9.1 Permit Database

9.1.1 Concept of Permit Database

The issue of permits to the �final land user� based on Local Plans can be seen as the implementation part of land use plans.

The procedure of issue both of
Planning Permits and of Building Permits is still under development. There are various interim methods to be applied at TCPD offices in areas, where there is no Structure Plan and / or no Local Plans available, to satisfy the immediate needs of TCPD, until the entire land use planning process, as outlined in Chapter 7.1, has been established and legal plans exist everywhere.

Goal is a
Permit Database in an easily retrievable format, derived from the Structure Plan and Local Plan in LUPMIS. This is a semi-automatic process, which - for standard approvals (i.e. of residential Planning Permits) - requires a human interface only for final clearance.

The Permit Database (DBMS component of LUPMIS) can be called either from the GIS (Map Maker) with the Data-tool or independently, i.e. outside the GIS. (See also Chapter 6.9 for links to external data).

LUPMIS will provide necessary information about the status of every single parcel:

  • Name, address and telephone number of applicant


  • UPN number
  • Location (sector/block and xy)
  • Size of parcel
  • Land use classification (zoning, from Local Plan)


  • Date of request for Planning Permit
  • Number of application for Planning Permit
  • Type of development applied for
  • Date of issue of Planning Permit
  • Number of Planning Permit (if different from application number)


  • Date of request for Building Permit
  • Number of application for Building Permit (if different from Planning Permit)
  • Date of issue of Building Permit
  • Number of Building Permit (if different from application number)
  • Date of certificate of occupancy





Part of the information is displayed on the map (see below, in a first prototype demo, additional data can be displayed in future in this way). More information is provided by double-click on the parcel on the map (see further below). See Annex 16.6 for the display of coordinates of all points.
