Enhancing Healthcare with Management Systems

The document discusses several issues with paper-based medical record systems, including the risk of missing vital information, difficulty accessing records, and records being destroyed. It notes that Abdul (2008) and Karim (2008) argue that electronic medical record (EMR) systems could help address these issues by improving accessibility, reducing resource needs, and allowing greater use of records for research and public health. The document also discusses management systems used by organizations and clinics to track data and processes electronically rather than using conventional manual methods.

FOREIGN LITERATURE

According to |Abdul| (2008), one of the significant concerns in paper-based records is that all

clinical information is recorded in free style, and the risks of missing or forgetting vital

information are high, which can have a serious impact on the treatment and care of patients. The

case sheet is a tangible copy that can only be accessed by one person at a time and must be

physically transferred to other doctors. Given the large quantity of medical records on hand,

retrieving a record will be difficult, and missing a record in a massive pile of paper-based

medical records will not be surprising. Furthermore, information in paper records deteriorates

over time due to aging paper and ink, and fires or natural catastrophes might destroy the archive

of paper documents. According to Karim (2008), all of the above-mentioned concerns can be

resolved by introducing 10R/12R systems, which not only fix problems but also increase

healthcare efficiency by enhancing accessibility and requiring less resources to keep records. The

12R system can be utilized by researchers as a resource, as a disease surveillance tool, for public

health initiatives, and for practicing evidence-based medicine.

(Steve Elky, 2006). Current system of the dental clinic also has the system that can handle the

process management as a computerized. But, there are a few problem during using the system

and that cause they used the manually system. So, this literature review has been covered about

the process of the manual system that cause the current system is difficult to use. Management

system has been used long time ago. Every organization needs a system that can manage their

data and process. Normally they used a conventional method to manage and store their data.

Management system is management documented and tested step-by-step method aimed at

smooth functioning through standard practices.

Clinics Management System (CMS) based on Patient Ontology “A major problem faced by

today healthcare is the increasing diversity and differentiation. New medical specialties are

constantly created: there exist a large number of roles in patient care and many different public

and private organizations.

According to Prasad M. Jayaweera (University of Ruhanna, Sri Lanka) the process-oriented

business ontologies are developed in customer centered manner in order to develop business

systems applications to provide more and more value-added services to target consumers. This

trend is also valid in healthcare sector although there are some restrictions and limitations that

can be noticed in Sri Lanka.

Patient Management System by Terrence Adam, BS Pharmacy MD PhD “Any tool used to assist

in the delivery of clinical care from the point of care initiation to completion"

According to Terrence Adam, interest in Patient Management System with prior experience as

clinical user in pharmacy and medicine development and evaluation of a patient monitoring

system use of secondary data for surveillance applications evaluation. It is for one stop source of

information.

Terrence Adam emphasizes the importance of Patient Management Systems as tools that assist in delivering clinical care from initiation to completion. For pharmacy services, such systems are crucial in managing comprehensive information, enabling effective medicine development and evaluation, and leveraging secondary data for surveillance . Adam highlights their role as integral for ensuring effective treatment and care delivery in the clinical context .

The major drawbacks of paper-based medical records include the risk of missing or forgetting vital information, difficulty in accessing and retrieving records due to the physical nature of case sheets, deterioration over time, and vulnerability to destruction by disasters . Karim (2008) suggests addressing these issues by implementing 10R/12R systems, which improve accessibility and efficiency by digitizing records, thus overcoming the limitations of paper-based systems while enhancing healthcare efficiency .

Process-oriented business ontologies contribute to healthcare system development by being designed in a customer-centered manner, which allows for the creation of business systems applications that offer more value-added services to consumers . Jayaweera emphasizes this approach in developing systems that can adapt to the increasing diversity and differentiation in healthcare, thereby addressing the needs of various patient care roles and organizations .

10R/12R systems could revolutionize data and process management in healthcare by streamlining record-keeping, enhancing data accessibility, and reducing the resources needed for managing paper documents . They provide robust platforms for integrating diverse healthcare functions, support surveillance and research, and facilitate evidence-based decision making, ultimately leading to more efficient and effective healthcare delivery .

Clinics might revert from computerized systems to manual processes due to usability issues, technical inadequacies, or a lack of training that makes manual systems simpler or more reliable for certain tasks . This reversion can have significant implications for healthcare delivery, potentially decreasing efficiency, increasing error margins, and hindering data accessibility and integration, ultimately affecting patient care quality .

A patient management system serves as a 'one-stop source of information' by centralizing and organizing clinical data, which enhances patient care outcomes . According to Terrence Adam, this centralization is crucial in preventing information fragmentation, improving communication among healthcare providers, and enabling more accurate, efficient, and coordinated treatment processes within clinical settings .

Despite the computerized systems in place, dental clinics face challenges that lead them to revert to manual systems . These problems include difficulties in using the computerized system, which may stem from its complexity or inefficiencies that make manual processes more favorable in certain situations .

Current healthcare challenges related to increasing diversity and differentiation arise from the creation of new medical specialties and varied roles in patient care, managed by numerous public and private organizations . These challenges necessitate systems that can accommodate such diversity through adaptable and integrated solutions. System development is influenced by the need to deliver personalized and efficient services to meet the evolving demands of healthcare .

Prasad M. Jayaweera notes that while process-oriented business ontologies are developed for customer-centered healthcare systems, there are restrictions and limitations in their application within Sri Lanka. These limitations may include inadequate resources, technological constraints, or regulatory hurdles that inhibit their full deployment and effectiveness in the healthcare sector .

The 12R system enhances public health initiatives and evidence-based medicine by serving as a resource for researchers, functioning as a disease surveillance tool, and supporting public health efforts . By digitizing records, it facilitates the efficient handling of data, aiding in tracking disease trends and evaluating interventions. This capability improves evidence-based medical practices by providing comprehensive, accessible data for analysis .
