Pendaftaran memerlukan:
- Membayar biaya ke Google
- Menyetujui Syarat dan Ketentuan Google
- Menyerahkan identitas resmi Anda yang dikeluarkan pemerintah
- Memberikan bukti kunci penandatanganan (signing key) pribadi Anda
Inilah sebenarnya seperti apa prosesnya:"
- Masuk ke Setelan Sistem, cari Pilihan Pengembang
- Ketuk nomor build tujuh kali untuk mengaktifkan Mode Pengembang
- Abaikan layar peringatan tentang paksaan
- Masukkan PIN Anda
- Mulai ulang perangkat
- Tunggu 24 jam
- Kembali lagi, abaikan lebih banyak layar peringatan
- Pilih "izinkan sementara" (7 hari) atau "izinkan selamanya"
- Konfirmasikan, sekali lagi, bahwa Anda memahami "risikonya"
Sembilan langkah. Masa tunggu wajib 24 jam.
Ars Technica: "Google's Apple envy threatens to dismantle Android's open legacy."
Namun, bukankah ini...
"...hanya demi keamanan?"
Dalih keamanan hanyalah sebuah tabir asap.
Langkah Perlawanan
Semua Orang
- Pasang F-Droid pada setiap perangkat Android milik Anda. Toko aplikasi alternatif hanya dapat bertahan jika masyarakat benar-benar menggunakannya.
- Hubungi otoritas regulasi Anda.
Bagikan tautan keepandroidopen.org kemana saja
- Lawan narasi semu (astroturfing). Kelompok "tapi, sebenarnya..." sedang gencar beraksi. Jangan biarkan mereka menentukan narasi.
- Mengelola situs web? Tambahkan spanduk hitung mundur.

"If this goes in effect there's literally no reason for me to stay on android. Would likely either go graphene but that feels up in the air for long term support so I guess that leaves apple. "This move is a step backward for the Android ecosystem for so many reasons, but most of because all Google claiming this is for "security" is very disingenuous. Malware already exists on the Play Store, and restricting independent, open-source software does not make users safer, it only makes the ecosystem more closed and worse off. This is anti-consumer to a tee and should not be allowed to happen. "

The idea that we are so untrustworthy with our own devices that we need this level of invasion/ surveillance implemented to satisfy their idea of safety is laughable. The online tech community is amazing and free to make any kind of customization to their own devices that they bought and paid for. And let's be honest there have been so many questionable decisions already based on security and safety that Google is no longer completely trustworthy. We should still be able to have the choice to use our own customizable apps/systems on our own personal devices. None of this feels safe, none of these changes feel like they have our safety in mind. "I'm a developer considering deploying to Android as a platform. The option to not require Google's involvement is a highly enticing aspect, and I could see playtesting Android games by means of "hey, you're my friend, can you play this on your Android device and see if it works well?" with a signed APK becoming an absolute nightmare to deal with in the event of rapid updates caused by constant back-and-forth discussions if this goes through. Not only is this bad for the consumer on a nightmarish level, it could very well destroy the development environment of the platform, the main reason people develop for it so much more than iOS, as well. Google should be ashamed of even considering this for more than a few minutes and doing anything more than laughing the idea off the moment it was brought up, even less attempting to go through with it. I can't imagine your investors will be happy when everybody stops developing for your platform and you have far less people using it as well, either. Maybe think about the long term here. Y'know, instead of all the short term thinking kinds of mistakes that lead to things like Stadia going wrong. Don't let Android become your next Stadia, Google. Stadia failed not because of the concept, but because of tons of poorly thought out decisions that seemed good for the short-term that were horrible for any longevity, trying to focus too much on existing big heavy hitters being sold on the platform instead of trying to make a proper case for what it could uniquely bring to the table for example. It isn't out of the dang question this could make Android's upcoming versions into your next Stadia-tier failure. "

"I've been a long Android user, and I learned so much due to being able to sideload programs; even being able to manually install google play services on some devices where it doesn't come by default. I believe that Google should not lock this change so we can have our own choices to do what we want with out programs and apps; unlike Apple who locks down their ecosystem, and (more so unrelated) Amazon picking out and stopping jailbreaks, which is the reason I have an android phone. For that freedom promised. Google, make the right decision. "

For many communities, sideloading and APK backups are essential for app availability, testing, and preserving older versions that still work for people and devices. "This is an insane power play that is attempting to force more money into Google's pockets for developer licenses. There are a lot of legitimate uses for sideloading apps that are legal. Certain emulators cannot be on the Play Store, which are 100% legal. Some apps don't release on the Play Store because of region requirements that don't allow it, so APK's are the only option. Plus, there are a lot of firms that likely develop in-house security apps, that don't and CAN'T be published to the Play Store for security reasons, so this will also lock out those companies from their own security systems and applications. Also, sometimes installing a previous version of an app is needed when the latest version is broken. Also, if I want to develop my own app, now I have to have a developer license to even test it? This is absolutely anti-consumer at its finest, and Google will lose a lot of business from this power play. The sad part is that they will be likely facing a lawsuit from many companies that will be affected by this, because this is a huge change that will affect a huge majority of Android users. "

"As someone who's used Android since Android 5.0 & 4.4.4, I think being able to download and install 3rd party applications is important for EVERYONE who uses any Android device. Sideloading is a key reason why Android is beloved by most of its users and a key advantage for most power users of many different devices which gives it a major edge over Apple's iOS platform which has many of these restrictions. The difference between Android and iOS for as long as both of them have existed is that Android has been designed since the beginning as an Open-Source operating system that was ALWAYS designed to be tinkered with by the user without needing to be beholden to the whims of the big company that owns it. TL;DR, Android is an open-source OS that is better than iOS because it doesn't restrict user freedoms, even if that freedom isn't always needed by every Android user. Keep Android Open! "I sideload and digitally mod a lot of my devices, and while I was just about to consider switching to Android because of this (and Apple's limit in storage), this sort of removal of freedom, even small and masked as 'the right thing' for security, just isn't right. There's already trust issues within Apple's app store, and the 'free' stuff doesn't support developers properly, so why copy paste the same issues that made people want to switch in the first place? How else will people get apps that properly support their device that aren't locked in some way or just won't? How else will people try and test prototypes of apps? How else will people... get this... have fun with the device they bought with money to have and physically own? And yet a company wants the money to steal more water and ruin immune systems of the future. This is totally 'the right thing'. "

"This is absurd and down right offensive that Google ever thought the thought that contradicts the core ideals for the Android OS! An android device that's no longer open might as well be Apple 2.0. In saying that, it will turn away not only the tech savy users in completion by 100% of them looking for another OS but in turn having the user who wants to express themselves in their Android device... If we wanted a closed source environment we'd conform with the rest of the world who knows nothing else but how to have the "hive mind" think for them and buy an apple. They do it, have done it and will continue to do it the best. Which, tbh, is ok!! Let them have their space in that of the most boring OS, app store, etc... If Google follows suit and actually closes up Android, clearly it will not kill the giant that Google purchased but it will turn away hundreds of millions of users to that "boring side" as in comparison, it makes NO SENSE for one to keep an Android over an iPhone when iPhone already has side loading and other exploitations to help us at the very least feel like we have some sort of control while going with the leading IP of closed OSs.... Android and closed should never be in the same sentence and I can guarantee when it happens Google will see lows they've never experienced in recent years nor could have predicted. However if the corporate overlords didn't think a backlash would occur when Google, likely the most predatory tech company in terms of their business practices who already enables the largest black market empire in that of call centers and scammers across the world to operate by selling our data to them and pushing their ads to the top of its results for the right amount of money. Who tf you think is gonna want to use a phone backed by said company when it's closing it's OS and changing it's TOS to basically "we can see and use everything on your screen for whatever purposes we please?? "To block sideload in all newer Android devices, not only for Pixel phones that Google own, is not going to enhance user's safety. It makes life more difficult for developers and you are taking away one of the only things that made Android better than Apple. If Google really wanted to enhance users' safety, they would verify better apps on their Play Store or implement a better antivirus that could scan apks and check for malware. I bought my phone and my tablet with my hardwork and money, I am not a child to not know what I should or shouldn't install inside my phone. Imagine if I couldn't install a necessary software in my computer or test my code just because Microsoft didn't approve of it? That would be absurd. It is my responsibility to know what I can or cannot install in my device, that is not up to a multi-billion company to decide. By blocking sideload, Google is breaking the trust they had from thousands of developers and millions of users of this OS. "

Android is the superior platform in my eyes because it's not a closed garden that requires tithe to be paid to some arbitrary group to function. "Android has always stood for user choice that’s what made it different. Taking away freedoms like sideloading apps goes directly against that foundation. Not every developer wants to go through approval processes just to create or use their own apps. Many of us build things for personal use, experimentation, or learning not for distribution under strict control. These changes don’t just limit developers they set a dangerous precedent. This is how censorship and platform control begin, slowly turning an open ecosystem into a closed one. Android was meant to be open. What made it powerful was the freedom it gave its users. Stripping that away doesn’t protect people it restricts them. If Android continues down this path, it risks losing what made it great in the first place. "

"I've been on android for as long as I can remember. The freedom to develop and most importantly do what I want with my own device is wonderful. To have that taken away from us all would be terrible, especially since the whole reason I love Android is how it is now. "
Angelo, change.org
"Apple would be the only entity to benefit from this change. The ability to side load apps and to support (and greatly benefit from) the FOSS community are the only meaningful reasons that anyone would choose to have an Android phone. "

"I'm repulsed by enshittification and the tightening grip of corporate oligarchs who bring nothing of worth to the table and therefore can only increase shareholder value by continuing to worsen their products "
Nicholas, change.org
"Android being open source and accessible to everyone to install and modify as they choose is the most import thing. It's why android has the market share that it does, without developers being able to build for the platform as they wish android will wither and inovation will be stiffled. "

"As a developer who has long relied on Android’s open ecosystem, I am writing to express my strong opposition to Google’s new policy requiring all developers to register centrally with Google—even to distribute apps outside the Play Store. I understand the need for security, but Android already has robust, built-in safeguards that don't require this level of control. This new mandate forces every developer to submit to Google’s terms, pay a fee, and provide a government ID simply to offer apps through my own website or a third-party store. This fundamentally breaks what made Android "Android." My concerns are straightforward: Barriers to Entry: This creates friction for independent developers, open-source projects, and small teams who cannot absorb these compliance costs. Privacy & Surveillance: It creates a global database of every developer, tracking those who actively choose to avoid Google’s ecosystem. Arbitrary Power: It gives Google unilateral power to disable any app, from any developer, for any reason, across the entire Android ecosystem. Anti-Competitive: It allows Google to surveil competitive threats and market trends outside its own store, using that data to undermine rivals. The existing measures—sandboxing, user warnings, and Google Play Protect—have served us well for seventeen years. No evidence has been presented that these are insufficient. I urge Google to rescind this policy immediately. Turning Android into a centrally controlled platform where one corporation acts as the gatekeeper for all software is a threat to innovation, digital sovereignty, and the open principles that built this ecosystem. I ask Google to work with us, not against us, to find solutions that respect both security and freedom. "

"It's crucial for Google to recognize that the strength of the Android ecosystem lies in its openness and diversity. Many users are increasingly concerned about privacy and surveillance, which is driving a preference for simpler, "dumb" phones. By maintaining an open ecosystem, Google can cater to this demographic that values freedom and autonomy over constant connectivity and data collection. An open Android ecosystem not only fosters innovation and creativity but also empowers users to choose devices that align with their values. It allows manufacturers to build secure, privacy-centric alternatives without being bogged down by restrictive policies. This encourages a healthier competition, where privacy-focused options can thrive alongside mainstream offerings. Additionally, embracing a more privacy-oriented approach can enhance Google's reputation. Users are now more mindful of where their data goes and how it’s used. By championing user choice and privacy, Google can position itself as a leader in ethical tech, attracting users who wish to escape the surveillance machine. Maintaining an open system isn't just about freedom for developers; it's about respecting the desires and needs of a significant portion of the population that prioritizes privacy. By supporting this diverse landscape, Google can build trust, loyalty, and ultimately, a better future for all users. "

"We should have the right to use our devices how we want to, whether we install our apps from official sources or not. Google already by default blocks installation from outside sources unless you yourself allow it and warns you of potential dangers from installing 3rd party apps, we should continue to have the freedom to install what we want on our devices and choose to take a risk or not going outside of the Play store. "

"Google has shown a lack of respect for user privacy their entire existence. You own your device, you spent hundreds of dollars/Euros for it. It was not a loan by Google, it is yours, and you should control what you use it for. People who want to use only Google verified apps are free to do so without having to infringe on the rights of the people knowledgeable enough to make the decision to use apps from outside Google's Play store. Google and others have long criticized Apple for this exact thing, to the point that they're in a lawsuit for it. For Google to try this shows a complete lack of respect for the customer, a lack of integrity, and complete and utter hypocrisy. If I want to make a personal app to control a toy I made and programmed, why should I have to give Google my personal information, jump through extra hoops, give them my code, and PAY them for the privilege of doing my own work? It's ridiculous. It's pure corporate greed. More than that, it's an attempt from Google to control your device. Yet another avenue for censorship, surveillance, and the road towards a world without any freedom, all under the guise of "safety." This is not just an attack on you and your device. This is an attack on your freedom as an individual and your right to your privacy and choice. This shouldn't just be a petition, this needs to be nonnegotiable. "

"Android made it possible for free, open source software to be widely used between everyday consumers instead of locking them into subscriptions or high one time payments, and by restricting APK sideloading, this strips people away from being able to use software that more poeple are able to use. This is downright wrong. "
Michael, change.org
"Why did I even buy an android phone?? They think I went iOS to android for no reason? WE WANT IT OPEN! "
David, change.org
"Mandating government identification and a registration fee to share software is a direct violation of the open-source principles and digital privacy that defined the platform. This change creates an unnecessary financial barrier for independent developers and students, effectively stifling global innovation and the creation of niche, non-commercial tools. By positioning itself as the sole gatekeeper of all app installations, Google is stripping away user autonomy and transforming a once-free ecosystem into a restrictive "walled garden." "
Ibrahim, change.org
"I value the open source initiative deeply. I believe that Google putting up barricades to make this harder to access and use for developers and consumers alike is an act against the freedom of the open source initiative. "

"I bought my first Android phone around 2010 era, the Sony Xperia X8 for $160CAD on NewEgg SIM unlocked and I've been hooked on this type of freedom ever since. Flexxing on these iPhone scrubs in high school with my fancy custom rom(CyanogenMod, now known as LineageOS), is where it all started. Just a few days ago, I flashed the newest LineageOS for my device(April 8th, 2026). I don't know where I was going with this, probably to give you some insight on my experience. But it'll be a sad day if Google decides to take away sideloading, so let's try to stop it from happening. Doing my part and signing this petition. "

"Might as well be an iPhone at this point. The whole point of Android was customization, and this kills that. Do better Google. "

"I want my freedom to install any app I want on MY DEVICE!!! "

"Google, pls keep the sideloading and freedom of anyone installing or developing apps and others choosing to use them open. It is a breach of trust by making the ecosystem closed. People will hate google, no doubt I have started feeling so too with your move / proposed move. "
Gaspi, change.org
"The whole reason i chose android over apple so many years ago was for the freedom choice in how and what my phone does and doesnt do. Now google is attempting to take that away that freedom. Im honestly so frustrated with googles invasive practices that i've deleted all my google accounts, and moved on to better, more privacy focused alternatives. Sadly google wants to kill that off. "
cae, change.org
"As a long-time Android user and small-scale app developer, I'm deeply concerned about the recent moves to restrict app sideloading. Choice has always been the core strength of Android—it's what set it apart as an open operating system. Forcing users to become "approved developers" just to build and install personal apps is impractical and unnecessary; I simply don't have the time or interest in jumping through those hoops. This shift feels like the start of broader censorship and monopolization, transforming Android into little more than a reskinned version of iOS. We chose Android for its freedom, not for anti-consumer restrictions that claim to "protect" us but really just limit our options. Existing tools like Knox and Play Integrity are already intrusive enough—now even downloading from trusted alternatives like F-Droid or other third-party stores might face scrutiny? This erodes the open spirit that defined Android from the beginning. Users deserve the right to create, modify, and install apps without sacrificing anonymity or control. It's our responsibility to educate ourselves on risks, not for big tech like Google (or GAFAM) to dictate terms. Android's appeal has always been its flexibility: I've sideloaded niche apps from lone developers for unique tasks, like custom music players and compass tools from F-Droid. I've even installed modded versions of stock apps, such as a camera tweak that added Google Pixel's Photosphere to my device—something impossible without sideloading. There's no need for Android to head in this restrictive direction; it risks becoming a "mock iOS," stripping away the very reasons people like me chose it. Let's restore customization, user freedom, and innovation to the heart of Android. Please, reconsider this path—it's not protection; it's control. "
