Malcom Adiseshiah was an Indian economist who spent ten years teaching economics in Calcutta and Madras before joining UNESCO, where he authored over 48,000 pages on socio-economic development in India. He went on to found the Madras Institute of Development Studies and serve in several advisory roles including the Tamil Nadu State Planning Commission, as Vice-Chancellor of Madras University, and as a member of Parliament. Adiseshiah was a proponent for investment in education, believing it offered one of the highest rates of return of any public or private sector.

President of the Indian Economic

The rate of return on investment
in education, although not
precisely measurable for the
various reasons discussed,
is nevertheless among the
highest in the public and private
sectors and I personally believe it
is indeed the highest.
