4TH PRECINCT HIGHLIGHTS----WEEK645----June 1st—June 7th, 2010

MPD provides this public safety information as a public service. These highlights are not reflective
of all incidents handled or investigated by the MPD at this time. All persons are considered
innocent until proven guilty in a court of law.

ARSON:
Arson
30XX Logan Ave N Friday 6/4/10 0520 hrs 10-159258
Officers were dispatched to parties lighting items on fire & causing trash fires. Arson investigators were at the above location
& officers observed possible suspects. One of the suspects made voluntary statements implicating 2 other juvenile males for
intentionally lighting fires. All 3 AP’s, black males, ages 15,16, & 17, were transported to the Juvenile Division for
processing. Fire patterns showed that the cause of the garage fire was arson & that an accelerant was used. Damage to the
garage is $10,000 & to the vehicle inside, $3000. A motorcycle, also inside the garage, was valued at $1000.

19XX Newton Ave N Saturday 6/5/10 0425 hrs 10-160760
MFD responded to a house fire at this location. The building is a duplex & none of the tenants were home. Crews stated there
was a heavy odor of gasoline in the bedroom with a concentrated smell on the pillows & bed. The bulk of the fire damage was
to the front bedroom, which was the origin of the fire. Due to lack of accidental ignition sources & the heavy smell of
gasoline, the cause of the fire was arson. Damage was approx. $25,000. No witnesses or suspects at this time.

28XX Colfax Ave N Sunday 6/6/10 0815 hrs 10-161979
MFD responded to a car fire in the rear of this location. The building is a vacant address. The fire started in the interior of the
4-door, Crown Victoria & was severe. It is the Fire Department’s opinion the fire was the result of arson. No suspects or
witnesses. Vehicle owner was not present. Estimate of the damage is $1000.

26XX Morgan Ave N Tuesday 6/1/10 2126 hrs 10-156543
Police responded to a stabbing & located V1/BM, 21 yrs, with a shirt around his right hand, covering a stab wound. V1 was
uncooperative with officers & did not want to share who stabbed him, he only wanted an ambulance. A witness told officers
that AP1/BF, 41 yrs, showed up at this location with a knife, where a group of 15-20 people were arguing. V1 was cut while
he attempted to take the knife away from her. V1 refused medical, stating he would drive himself to the hospital. AP1 booked
in HCJ for PC Aslt2.

Emerson Ave N & Lowry Ave N Wednesday 6/2/10 1837 hrs 10-157482
Officer observed V1/WM, 40 yrs, lying on the ground at the above location with W1/WM, 25-30 yrs, standing over him. W1
told officer that V1 had been assaulted by several unknown BM’s, 15-16 yrs. V1 was extremely confused & told officer all he
remembered was crossing the street. Dispatch was notified to send an ambulance Code 3, due to V1’s head injury. W1 stated
that a girl notified him in the grocery store that V1 was approached from behind & punched & kicked. Suspects fled when W1
yelled at them. No known motive. Suspects GOA. V1 transported to the hospital via ambulance.

V1 & V2, black males, 13 yrs, were in the park when S1 & S2, black males, 16-17 yrs, approached them . S1 pointed a black
handgun at V2, then punched V1 in the side of his face with a closed fist. Victims left the area & called V2’s parents. V1
stated he did not need medical attention. Suspects GOA.

Officers responded to a domestic incident involving weapons. V1/BF, 16 yrs, told AP1/BM, 17 yrs, she no longer wanted to
be in a relationship with him. V1 & AP1 have a 3 month-old child together. AP1 became very upset & punched V1 in the
face & bit her on the forearm. AP1 then grabbed a knife away from V2/BF, 19 yrs, his sister, who was protecting the baby.
AP1 waved the 10” knife at V1, V2, & V3/BF, 21 yrs, another family member, threatening that he was going to kill them all.
AP1 grabbed the baby & ran out of the house, but V3 was able to wrestle the baby away. AP1 was taken into custody &
transported to the Juvenile Unit for PC Assault.

32XX Lowry Ave N Friday 6/4/10 1330 hrs 10-159802
V1/BM, 24 yrs, stated he & known S1/BM, 45 yrs, S2/BF, 41 yrs, S3/BF, 30-40 yrs, & S4/BM, 40 yrs, went to the above
location to drink, smoke weed, & do crack. During the gathering, S3 hit V1 once in the left side of the face with a closed fist,
knocking V1 to the floor. S2 then hit V1 in the face with a concrete plant holder & dragged him over to S4 who struck V1 in
the face with a closed fist. S1 then hit V1 in the face with a silver lamp. V1 lost consciousness for about 5 minutes. When he
came to & sat down, suspects left. V1 stated the suspects assaulted him for no reason, except for what S2 calls “Fun.” V1
refused medical. Suspects GOA.

3rd Degree Domestic Assault


13XX James Ave N Saturday 6/5/10 0100 hrs 10-162310
V1/BF, 44 yrs & S1/BM, 37 yrs, are girlfriend & boyfriend. V1 & S1 were drinking alcohol & smoking crack cocaine when
they began to argue. V1 stated S1 pushed her off the porch where she hit her head on the sidewalk, & kicked her 2 to 3 times.
S1 then took $250 from V1 & left the scene. V1 received medical attention at the hospital where police were called. V1
completed a domestic violence form & medical release info. An NCIC check showed V1 had an order for protection against
S1.

Officer working surveillance observed AP1/ BM, 20 yrs, flag a vehicle over to his location near the biz. at this address. AP1
got into the vehicle & officer observed AP1 hand a small baggie containing a dark green substance to the front seat passenger
& receive money in exchange…consistent with a narcotics transaction. When AP1 exited the vehicle & began walking, officer
notified a marked squad. As officers exited the squad, AP1 began running & in the pursuit, AP1 took a gun from his waistband
& threw it over a fence. The revolver was recovered. AP1 was apprehended & booked in HCJ for PC Weapons.

ROBBERY:
ROBPER
22nd Ave N & Bryant Ave N Friday 6/4/10 2230 hrs 10-160892
V1/BF, 30-40 yrs, told officers she had been robbed the night before but was too upset at the time to make a report. V1 stated
her car broke down & that unknown S1/BM, 30-40 yrs, approached her & punched her on the right side of her face while she
was outside her vehicle. S1 took V1’s purse & set of keys from within the vehicle & fled on foot. V1 did not require medical
attention.

Knox Ave N & Plymouth Ave N Saturday 6/5/10 0600 hrs 10-160842
V1/BM, 44 yrs, stated he was in the above area trying to buy narcotics. AP1/BM, 22 yrs, pulled out a silver revolver &
pointed it at the victim. V1 gave AP1 a $20 bill & AP1 grabbed the car keys from the ignition & threw them, then fled on foot.
V1 called a friend to pick him up since he couldn’t find the ignition key. When V1 returned later, the vehicle was gone.
Officers spotted the stolen vehicle as it pulled to the curb. The driver was ordered out at gunpoint & denied stealing the
vehicle, stating he got it from a crack-head. The keys were in the ignition, but officers did not locate a gun. AP1 was booked
in HCJ for PC Robbery. V1 was not injured.

26XX Upton Ave N Saturday 6/5/10 1238 hrs 10-160963
V1/WM, 19 yrs, was approached on the street by unknown S1/BM, 18-20 yrs, who held a knife to V1 & demanded V1’s
money or he would “stab” him. V1 gave S1 5-$1 bills. S1 took the money & ran. V1 was not injured.

Lowry Ave N & Lyndale Ave N Sunday 6/6/10 0230 hrs 10-161862
V1/Hispanic male, 24 yrs, was in the above area & was approached by unknown S1/BM, 25 yrs, wearing all black clothing,
who demanded his money. Three additional BM’s approached V1 from behind, & one suspect went through V1’s pants
pockets. Suspects stole $45 in cash, a Blackberry cell phone worth $300, & V1’s MN DL. S1 told V1 to run or he would kill
him. V1 picked up his discarded wallet & ran. Suspects left in an unknown direction. V1 was not injured.

25TH Ave N & Dupont Ave N Sunday 6/6/10 0935 hrs 10-162007
V1/WM, 22 yrs, & V2/WF, 24 yrs, advised officers that V1 was tackled to the ground by unknown S1/BM, 18 yrs, at this
location. S1 demanded V1’s money. S2/BM, 16-18 yrs, & S3/BM, 15-17 yrs, then demanded money from V2 while raising
closed fists as if they were going to strike her. V1 opened his wallet & S1 took the $25 out. S1 then removed V1’s cell phone
from his pants pocket. S2 & S3 took $200 from V2’s wallet inside her purse. Suspects then fled. V1 declined medical
attention. It should be noted there were 3 other suspects who acted as “lookouts” for the robbery.

V1/BM, 41 yrs, was walking down the alley behind his residence when he was approached by unknown S1 & S2, black males,
18-23 yrs. S1 demanded V1’s money as he pointed a black revolver at him. S2 dug through V1’s pockets & took $35 in cash
from V1’s wallet (which he tossed to the ground), as well as a $300 cell phone with blue tooth attachment. Suspects fled on
foot. V1 not injured.

33RD Ave N & Irving Ave N Sunday 6/6/10 1245 hrs 10-162128
V1/WM, 61 yrs, was approached by a group of 4 BM suspects, 16-17 yrs, who knocked him down & repeatedly punched &
kicked him in the chest area, as one suspect tried to pull off his shoulder bag. V1’s glasses were knocked off & he couldn’t see
anything clearly. Suspects were unable to get V1’s shoulder bag & fled on foot. V1 refused medical attention. No loss.

Logan Ave N & Plymouth Ave N Sunday 6/6/10 1600 hrs 10-162267
V1/BM, 33 yrs, walked into the police station, not wearing any shoes, & told officers he was robbed by 5-6 black males.
Suspects asked V1 if he wanted to buy some weed. V1 continued walking & the suspects attacked him from behind & pushed
him to the ground. V1 did not see a gun, but felt that one of the males had a gun, so he attempted to run away & lost his shoes.
V1 advised officers that his rent money of $1050 was inside his shoes at the time & when V1 went back to retrieve them, the
money was missing. V1 refused medical. Suspects GOA.

26XX Colfax Ave N Monday 6/7/10 1245 hrs 10-163202
V1/BM, 30 yrs, drove to the above location to pick up a female acquaintance. After stopping his car, 3 BM suspects, 18-22
yrs, got into his vehicle. S1, medium complexion, light build, wearing a black bb cap, white t-shirt, & jean shorts, entered the
front passenger seat. S2, light complexion, light build, wearing a blue & white hoodie sat behind V1. S3/white t-shirt, sat in
the back passenger seat. S1 produced a semi-auto handgun, S2 had a 357 revolver, & S3 had an unknown type black handgun.
All 3 suspects yelled at V1 to give them what he had. V1 attempted to leave the vehicle but was ordered at gunpoint to sit back
down. After emptying V1’s wallet, suspects ordered V1 out of the car & drove off. Vehicle is a rental car. No injuries.

14XX Plymouth Ave N Tuesday 6/1/10 0218 hrs 10-155649
Officers were dispatched to a person with a gun call. Caller stated AP1/BM, 24 yrs, was outside the building at this location.
AP1 ran into the building when officers arrived, & he was observed holding a long black gun with a long magazine as officers
pursued him. AP1 tossed the gun after exiting the building. After a short foot chase, AP1 was apprehended & booked into
HCJ for PC Weapons. Gun was recovered.

29XX 52nd Ave N Tuesday 6/1/10 2214 hrs 10-156607
Officers were dispatched to a person with a gun call. W1/WM, 25 yrs, informed officers that unknown AP1/BM, 34 yrs,
threatened him with a black semi-automatic pistol. Officers located AP1 at the above address & recovered the described gun in
the garage at this location. AP1 was booked in HCJ for PC Assault 2. No injuries.

30th Ave N & Thomas Ave N Wednesday 6/2/10 2325 hrs 10-157831
Officer was in a marked squad when he heard a shot fired in this area. When officer reached the alley, he observed AP1/BM,
22 yrs, who ran when he saw the squad. AP1 tripped & fell as he ran & officer could see what appeared to be a handgun in
AP1’s hand. Officer also heard the sound of metal striking the concrete when AP1 fell. Officer caught up to AP1, who was
ordered to the ground at gunpoint. A loaded .380 caliber handgun was found at the site where AP1 fell. AP1 did not have a
permit to carry a firearm & was booked in HCJ for PC Weapons.

Broadway Ave W & Bryant Ave N Thursday 6/3/10 1517 hrs 10-158457
Officers conducted a traffic stop because they observed AP1/BF, 23 yrs, not wearing a seatbelt & a license plate check revealed
that the registered owner had a suspended MN DL. AP1 also admitted there was no current insurance on the vehicle. Officers
searched the vehicle, as it was going to be impounded, & located a semi-automatic handgun under AP1’s seat. While AP1 was
being handcuffed, AP2/BM, 20 yrs, & OT1, were in a nearby restaurant. When they observed AP1 being handcuffed, they fled
out the side door, but officers gave chase & apprehended them. AP1 told officers that AP2 was in possession of a gun as well
& officers recovered a small handgun from AP1’s pocket. Both AP’s admitted they did not have a permit to carry & were
booked in HCJ.

20XX Penn Ave N Thursday 6/3/10 2311 hrs 10-159006
Officers responded to a person with a gun call. AP1/BM, 30 yrs, was observed through a screen door at this location. AP1
opened the door for officers & was placed in handcuffs. Officers located an AK47 look alike in the area where AP1 had been
standing. It turned out to be a functional .22 caliber rifle, unloaded, which was tucked under the couch cushions. AP1 was
booked in HCJ for being a convicted felon in possession of a firearm. It should be noted that AP1 appeared to be highly
intoxicated. No injuries.

11XX Lowry Ave N Friday 6/4/10 1523 hrs 10-159743
Officers were notified that a felony sum of marijuana was being sold freely at this location. They were also informed that a
handgun was in the bldg. Officers maintained surveillance & utilized marked squads to detain customers & drug dealers here.
Besides a large sum of marijuana, officers located a loaded handgun behind the counter which belonged to AP1/BM, 34 yrs, a
convicted felon. AP1 was booked in HCJ for PC Weapons. AP2/BM, 26 yrs, was booked for a warrant.

33rd Ave N & Fremont Ave N Saturday 6/5/10 2318 hrs 10-161579
Officers were in the area & observed AP1/WM, 52 yrs, driving faster than the speed limit. AP1 was not wearing a seatbelt &
did not signal a turn. A traffic stop was conducted. Officers smelled a strong odor of alcohol & AP1 appeared intoxicated.
AP1 was asked to step from the vehicle & was frisked for officer’s safety, at which time AP1 was found to be in possession of
a handgun in a holster on his hip. AP1 was prohibited from possessing a firearm, as he was served an OFP. Officers checked
the purse of AP2/ Indian female, 47 yrs, that was left in the vehicle. Officers found 4 folded pieces of paper which tested
positive for cocaine. AP1 was booked in HCJ for PC Weapons & AP2 was booked into HCJ for PC Narcotics.

43XX Fremont Ave N Sunday 6/6/10 0027 hrs 10-161679
Officer responded to the above area on a person with a gun call. Officer located AP1/BM, 21 yrs, who matched the given
description. AP1 was ordered to the ground & told to put his hands on his head. AP1 advised officer there were 2 handguns
in his waistband, which were recovered. AP1 further advised officer that there was a 3rd handgun behind an address on
Fremont Ave, which was also recovered. AP1 does not have a permit to carry & was booked in HCJ for PC Weapons.

Broadway Ave W & Fremont Ave N Sunday 6/6/10 1410 hrs 10-162214
Officers received information about a male in possession of a handgun. Officers located AP1/ BM, 20 yrs, & recovered a
replica handgun from his waistband. AP1 was found to be on probation for robbery out of Dakota Co. & to have an
outstanding warrant for false name to police in Henn. Co. AP1 was booked in HCJ for misdemeanor Possessing a Replica
Firearm in Public & the misdemeanor warrant.

18XX Em Stately St E Monday 6/7/10 0255 hrs 10-162835
A TLE was conducted & AP1/ BM, 29 yrs, informed officers that he did not want to go to jail. AP1 stated he would turn over
his own handgun to officers if they would not bring him to jail for PC Cancelled IPS. AP1 & officers filled out a “consent to
search” form for the above address so they could recover the handgun & ammo from AP1’s home. The handgun came back as
a stolen weapon from a Police Dept. in California. AP1 was booked in HCJ for PC Weapons.
