Atlantia Offshore subcontracts Matterhorn design/engineering to

Paragon

Atlantia Offshore has subcontracted Paragon Engineering Services, Inc. to

provide facilities design/engineering for TotalFinanElf E&P USA, Inc.'s
Matterhorn mono-column tension leg platform, which will require
approximately 60,000 man-hours.

The project is currently on schedule with Paragon expected to complete its core work for detailed engineering in mid-September.
Facilities dry weight is expected to exceed 3,000 tons upon completion. Total topsides weight is 6,000 tons. For the balance of the
project, Paragon will support Atlantia with fabrication oversight and pre-commissioning assistance (OilOnLine)

Guardian platforms offer several structural advantages for offshore oil drilling in shallow waters. These platforms use braced caisson technology with batter piles that provide lateral support, making them stable against lateral forces. They eliminate the need for underwater connections, making installation less complex. These platforms are designed to meet 100-year storm criteria with a 20-year lifespan, ensuring durability and reliability in harsh marine environments. Additionally, Guardian platforms predominantly use pile steel, which is more cost-effective than fabricated steel, and they have conventional jacket-to-pile connections, facilitating ease of installation using small derrick barges .

Atlantia's conventional jacket-to-pile crown shims offer installation advantages by simplifying the connection process between the jacket structure and the piles. This method avoids the need for complex grout spread or specialized underwater connection procedures, reducing both installation time and costs. The simplicity of the connection allows smaller lift boats and derrick barges to be used, which increases flexibility and efficiency in offshore operations. The approach also ensures a high degree of reliability and strength in the joints, which enhances the durability and safety of the installations .

Braced caissons in Guardian I and II platforms enhance structural integrity and cost-effectiveness by providing lateral support through batter piles, thus stabilizing the freestanding caisson against environmental forces. This design improves the integrity and robustness of the structure without the need for additional complex stabilization methods, making it simpler and less costly to construct. The primary reliance on pile steel, which is less than half the cost of fabricated steel, further enhances cost-effectiveness. The absence of underwater connections simplifies installation, reduces construction complexities, and contributes to the platforms' cost-efficiency .

Atlantia's shallow water platform designs have been utilized in diverse environments globally, including the North Sea, the Gulf of Mexico, West Africa, India, and Thailand. This wide usage indicates that the designs are highly adaptable and capable of performing efficiently in various coastal and oceanic conditions. The platforms' adaptability is further evidenced by their ability to be adjusted according to water depths and specific environmental criteria, demonstrating their suitability for industries with differing geographic and environmental needs .

Atlantia's SeaHarvester structures incorporate key design features such as design standardization and modularization, which reduce engineering and construction costs. The structural considerations in these designs improve wind and wave load transparency, lessening the stress on the structures and reducing the materials needed. These optimizations lead to lighter jackets that can be installed more cost-effectively. Furthermore, the use of less steel and fewer structural joints makes it possible to build the SeaHarvester platforms in smaller fabrication yards, simplifying and lowering the costs of installation processes .

In the Gulf of Mexico, Atlantia functions as a turnkey provider for fixed platforms, offering services that encompass engineering, procurement, construction, and installation (EPCI), as well as engineering design only, or distinct phases of procurement and construction supervised by competitive fabricators and installers . In contrast, in Mexico, Atlantia forms alliances with local contractors, such as Buffete, providing platform design engineering and construction management assistance while the local contractor handles facility engineering, construction, and installation. This strategic partnership allows Atlantia to adapt to the local market demands and leverages local expertise and resources .

Atlantia's proprietary fixed platform technology offers several benefits compared to conventional structures. It improves wind and wave transparency, which significantly reduces the overturning moment of the structure, resulting in less steel required for fabrication and reducing costs. The design's standardization and modularization aspects enable lower engineering and construction costs. In addition, the construction considerations lead to lighter jackets that can be installed more easily, making Atlantia's platforms more cost-competitive .

The mini-jacket concept used by Stork offers several advantages in shallow water applications. It allows the jacket to extend from a minimal depth above water (+10’) to a depth below water (-20’), making it applicable across a variety of water depths while utilizing the existing conductor for installation. This implementation supports up to six conductors and a 60' x 60' deck, including a helideck. The reliance primarily on pile steel ensures cost-efficiency, while the absence of underwater connections reduces construction complexity. Furthermore, the mini-jacket design meets rigorous environmental criteria, designed to withstand 100-year storms and provide a 20-year operational lifespan, enhancing safety and reliability .

The economic implications of Atlantia's design standardization and modularization strategies include significant cost savings in both engineering and construction phases. By standardizing design elements and using modular components, Atlantia can reduce the complexity and time required for engineering tasks, leading to lower engineering costs. Modularization streamlines the construction process, allowing for faster assembly and reduced labor costs. Additionally, these strategies promote economies of scale, as repeated designs and components reduce procurement costs for materials and equipment. Overall, this approach enhances Atlantia's cost competitiveness in the market .

In the North Sea, Atlantia's approach involves engaging with major gas producers and employing a minimum structure concept adapted to regional needs, focusing on high customization for specific fields like Conoco's projects. This involves significant upfront design innovation and flexibility to meet stringent environmental requirements. In contrast, in the Gulf of Mexico, Atlantia adopts a turn-key solution approach, offering comprehensive EPCI services for fixed platforms. The Gulf strategy is more about leveraging standardized solutions and extensive local collaborative strategies, as seen in their partnerships with local contractors to optimize cost-effectiveness and productivity .
