Additional Justification – 2G HO attempts
2G HO attempts decreased after the activity due to a change in e-tilts. According to the AOTC, the pre-activity tilts
were 0/2/2, and they have now been adjusted to 6/5/8 (2G and LTE1800 share the same antenna), which correlates
with the traffic patterns. To ensure compliance with the changes, a 2G ANR was requested. It was confirmed that all
the relations (ADCE) have been successfully implemented on the network. Please refer to the follow-up email for
further details.

Amber KPI Justification - LTE Session Drop Call Rate
LTE Session DCR is below spec on L800 on
sector A and C. The issue is related to
coverage: erab_rel_enb_rnl_uel - This
measurement provides the number of E-
RABs released if the connection to the UE is
lost. The counter is maintained regardless of
the released bearers QCI.
Please note that L800 has a very high tilt
value of 10/10/10, which is used by BT to
enhance indoor coverage. However, this
configuration results in indoor-to-outdoor
handovers (HOs), which are more prone to
failure.
It was verified that the site 54326 does not
present any availability issues, nor PCI clash.

Additional Justification – 4G Inter Frequency Handover success rate
(1/2)
Inter-freq HO SR is out of the threshold on L800 due to only three spikes, one on sector A on 29th Jan and the others
two, both 1st Feb on sector B and sector C. It is noticed that the.
Note that L800 has a very high tilt value, 10/10/10 that is used by BT to increase indoor coverage, this brings indoor to
outdoor HO that are more prone to fail.
Regarding site 54326 it does not have any availability issues.

In the charts are highlighted the top offenders that were
significantly impacting the KPI.
The top offender (bellow 98% SR) are failing either due to
Late HO or early HO, it is recommended therefore to
accelerate or delay the HO on the relation in order to try
to improve the SR.
All of this actions will improve the KPI.

Amber KPI Justification - 5G User DL Throughput
5G User DL Throughput is out of spec on NR700.
The NR700 is a 5G layer that has longer cell coverage so it will be the most
used 5G layer for far-end users with EN-DC connection done via LTE leg on
adjacent 4G sites.
With the activation of NR700, LTE (anchor sites) sites started to have the
possibility to have LTE users connected to 5G cells, and that brought a
significant number of new 5G users to 54326N.
The increase in 5G users will cause a reduction of cell resources per user, so a
low Average UE throughput is expected.
These distant users connected are located at a great distance causing
difficult RF environment decreasing the measured Average UE throughput.
As more sites have NR700 added, an improvement to this indicator is
expected.

Amber KPI Justification – 5G User Uplink Average Throughput EE
5G User uplink Average Throughput EE, on NR3500 and NR3600 are lower than the defined threshold because the
network carries UL data traffic mostly via LTE and the UL 5G is only used for bursty low-traffic NACK/ACK messages.

Additional Justification – Traffic
Voice Traffic decreased while Data Traffic increased on site 54326. The
main reason is the change the antenna, tilts and the addition of new
layers, all of those factors contributed to a change on the HO/ Traffic
profile (see next page).
At Cluster level (charts at right) we can see clearly that Traffic continues to
have the same behavior compared to pre-swap dates.

Additional Justification – MIMO Rank 1
MIMO Rank 1 for L800 is above the threshold, which might be related to
the high tilt values of 10/10/10. These tilt values have resulted in low
traffic, leading to the high MIMO Rank 1. Additionally, a HC was performed
by Nokia team, nonetheless, this issue is being addressed under ticket
INCM00002376299. Pending SWC site visit.
