Activities for Inception Phase
 Apply to seek Provincial and District level NOC
 Kick start meeting with BISP
 Submit inception report that should explain the overall enumeration strategy and
work plan to complete the assignment within given period of time

 Preparation of GIS based maps for all Enumeration Areas of all

Learnings from Cluster 6 and 7
- Selection of local and literate staff (minimum Graduation education) is necessary
as less qualified staff is unable to understand the IT related issues faced by them
by use of tablets
- Staff identification, hiring should be processed after signing of contract and
training should be initiated once we get positive response from concerned
authorities for NOCs
- Devolved function of staff identification and hiring to Area Coordinators and
Supervisors is helpful to maintain required number of staff
- IT officers should have good knowledge about MIS/IT related issues and they can
be good helped if they are able to maintain log of MIS/IT related issues faced by
field teams.
- Training programme as per guidelines from NSER is helpful to develop required
skills of field staff for this type of survey
- Role of Areas Coordinator and Supervisors is key to ensure quality of work and
they should be properly trained for their supervisory role
Learnings from Cluster 6 and 7
- Staff at each level should have full understanding of their TORs and for this
purpose on job supportive supervision helps to improve staff performance
- Proper understanding of GIS map helps in boundary traversing and listing
- Close liaison with field level staff of Operation Review Firm (ORF) is helpful to
receive daily feedback about performance of field teams and to take corrective
measures
