STATEMENT TO SUBMIT.
WHAT IS TERM OF REFERENCE (TOR)?
• Terms of Reference (TOR) are a strategy-
level document that defines the tasks and
duties required of a project contractor, and
highlights project background and objectives
at high level. It is a governance document
that establishes and determines the
relationships between
all project stakeholders.
WHAT IS METHOD STATEMENT?
• A work method statement, sometimes
called a "safe system of work", is a
document that details the way a work task
or process is to be completed. The method
statement should outline the hazards
involved and include a step by step guide on
how to do the job safely.
Method statement are frequently requested as
part of a tender and are intended to give the
company an opportunity to show how they can
provide the goods or service and give the client
an insight into the company’s method of
operation.
Method statement is part of the safety
requirements on site, and are usually approved
by the consultants / contractors before such high
risk work are carried out.
PURPOSE OF METHOD STATEMENT
The primary purpose of a Method Statement is to help
both supervisors and workers or any body involved in the
work realize the risk involved and also understand the
requirements (tools, equipment etc.) and procedure that
have been established to carry out the high risk
construction work ensuring safety of persons and
structures alike.
The method statement should outline the hazards
involved and include a step by step guide on how to
complete the job safely.
THE IMPORTANCE OF METHOD STATEMENT
The document will provide information about the types
of high risk construction work being done, the health
and safety hazards and risks arising from that work, how
the risks will be avoided or controlled and how the risk
control measures will be put in place.
It is important to note that having a method statement
in place is not enough, work must be carried out in
accordance with the method statement and if not being
done accordingly, such work must be halted
immediately.

DILAPIDATION/PROFILING SURVEYS FOR “JPS SG PINANG FLOOD
Project Title:
MITIGATION PROJECT”.
i. To carry out dilapidation survey works (30-meters radius from
the site boundary).
ii. To engage with the property developer owners/ tenants/

the identified properties prior to commence dilapidation
survey works.
ii. A structure Record Number will be allocated to each building
and structure.
Standard work iii. Perform a visual survey of all internal (if required) and
procedure. external elements of a building including but not limited to
wall, column, beam, external façade, basement, pavement,
driveway, apron, finishes and services, to a height of 10m
from accessible ground level.
iv. Take photographs of the structures for identification and for
production of layout sketches.
3. Detailed Technical Requirement
