I. Introduction
The residents of Sorsogon City's expanding Barangay Buenavista West
District deal with a number of issues that have an impact on their day-to-day life. We
obtained firsthand knowledge of the challenges people face in Barangay Buenavista
by conducting interviews with random people. The presence of a dumpsite in the
town, problems with water accessibility, health hazards from the dumpsite, and the
effect on fishermen's livelihoods are some of the most urgent challenges. The
community is greatly impacted by these issues, especially in terms of livelihood,
health, and environmental sustainability
II. Objectives
1. To address the dumpsite issue through proper waste segregation, relocation, and recycling
initiatives.
2. To improve access to clean and reliable water supply for all households.
3. To reduce health risks caused by the dumpsite and provide medical support for affected
residents.
4. To restore polluted water sources and support the livelihoods of local fishermen.
5. To encourage community participation and collaboration for sustainable development.
III. Observations and Findings
Through our observations and interviews, we identified the following issues:
One of the most common issues raised by residents is the presence of the
dumpsite. The barangay hosts a dumpsite where waste from the whole Sorsogon City
areas is collected, but the lack of proper waste segregation and disposal practices has
led to environmental pollution and health risks. The foul smell from the dumpsite
poses serious health risks to residents, especially the students of Buenavista
Elementary School and those living nearby who are constantly exposed to the odor
and potential toxins. Additionally, improper waste disposal has begun to affect the
livelihoods of local fishermen, as pollution from the dumpsite contaminates nearby
water sources, reducing fish populations and harming their occupation. Residents
emphasized the need for stricter waste management regulations, better disposal
facilities, and public awareness campaigns to address these issues effectively.
Ensuring access to clean drinking water is a critical priority for Barangay
Buenavista. Many households currently face challenges in securing a reliable supply,
often requiring residents to travel long distances to obtain this essential resource. This
shortage impacts daily life, including cooking, and cleaning, while also posing risks
to community health. To address this, investments in improved water infrastructure
and efficient distribution systems are essential.
The health risks posed by the dumpsite are a significant concern for residents.
The constant exposure to the foul smell and potential toxins from the dumpsite has
led to respiratory issues and other health problems among those living nearby. This
situation underscores the urgent need for improved waste management practices and
the relocation or proper containment of the dumpsite to protect the health and well-
being of the community.
Lastly, the impact of waste pollution on the livelihoods of local fishermen
cannot be overlooked. The contamination of nearby water sources has reduced fish
populations, making it harder for fishermen to sustain their occupation. This not only
affects their income but also disrupts the local economy and food supply. Addressing
this issue requires a combination of better waste management practices and efforts to
rehabilitate affected water sources.
Through this study, we seek to provide meaningful recommendations and
encourage collaboration between the government, private sector, and local
communities to solve these pressing problems. By working together, we can create a
better future for Barangay Buenavista West District, where resources are efficiently
utilized, public services are accessible, and people’s lives are improved. Addressing
these challenges is not just the responsibility of authorities but also of every resident
and stakeholder in the community. With the right policies, programs, and collective
efforts, Barangay Buenavista West District can overcome these difficulties and move
towards a brighter and more sustainable future.
IV. Proposed Program/Ordinance
To address the critical issues of the presence of the dumpsite in town, water accessibility,
health hazards from the dumpsite, and the impact on fishermen's livelihoods in Barangay
Buenavista West District. This ordinance aims to improve the quality of life, protect public
health, promote environmental sustainability, and support the local economy through targeted
interventions and community engagement.
1. Addressing the Dumpsite in the Strict waste segregation and provide
Town color coded bins .
Relocate the dumpsite with proper
containment measures.
Establish a Materials Recovery
Facility (MRF) for recycling and
composting
Launch public awareness campaigns
on proper waste disposal
2. Water Accessibility Improve water infrastructure
(pipelines, storage tanks) for reliable
clean water supply.
3. Health and Environment Monitor health of residents near the
dumpsite and provide medical
interventions.
Implement odor control and
containment measures at the
dumpsite.
4. Livelihood Support Fix polluted rivers and lakes to bring
back fish and help fishermen.
Create a system where fishermen
work together to manage and protect
fishing areas for the future
5. Community Engagement Form a team of local leaders and
residents to manage and monitor the
programs.
Allow residents to easily report
problems, share ideas, and suggest
improvements.
V. Pros and Cons of the Proposal
PROS:
1. Addressing the Dumpsite Problem
The program tackles the dumpsite issue through waste segregation, relocating the dumpsite to a safer location,
building a recycling center. This will reduce pollution, eliminate foul odors, and lower health risks, creating a
cleaner and healthier community.
2. Improved Life for Resident
By fixing water supply issues, reducing health risks from the dumpsite, and helping fishermen,
the program will make life healthier and easier for the people in the barangay.
3. Community Participation
The program encourages residents to get involved by forming local teams and allowing them to
share their ideas and report problems. This makes the community feel more responsible and
included.
CONS:
1. Expensive to Implement
Moving the dumpsite, building better water systems, and creating a recycling center will cost a
lot of money. The barangay might struggle to find enough funds to make these changes.
2. People Might Resist Changes
Some residents or businesses might not like the new rules, especially if they are used to the old
ways of doing things. It will take time and effort to convince everyone to support the program.
3. Hard to Keep Going Long-Term
While the program solves problems now, it might be difficult to keep it running in the future. For
example, maintaining the recycling center and making sure people follow waste rules will need
ongoing effort and resources.
VI. CONCLUSION
The proposed program is a crucial step to solve the major problems in
Barangay Buenavista West District, such as the dumpsite issue lack of clean water,
health risks, and the struggles of fishermen. By relocating the dumpsite, improving
waste management, and building a recycling center, the program will reduce
pollution, foul odors, and health risks. It also aims to provide clean water, restore fish
populations, and support fishermen’s livelihoods. Additionally, it encourages
community involvement, making residents feel more responsible and united. If
successful, this program will create a cleaner, healthier, and more sustainable
community, improving the quality of life for everyone in the barangay.
