer,
and ALPHA 36 aZributed Director Patel’s decision to disclose so many details of the on-going
invesDgaDon (into the assassinaDon of Charlie Kirk) to Director Patel’s lack of experience (as the
leader of a law enforcement agency).
ALPHA 36 agreed that FBI Director Kash Patel may have been moDvated by his desire to draw
aZenDon to himself or by his desire to glorify his performance as FBI Director. This was only
speculaDon, ALPHA 36 acknowledged, as ALPHA 36 and ROMEO PAPA 122 wondered out loud
during their discussion why the FBI Director would be moDvated to do such a thing.
ALPHA 36 further noted FBI Director Kash Patel appeared uneasy - the Director’s eyes darDng
around the room - while the Director stood silently at a press conference in Utah (held on
September 11, 2025, the day amer Charlie Kirk was assassinated). ALPHA 36 said Director Patel’s
apparent uneasiness led ALPHA 36 to believe Director Patel may be insecure.
FBI Director Kash Patel, ALPHA 36 said, appears to lack the self-confidence necessary to lead the
FBI, and ALPHA 36 said Director Patel does not appear as “measured” as the Director of the FBI
should or needs to be as the leader of the agency.

ALPHA 36 gave a nod to FBI Director Kash Patel’s performance during his tesDmony in hearings

was underway on September 17, 2025 during the interview with ALPHA 36), but at the same
Dme, ALPHA 36 said Director Patel lost his capacity to remain calm and thoughrul. ALPHA 36
further stated Director Patel’s composure erodes very quickly when confronted by criDcs, and
this appeared to ALPHA 36 to be a reflecDon of Director Patel’s lack of self-confidence.
ALPHA 36 said he/she believes measured self-confidence is a character trait every FBI Director

and was not good for the FBI, but even former Director Comey, ALPHA 36 said, appeared to

Synopsis
This Request For InformaDon (RFI) is being issued on Friday, August 15, 2025 by A
Na1onal Alliance of Re1red and Ac1ve-Duty FBI Special Agents and Analysts
(The Alliance) to begin the formal collecDon of unfiltered, anecdotal reporDng
from trusted human sources (including acDve-duty, reDred and former FBI
personnel, as well as trusted partners in the law enforcement and intelligence
communiDes) with direct, first-hand access to and knowledge of notable incidents,
cultural trends and personnel issues inside the FBI (as specified below in SecDon
IV) observed during the first six (6) months of the FBI under the leadership of new
FBI Director Kash Patel. The six-month period covers 182 days, from Friday,
February 21, 2025 through Thursday, August 21, 2025.

I. THE PREDICATE FOR THE RFI
1. On Thursday, June 12, 2025, The Alliance received informaDon from a reDred FBI
Special Agent regarding notable incidents, cultural trends and personnel issues
observed inside the FBI.
2. The agency trends reported to The Alliance raised concerns among members of The
Alliance and prompted a decision by its leadership to further explore and
independently corroborate those trends by consulDng with trusted sources from
across the country and at different levels inside the FBI, consistent with The
Alliance’s oath, duty and obligaDon to promote transparency on behalf of the
American people and advocate for real accountability within the FBI.
1. The reDred agent who reported the informaDon to The Alliance has 25 years of
experience conducDng complex, federal criminal invesDgaDons in the Western
United States. More specifically, the reDred agent – who is also an aZorney - has led
invesDgaDons into violent crime maZers, domesDc terrorism, and illicit drug
distribuDon by organized criminal organizaDons.
C. The Source
1. The reDred agent received the informaDon reported to The Alliance directly from
another reDred FBI Special Agent (The Source) who also served as an agent in the
Western United States and who recently reDred in the Spring of 2025.
2. The Source was described by the ReporDng Person as highly reliable, and the
ReporDng Person believed the Source was moDvated to voluntarily provide the
informaDon detailed below by the Source’s concern for the direcDon and future of
the FBI.

agents to keep doing what (they) have been doing unDl they (the SACs) get some
direcDon from (FBI) Headquarters (HQ).
2. Span of Control
a. According to the Source, the realignment of how SACs report to FBI HQ (as
leaders of their respecDve FBI Field Offices) isn’t working very well.
b. The Source said FBI Field Offices report to one of five (5) SES (Senior ExecuDve
Service) folks who report to FBI Deputy Director Dan Bongino. The SESers, the
Source said, also serve as program managers for naDonwide programs, such as
CT (Counterterrorism), resulDng in a span of control that the Source described as
too broad and unworkable.
c. The boZom line, according to the Source, is they (the FBI as an organizaDon) are
– in the words of the Source - “a rudderless ship” and all “f’ed up”.
a. According to the Source, there is no money allocated to form new gang and
violent crime task forces.
b. Many of the legacy task forces went belly up under (former FBI Director
Christopher) Wray, the Source said, and bridges with local (law enforcement)
agencies were burned.
b. Many (FBI Special) Agents have reDred, according to the Source, and all (FBI
Field) Offices are well below (what was interpreted by the ReporDng Person as)
the TSL (an acronym used to refer to the number of employees alloZed and/or
budgeted for a parDcular division, office or squad, also known as the FSL).

c. The Source further stated the 1,500 (FBI Special) Agents being transferred to the
field from FBI HQ has complicated the pre-exisDng shortage of Bureau cars (i.e.
government vehicles) available to FBI personnel.
a. The Source stated that approximately 20% of (FBI Special) Agents in the field, or
in some cases, 20% of an agent’s Dme – depending on how each FBI Field Office
chooses to uDlize its resources, is to be spent working immigraDon cases.
b. The (FBI Special) Agents are not iniDaDng or working as (lead) case agents on
immigraDon maZers, the Source said. IniDally, agents, according to the Source,
were directed to do so, but FBI Field Offices pushed back saying agents don’t
have enough training in immigraDon law to run cases (as lead case agents).
d. The Source highlighted the following as a problem: ICE’s very different standards
(compared to the FBI’s) for raid and arrest planning. The Source characterized
ICE’s standards as lax, and the Source said (FBI Special) Agents assisDng ICE are
being told to engage in acDons that violate Bureau (or FBI AdministraDve) policy
for planning, OperaDonal Orders, etc.
e. As a result, the FBI, according to the Source, has assigned FBI Assistant Special
Agents-in-Charge (ASACs) to ICE Command Posts around the naDon to help
deconflict these issues.

III. HISTORICAL CONTEXT & THE FBI’S SLOW, STEADY DECLINE
3. So, it is no wonder the FBI – so omen tone-deaf – has so omen been on the defensive,
and rarely - and sadly - does it ever reach its true, full potenDal.
5. What once was the shining promise of a premier federal law enforcement and
counterintelligence agency is today an underperforming, deeply flawed, federal
government behemoth (with $13.9 Billion in Total Budgetary Resources)81 that
simply lost its way.
6. FBI loyalists will deny this, blindly, as they parrot the FBI’s moZo, but the proof they
do not see or choose to ignore is in the hard data, measurable and consistent in the
negaDve headlines and survey amer survey of members of the American Public who
have increasingly perceived the FBI in an UNFAVORABLE light:

C. Reverse the Decline, StarKng Now
1. Amer years of decline at the FBI, the poliDcal will of the new AdministraDon89 and
increasingly louder calls for reform from an American Public that demands and
deserves beZer have delivered a once-in-a-generaDon opportunity for the FBI to
pivot away from persistent failure and execute a hard reset.
2. Now is the Dme for the FBI to seize the moment before the moment is lost, and it
begins with the smartest, independent criDcal thinkers within the FBI who must now
find the objecDve wisdom and moral courage – consistent with their duty and
obligaDon to the American people – to hold the new FBI Director accountable for the
PROMISE he made to reform the FBI:
a. At his swearing-in ceremony on February 21, 2025, FBI Director Kash Patel said, “I
promise you the following - there will be accountability within the FBI and
outside of the FBI, and we will do it through rigorous Cons1tu1onal oversight
star1ng this weekend.”90
3. His new Deputy Director of the FBI made a similar PROMISE – as did the U.S.
AZorney General - just as bold, using exactly the kind of language advocates for
reform have waited to hear:
a. On March 17, 2025, on the day he was sworn in as FBI Deputy Director, Dan
Bongino wrote in a social media post, “My promise to you is that I will work
1relessly to help restore integrity, eliminate poli1cal bias, and ensure the FBI
remains dedicated to its core mission of protec1ng the United States and
upholding the Cons1tu1on.”91

violent crime throughout this country and throughout this world and make
America safe again.”92
4. For each of them, the bar for success is clear – reform the FBI and the U.S.
Department of JusDce or history will remember them for delivering failed, broken
promises. They must be held true to their word, for every promise made, beginning
with the new Director of the FBI.
5. His daily work must be scruDnized and measured against the highest standards; and
to ensure fair, honest and on-going assessments can be conducted independently
and delivered without bias to the American people, The Alliance, in the spirit of
transparency and real accountability, is calling on trusted ReporDng Persons, Sources
