1. Introduction
Mumbai – Ahmedabad High Speed Rail (MAHSR) Project is the first High Speed Rail (HSR)
network planned to be constructed in India. The MAHSR Project line connects Mumbai, located in
Maharashtra State with Ahmedabad in Gujarat State, passing through one Union Territory, Dadra
and Nagar Haveli.

The Package D1 of High-Speed Rail Project is awarded to DINESHCHANDRA-DMRC JV. The


scope of work of Package D-1 consists of Design and Construction of Thane Depot including Civil
Works, Building Works, Inspection Sheds, Maintenance Depot, and Installation, Testing and
Commissioning of Maintenance Facilities, and other associated works in the State of Maharashtra
for the Project for Construction of Mumbai-Ahmedabad High Speed Rail. The layout of the
MAHSR D1 package is shown in Figure 1.

2. Purpose:
This document sets out the guideline to be followed for carrying out construction of the Retaining
Wall at MAHSR Thane Depot D1 in a planned and schematic manner. This method statement shall
be applicable to Retaining Wall activity to be carried for boundary wall of MAHSR Thane Depot
D1.

3. Scope of Work:
This Method Statement describes the activities and methods required to construct the Boundary
Retaining Wall.
The scope of works covers:
a. Setting-out, Survey markings & Layout.
b. Excavation for Foundation, bed preparation and PCC.
c. Set up and fixing of shuttering for the wall.
d. Reinforcement bars and Shuttering Inspection.
e. Concrete pouring and Curing.

4. Reference:

b. The Method Statement should be read in conjunction with the following documents (Drawing &
Sketches Referred to Annexure-3)

5. Responsibility and Authority:


a. The method statement shall be followed by all personnel involved in the construction activity.
b. This method statement shall be adjusted to suit the site condition subjected to the approval of
the Project Manager.
c. Action may be delegated but responsibility shall not be delegated.

5.1 Project Manager:


a. The approval of this method statement.
b. Overall scope of work.
c. Co-ordination of personnel and equipment to ensure continuous program of the work during
the execution period.
d. Receiving daily progress report and distributing to Engineer approved representative and
DINESHCHANDRA-DMRC JV Management, and ensuring prompt action to any matter
highlighted in the same.

5.2 Construction Manager:


a. The finalization of this method statement.
b. Co-ordination with all departments to ensure continuity in work during execution phase.
c. Reporting to project manager for progress updates and highlight the area of concern.
d. Co-coordinating with other private and Govt. agencies for permission etc.

5.3 Site Engineer (s):


a. Implementation of this method statement.
b. Safety to personnel, incident reporting and implementation of the Safety Management Plan and
Safety Management System.
c. Ensuring that the works are carried out in accordance with approved permits and MS.
d. Ensuring that all personnel are fully aware of their duties and responsibilities.
e. Liaising with Engineer approved representative during the operations and during MS change,
contingency operations or mitigation works.

5.4 Supervisor (s):


a. Implementation of this Method Statement.
b. Safety to labours, incident reporting to superior and implementation of the methodology as
laid down in this method statement and as per approved drawings,
c. Ensuring that all personnel are fully aware of their duties and responsibilities.
d. Liaising with the Site Engineer and Surveyor during execution.

a. Responsible for layout marking of station area and recording the level of excavation.

5.6 Chief SHE Officer:


a. Advice the execution team in safe operation procedures and to bring out the unsafe conditions
to the notice of the in charge.
b. At any given point if the activity is not being carried out as mentioned in the method statement,
it is to be brought to the notice of the project manager.

5.7 QA/QC Manager:


a. Organizing and conducting Quality audits with co-ordination of all concerned.
b. Ensure preparation and incorporation of all the Work Methods as required by the contract and
corresponding Inspection and test Plans and Formats.
c. Assist Site Management in effective implementation of approved quality plans and QC
procedures
d. Identify material sources, and conduct material tests, and ensure conformity with specifications
& standards.
e. Conduct Routine Tests on materials & workmanship as per ITP for conformance and maintain
records.
f. Identify, Calibrate and maintain Master List of Testing and Measuring Equipment.
g. Statistical analysis for product quality material (cube, plants, etc.)

Note: - The list and number of equipment, machinery & materials shall be
reassessed during Execution and arranged accordingly.

7. Detailed Methodology:
7.1 Set up site compound and securing the site:
a. The periphery of the retaining wall will be secured by barricading from either sides to prevent any
hazards in and out of the execution area.

7.2 Setting-out, Survey markings & Layout:


a. Survey work shall be carried out as per drawing specifications and foundation layout shall be marked as
per the approved drawings.

7.3 Excavation for Foundation and bed preparation:


a. Excavation of the foundation should be done with JCB or Excavator as per foundation layout and level.
b. The excavation will be done till the hard rock strata is achieved or as per the level in the approved
drawings whichever is applicable as per the site conditions.
c. The bottom surface will be rammed before PCC and after completion of PCC surface will be cleaned
properly.

7.4 PCC, Concreting of Wall & Foundation:


a. Grade of concrete for PCC will be as per approved drawing.
b. Grade of concrete for RCC shall be as per approved drawing.
c. The total height of different types of retaining wall will be cast in 2 or 3 pours, keeping the maximum
height of pour as per the relevant codes of practice and/or as per the approved drawings.
d. Concrete pouring shall be done as follows:
i. Using pumping method: This method will be adopted where the Transit mixer / concrete vehicle

is unable to reach the concrete pouring site.


ii. Using Concrete Boom Placers: This method of concrete placing shall be adopted where the
concrete placing is to be carried at higher volumes.
iii. Manual Concreting: This method shall be adopted where the Transit Mixer / Concrete vehicle is
easily reachable and chute can be directly placed over the position where concrete is to be poured.

e. Entire Retaining wall work will be taken up for a length of upto construction joints or as per the
favorable site conditions duly considering the safety aspect.
f. Weep Holes at regular height will be provided as per the approved GADs, drawing specifications.
g. Horizontal construction joint will be provided at pre-determined location as per approved drawing
specifications.
h. Concrete surface will be covered with hessian cloth or Jute Cloth and cured for fourteen (14) days after
final setting of concrete.
i. Tarpaulin sheet will be kept at site to protect fresh concrete from damaging due to unexpected
rainfall.
j. The vertical construction joint will be provided by means of wooden stopper as per approved GFC
Drawing depending on length to be taken at a time.
k. Pouring will be done in layers and proper compaction will be ensured by using needle vibrators.

7.5 Scaffolding, Shuttering, Staging and Working Platform:


a. Formwork, Shuttering and staging shall be as per the site conditions and/or as per the drawings.
b. Shuttering will be carried out with plastic/film coated plywood shuttering boards.
c. Adequate supports will be fixed in position, suitable shutter releasing agent will be used.
d. Cleaning of surface shall be done by suitable means if required.
e. De-shuttering of the sides will be done after 24 hours.

7.6 Reinforcement bars Inspection:


a. The layout of wall for the stretch to be executed will be marked on PCC and be checked.
b. Placement and fixing of reinforcement shall be done with bars fabricated as per approved BBS.
c. Laps, chairs and any other extra reinforcement that is to be provided will be recorded jointly in
concrete pour card and/or BBS card.
d. Ensuring proper cover blocks has been placed at proper suitable intervals on the horizontal and vertical
face of the retaining wall.

7.7 Handling & Storage of Material:


a. Material Unloading will be carried out by using appropriate equipment & machinery.
b. Concrete transportation shall be carried out using Transit Mixer from RMC Plant and the pouring shall be
done using pumps and or
c. Materials will be unloaded possibly closer by where the materials to be erected.
d. Levelled & compacted ground is required for unloading and good approach road all around the site for
crane and trailer entry.
e. Wooded sleeper will be used as packing materials and minimum of 100 mm packing will be provided
from the ground level.
f. Material stacking should be allowed height wise up to 1.5m from ground level.
g. Accessories and bolts will be stored in closed container.
h. Material offloading checklist will be prepared at the end of every vehicle gets unload.

8. Pre-Work Arrangement:
a. The necessary Work Permit (General Work Permit, Height Work Permit, Lifting and Shifting, Night
Permit) are to be obtained from the concern department before commencing of Work. Work will be carried
out under proper supervision of skilled supervisor and in the presence of safety personnel.
b. Tool box talk should be conducted on daily basis.
c. TPI of all Lifting Tools and Tackles, if any, are to be ensured.
d. Job specific training to be conduct as per scheduled and require.
e. Tool box talk should be conducted on daily basis.

9. Hazard and Risks:


a. Toppling of Crane, Farana and Man lift due to uneven ground or over loading.
b. Failure of Crane, Slings and Belt.
c. Materials fall from height like hand tools, power tools, nuts, bolts and spanners etc.
d. All operatives will be fully trained and copies of training certificates will be available for inspection
including: first aider, excavator driver; truck driver, dumper driver.
e. All operatives will wear the following PPE: safety boots, safety helmet and high visibility vests.
Additionally, safety wellington boots, gloves and safety glasses will be worn when pouring
concrete.
f. Gloves to be worn at all times.
g. Life vests to be worn at the water’s edge and a lifebuoy on standby.
h. Weekly inspection forms will be in place for Plant.
i. Hitting Hazard due to Swing of Material.
j. Fall of man from height.
k. Electrical shock, burn injury, Eye explosion, hurt injury, Hand Injury, leg injury, body injury, head injury,
LTI or FATAL.
l. Cut injury, serious injury, Loss time Accident, First aid injury.
m. Expose with rain, storm and hot material during day time.

10. Environmental Measures to be in place before works commence:


a. Spill kits will be available. Personnel will be trained to use the same.
b. Any fuels or lubricants will be stored in bunded area with suitable capacity.
c. Waste oils and hydraulic fluids will be collected, stored in sealed containers and disposed of off-
site.
d. Silt trap to be created before any other work takes place once the site is secured.
e. All shall be made aware of the Environmental Screening.
f. Personnel involved in the tasks to be undertaken will walk the works area to review any potential
or known risk sources.
g. Particular attention will be paid to the possibility of other workers entering the work area and also
the likelihood of coming into contact with services underneath the ground.
h. Ground will be scanned for services before the ground is excavated.
i. All involved will be inducted by the Site Manager and will have current safe pass and other specific
training as appropriate.
j. Full PPE will be worn including gloves and Hearing protection as necessary.
k. Signage will be in place and an exclusion zone/fencing will be set up for the operation.
l. Imperative no members of the public have access to the works area.
