1. Purpose and Scope


The purpose of this document is to outline the procedure for the installation and
commissioning of cables (MV and LV) for the new Lucara-Karowe mine development. This
document applies to all employees in the direct employment of OneTrack Engineering
including their subcontractors.

2. Reference Documents
This method statement should be should be read together and aligned with the following documents
and drawings:

3. ROLES AND RESPONSIBILITIES


i. Site Agent
 The Site Agent has the overall responsibility of the site and is a 17.1 legal
appointee as per the Mines & Quarries Act. The main responsibilities of the Site
Agent with regards to this methodology are to ensure that all national/international
standards, legislations, by-laws and specifications are adhered to.
 To keep within the timescale and budget of the project, and manage any delays or
problems encountered on-site during a construction project
 Manage of quality control, health and safety checks and the inspection of works
carried out.
 Provide positive leadership on technical and Safety, Health and Environment issues
through active participation.
ii. Project Engineer
 The Engineer has the overall technical responsibility of the project.
 Responsible for reviewing drawings and all technical documentation
 Attend Factory Acceptance Tests were applicable
 Ensure that the works are carried out according to the Contract Specifications,
approved method statement and the shop drawings
 Responsible and in charge of all commissioning activities and statutory signatory of
the Certificate of Compliance

iii. Electrician
 A 13.2 legal appointee in terms of the Mines & Quarries Act.
 To lead and direct in-field supervision of employees, equipment and resources
 Ensure sufficient deployment and productivity of the construction crew
 Identify and execute best practices concerning the efficient use of material and
equipment
 Responsible for providing clear instructions to personnel under their control,
including sub-contractors, to ensure correct and safe work methods.

iv. Safety Officer


 Provide leadership and responsibility for all SHE related activities.
 Ensure that an adequate programme of training for health and safety is established
and that the safety culture is encouraged amongst employees
 Undertake and ensure risk assessments are done before all work activities
 Drafting Job Safety Analysis and toolbox talks programme
 To ensure that all activities are carried out in safe manner without causing injury to
people, damage to property or harm to the environment
 Ensure that all COVID-19 protocols are strictly observed

5. WORK ACTIVITY

5.1 Medium Voltage Cables up to 33kV


 Ensure that the location, and cable routes are in accordance with technical specification
and approved layout drawings.
 The route shall be pegged and approved
 The TLB shall be used to excavate the cable trench to specifications
 The bedding of the completed trench shall be filled with soft soil
 Cables will be tested while still on the cable drum and results will be recorded on an
approved test sheet and signed off by both the contractor and client.
 The cable drum shall be mounted on the cable jacks
 The cable will then be rolled off the drum onto rollers on the ground along the trench
route
 The laid cable will then be lifted by hands and carefully placed in the trench
 Spacing of the cables will be done as per the approved specification.
 Back filling will then be done with class 1 material and compacted in layers
 Danger tape will be installed after the first 150mm layer
 Cable slabs will be installed at the top layer to provide mechanical protection
 Above ground cable route markers will be installed as per specification to indicate the
cable routes.
 The cable will then be terminated by a competent High Voltage cable jointer and pressure
tested with an AC pressure tester before connection

5.2 Low Voltage Cables up to 1000V

5.2.1 Handling & Storage


On receipt of the LV Cables, Wires and accessories at site necessary precautions shall be taken for
unloading, shifting & storage, as follows: -
a) Material shall be stored in a covered / dry space at all the time.
b) All materials received at site shall be inspected and ensured that the materials are as per
approved material submittal.
c) Any discrepancies, damage etc., found will be noted and reported for further action.
d) Material found not suitable for site use will be removed from site immediately.

5.2.2 Installation Procedures General


a) Ensure that the work area is ready and safe to start the installation of LV Cables
b) Ensure the installation of LV Cables & Wires are carried out in accordance with
manufacturer’s installation recommendations, requirement of applicable standards and in
accordance with recognized industrial practices and specified in project specification to
ensure that installation complies with requirements.
c) Prior to start the installation, refer to the approved shop drawings related to the area of
installation and ensure that required materials are available at site as per approved material
submittals.
d) Ensure the materials are stored properly and there is no mark of damage or deformity of any
kind before issuing the material from site store. All materials and accessories should also be
free of dust, scale, or oil.
e) Ensure that the issued materials are of approved specifications / submittals and as per the
requirement of the area shop drawing’s. (i.e. Make, size, Model / Type etc.,).
f) Care shall be taken to avoid direct exposure of cables to solar radiation in storage area and
at installed area.
g) Wrenches shall not be used to pull cables
h) Do not install through joints in cables.
i) Do not route cables below water services pipework.

5.2.3 Installation Procedure for Cables


a) The total cable route shall be inspected to ensure that the routing is complete, ether on
ground or on cable trays, as per approved layout and free from any sharp edges & sharp
objects.
b) As per cable cutting schedule, site electrical supervisor will ensure that the cable drums are
shifted to the correct location, where cabling has started for any particular feeder.
c) The trays shall be curved enough at the right angles to allow to lay the cable with correct
bending radius, without any sharp bends, knits.
d) Where more power cables are run together, adequate cable tray should be provided
considering the spacing as per specification. Spaced apart by at least one cable diameter (of
larger cable) throughout the length of the cable run.)
e) Cable rollers shall be placed inside trench / on cable tray inline and angle rollers will be used
at all the turnings of trench / on cable tray.

f) Cable laying shall be started by rotating the drum in a direction recommended by


manufacturer and as indicated on drums. The site supervision team will ensure that the
undue stress on pull is not applied to cable, while laying the cables.
g) Cables shall be identified at the both ends and in between convenience interval on riser,
identification bands as per approved material and approved cable schedule.
h) Cables shall be dressed properly, Secure cables to cable tray using straps / heavy duty ties
where the cables are fixed to a vertical cable tray or ties where the cable tray surface is
horizontal, without any overlapping. Ensure that the cable distance is maintained as per
approved shop drawing, as per manufacturer’s recommendations and as per general
engineering practices.
i) Earth conductor shall be laid parallel along with cables and tide along with the cable at
suitable intervals.
j) Where cables pass through a floor or wall, sealing material should be provided and that area
should be sealed properly (from both sides).
k) On completion of cable laying and dressing, continuity and insulation resistance tests with
(1000 V Insulation tester) shall be carried out and shall be recorded. Cable ends shall be
sealed properly, till the glanding and termination.
l) All conductors requiring bolted connection shall be terminated with compression lugs using
an automatic compression crimping type tool.
m) Cable lugs shall be tinned copper compression type.
n) Terminations to be carried out as per standard and approved procedure.
o) Cable glands to be used of approved and quality as per manufacturers recommendations.
p) Insulation test shall be carried out after installation and before termination of cables.
q) After approval by consultant for the cable laying and meggering, test results shall be
submitted.
r) Crimped terminations shall be used for cables above 6 [Link] and pinch screw should not be
used.
s) LV cable termination and connections shall be done by experienced electrical technician
under the supervision of Site Supervisor or Site Engineer.

5.2.4 Installation Procedure for Wires


a) Ensure that the cabling/wiring is being installed as per approved shop drawings.
b) All the containment system is checked for thoroughness and cleanliness all along the circuit.
c) All the routing / all wiring is to be drawn from respective distribution boards to point of
utilization and is looped from live and neutral terminals of accessories for circuit continuation
as per the approved shop drawings.
d) Final connections in luminaries and heat producing / emitting equipment shall be made using
heat resistant flexible cables.
e) The specified wire sizes to be followed as per approved load schedule / shop drawing.
f) Ensure that proper color coding is followed for phase, neutral, earth wires as per standard
electrical codes and respective approved shop drawings and specifications.
g) Ensure that each circuit is being neatly dressed/bunched at intervals.
h) After dressing of wires, provide the respective circuit ferrules at the ends at phase, neutral
and earth bar ends.
i) The cables or wires, should not be jointed. Those should be continuous.
j) Wires shall not exceed the capacity of the conduit or trunking. The installations shall comply
strictly by following the standard rules and regulations.

k) Wires shall be combed as installation proceeds and the neutral, earth conductor shall be run
with the phase wires of that circuit.
l) Wires of one circuit shall run in the same conduit.
m) Each wires of a circuit running in trunking shall be grouped together with cable ties.
n) Do not install wiring of more than one phase in an outlet box or switch box, other than one
designated for multi-phase use.
o) The Color coding of wires / cables shall be fallowed till the termination within distribution
boards and equipment.
p) Wires shall be tested with a 500V insulation tester before & after installation, after marking of
all the wires.
q) Test results should be submitted to consultant for the approval & records.

6. SAFETY, HEALTH & ENVIRONMENT


6.1 Minimum Generic Safety Requirements
 Investigate and plan each phase of the job and choose the most suitable plant/crane.
 Provide for emergency access and egress at all times.
 Ensure that fire extinguishers are available.
 Ensure that first aid boxes are available and their signs displayed. Provide for protection
of the public, employees
 Look out for changes in ground surface conditions, weather, and water condition.
 The SHE Officer to ensure that continuous risk assessments or tool box talks are
conducted and communicated to the rest of the team before doing any work.
 Employees to raise concerns and participate during this process.
 Supervisor to define individual roles and responsibilities assigned for the day. Clearly
communicate with employees who is responsible for what.
 Ensure that employees are all feeling well and that stress levels are low.
 Checklists to be completed and signed by supervisor and SHE representative before
work starts. Records of this inspection to be kept on site.
 Team work when offloading and unpacking heavy tools or equipment for sharing of load.
 Ensure that all employees, as well as visitors are provided with PPE, and sign the visitor
register.
 Supervisor to inspect that all hand tools and equipment are safe to use. Records of such
inspections should be kept in the SHE file.
 Make sure that your work area is neat and tidy.

6.2 Electrical Safety

 Ensure only trained and authorized persons only shall operate the power tools.
 Ensure that temporary live cable management plan shall develop and implemented
where applicable.
 Necessary PPE to be worn while working in energized to be worn while working in
energized circuits.
 Ensure adequate lighting is provided in the working area
 Safe lifting and shifting of LV switch gear panels and its related hazards and risks shall
be identifying.
 Ensure service area/work area openings are provided with barricade, tape, safety nets
and warning signage to be provided (Danger: Low Voltage).
 Ensure Lock Out Tag Out (LOTO) procedure to be followed and implement
comprehensive logout & tag out during execution of work.
 Emergency response plan & procedure shall be developed and established as per the
site condition during the execution of activity.
 Ensure that training cards are issued as to identify the power tools operatives.
 Permit To Work to be applied and obtained to start work on the required area.
 Only calibrated instruments to be used.
